a deadly hookah lounge shootout. why investigators say the business should never have been open in the first place. and then a trip around the bay to see how communities are working to restore mother nature for earth day. good evening, i'm brian hackney. >> i'm andrea nakano. community ambassadors walking along irving in the outer sunset. this move comes in response to a recent break in, assaults, and arson. but these blue shirt ambassadors are not the same as the ones in orange we see across the city. these are all retired police officers offering to help out businesses. >> betty yu is in the outer sunset for us talking to people

about this latest approach. >> reporter: in our time here at 25th and irving, we didn't spot any ambassadors but the owner of this market says they are a welcome sight and he has high hopes about this expanded program. 25 irving market has been a staple of this community for decades. the owner said these days the family run business deals with graffiti almost every other day. constant customer car break-ins in its parking lot. and multiple shoplifter. >> people are getting more brave. now i'm seeing more diversity of people stealing as well. >> reporter: the market sits in the outer sunset that will now be covered by ambassadors who are retired sfpd officers. mayor london breed said their

role is to fill in. the police are 562 officers short. >> when i spoke to the ambassadors in the blue. it sounded like they were very knowledgeable. you know. they were able to inform me. they were able to escalate more quickly to the headquarters. >> reporter: ambassadors are trained to deal with mental health episodes and reverse overdose events. >> they know what to do. >> reporter: they free up am officers to address crime. >> there are minor things we can help out with. if somebody needs help, you can reach out. if there is a homeless person, you can reach out, offer them police services. and also, we are out there visibly. >> if anything happens it takes them time to come assist us. we have to watch out. it is also concerning because windows

break easily. thingsget stolen easily. and it is very concer trying to keep the safety. >> this new plan was announced the same day governor gavin newsom announced he is deploying the chp and national guard to the tenderloin to help san francisco crack down on open air drug dealing. the chp will patrol while the national guard will focus on stopping traffic rings. but not everyone thinks this is the right approach. like the san francisco public defender's office. who released a statement saying quote no amount of law enforcement will solve what is really a public health crisis. in other news tonight, two people are dead, two are injured after a shooting early this morning at a hookah lounge in hayward. happened at mission boulevard near blossom way. the lounge has been a trouble spot both for nearby businesses and for law enforcement. the owner of a nail salon nearby said it is not the first time there has been trouble. sheriffs told us the city recently had to shut the place down buwas

operating illegally. >> have you received a lot of complaints about this place. >> our crime prevention units, our crime prevention and reduction unit has been out here a number of times the past two years along with the board ozoning and adjustments and code enforcement. >> no arrests have been made. investigators are seeing if anybody in the neighborhood has surveillance footage. highway 29 back open tonight. after a police chase and standoff shut it down between deer park and pratt avenue over an hour this morning. officers were originally responding to a call that the male driver was doing drugs in his car. but after running his plates, police saw he had an outstanding warrant for felony arson. chased the suspect from calistoga to saint helena. after a 40 minute standoff, they made the arrest. trader joe's on college avenue in oakland is now unionized. it's the grocery

chain's first california location to do so. staff there filed the petition last month in part because of an alleged rat infestation they say took years for the company to handle. there are only three other unionized trader joe stores. [ music ] music, food, and the community welcome former prisoner in san francisco today. it is all part of the first annual one love reentry barbecue. the inmates will be starting the next chapter of their lives. well, you'll notice they had pretty good weather. couldn't have had a nicer earth day. plenty of people in the south bay for a cleanup event in san jose. volunteers gathered at 40 locations to pick up the trash from the streets. while in the east bay, fremont hosting earth day festivities like getting bike

tuneups and buying plants. in alameda, people came out to clean up crown memorial beach. they picked up typical trash like cans but one volunteer found something quite unusual. part of a halloween costume. luckily, she needed a hand. >> i hesitated to pick it up but i had to. you can't leave it on the beach. there's no way. the wildlife here. they get ahold of this. or there is some stuff around the glove right? it could be very detrimental to the birds. >> those are just some of the earth day events we saw across the bay area today. as the effects of the climate change become clear and serious, the day has adopted a more dire tone. john ramos has a look back at 50 years of earth day in the bay area. >> a unique day set aside for a nationwide outpouring of mankind seeking its own survival. >> reporter: the message back then was ominous. and people

alarmed by smoky skies d todo what they could like planting trees. today, in san leandro, that effort continued. as a group of volunteers and scouts including six-year-old aidan did their part. >> this is the fourth plant i have dug today. >> you have done four trees? >> yeah, this is the fourth one. >> reporter: sometimes it can be tough work like when the ground is too hard to dig in. >> it is basically hardened mud and we are trying to chisel it out. >> is it hard to do? >> it is very hard. >> what do you know about earth day? >> it is where you pick up garbage. and, what we are doing right now, tree planting is another tradition. >> reporter: but the planting supervisor says just because something is traditional doesn't make it smart. >> in the past, nobody, there was really no scientific methodology behind planting trees. trees became in favor because somebody thought they were cool. and then because we are all social creatures we all

started monkey see monkey do and we followed along. >> reporter: now there is some thought behind the good intentions like planting these native terry and oak trees instead of invasive species like eucalpytus and putting them in places they will thrive and not cause problems. >> the best way to do things right for earth day is make sure you are not just green washing something. that you are really working in community with experts to make sure that if you are planting trees you have arborists on board. >> reporter: a plot of the ideas of the past are being re-examined these days. at this earth day festival, a group of activists were promoting nuclear power as a carbon free energy source. something that could have been considered environmental heresy when earth day began. >> people have been triggered in the past by radiation, the accidents. but now, because we are looking at meeting our climate goals and the recent energy crisis, people are taking a second look. >> reporter: everyone has an idea about what can help the

planet. from autonomous electric cars to vegan foods, to kitchen utensils made of wood. one of the festival's organizers say no one seem to be feeling very optimistic these days. >> it is important that we try to make a difference. because you know, from my generation, i think people are feeling a little bit hopeless because we don't seem to be going in the right direction. >> reporter: people were worried in 1970 but the stakes seem higher today. so all ideas are on the table. just hugging a tree won't be much help if the planet really does need cpr. >> the tree planting in san leandro is part of a state grant to add 5,000 new trees to the area. so far, nearly 1,000 have already been planted. and still ahead tonight, we hit the streets of san francisco to soak in the atmosphere at the polk music

festival. and we are counting down to tipoff for game four of the dubs versus the kings. draymond speaks out about returning from suspicion to help. first a gray whale set as record in the bay area. why scientists say it is not a milestone anybody is celebrating. and just a review on the daytime highs for today. we did it again. a lot of low 80s for our warmest inland locations. we don't do that tomorrow. tomorrow we go back down to average. we stay down about two days and there is another warmup coming. we will be warmer with that one. forecast coming up. as we head to break, we decided to change things up a little bit this earth day. all show long, we will skip those pesky commercials and instead of spending

we see a lot of gray whale ins the bay, but one in particular is worrying scientists and researchers. it spent more consecutive time in the bay than any other whale for as long as the marine mammal center has been tracking that sort of thing. it's been here since february. that's 67 days without leaving the bay. >> previous record had only been 46. the marine mammal center say it is last four years they have seen gray whales move deeper and deeper into the bay for longer periods of time and that is not their

normal migration pattern. >> a lot of them show up kind of starving or skinny in our area on their northbound migration and they turn into san francisco bay using it as a migratory stopover. it is calm waters in the bay. and they rest for a while. >> since february, there have been more than 100 gray whale sightings in the bay. that is huge. we caught up to a kayaker who saw one this week as he was riding a ferry. >> it seemed to be pretty much in the path of e thboat was going back and forth. i was definitely concerned for the safety of the whale. >> two gray whale haves washed up dead on shore this month. one was in balinas and the other in san leandro. they were likely killed by ships. if you see a whale in the bay in any condition, the mammal center wants you to report it on their website. the warm weather came out

to the beaches. it is cold along the shoreline. they took the opportunity to bask in the sun after months of rain and all of the cooler weather that andrea was so fond of. but a lot of people had to get reacquainted with the micro climates. just how different it can feel from one part of the bay area to another. it is so nice to finally thaw out from that cold. >> don't get used to it. darren has bad news. >> but it is good news later. >> andrea, in particular, this is very good news. yes, we have to give it back tomorrow. but it is coming back for most of the seven day forecast. in fact, it is going to be warmer than the last two days were. so, before we get to that, which is like the second half of next week, let's talk about saturday night and sunday. first of all, live picture right now. this is the view from the top of sutro looking out over the city. in the overnight hours, leveling out. most locations are upper 50s .

we'll do the same thing with san jose. that's a live picture there. your number, 57. all right, let's take a look ahead today. to tomorrow. just to get an idea for how this all play out. i will skip right into the daytime highs. for sunday. notice what's different here? we looked at the daytime highs at the top of the newscast for today and it was low 80s for the inland east bay. it was close in the south bay. it was low 80s in the north bay. so tomorrow, everybody cools down. some of us by six or seven degrees. north bay may not cool down that much. north bay one of our warmer spots tomorrow. we will spotlight a couple of locations. it will be 80 tomorrow. up in heelsburg. it will be 81 in calistoga. it is still a sunny and warm day. in wine country. everybody else does cool down. here is a great way to visualize that. you get into orange, you are like 10ees how different sunday looks. we take a lot of that orange away.

you see blue coming back to the coast. a lot like the story we were talking about. you will be in the 50s at the coast tomorrow. while you are still holding onto some 80-degree temperatures inland. and the reason why this cooldown starts tomorrow, you can see it play out. i'm going to let this go into the overnight hours and watch the marine layer redevelop. tomorrow morning we will wake up with the wet gray blanket overhead. so it will be a may gray scenario. we are getting toward that time of the year where this will be a daily routine with the marine layer coming in overnight. really creates quite a temperature contrast. it will do that for tomorrow and monday. won't be as cloudy on monday. and you'll get plenty of sunshine by the afternoon tomorrow by the way. it is just a morning thing. but here is what the story is on the temperatures. you can see the change here. we are looking at the inland east bay there. those numbers are going to go from the upper 70s tomorrow to the upper 80s by wednesday. when we do the same thing for

san francisco and oakland, you see the pattern hold true for oakland as well. 68 tomorrow. 80 on wednesday. that's warmer than it was today. and yesterday there. and when you look at the north bay valley. same story. mid 80s there. south bay will go upper 80s . all right. andrea, over to you. >> all right, darren, the warriors don't play until tomorrow. but they are keeping an eye out on their potential opponent if they can get past the kings. and draymond was not only suspended for this play, but for his history of unsportsman like conduct. green talks about his suspension for the first time. hear from him next. another reminder that for earth day, we decided to spare you two minutes of commercials. and instead highlight the reason we are even talking about earth day. we will see

the warriors are expected to be at full strength. gary payton is expected to be back after missing game three. and draymond green will return from his suspension. one of the reasons the league suspended green for thursday's game was because of his history of unsportsman like conduct. his one game ban in 2016, nba finals. so, did suspending green partly for his past actions create what may be known as the draymond rule in the future? if they did, green still doesn't plan on changing. >> they created draymond rules before. they don't work. i'm still sitting here. still winning. they created those rules before. they didn't work. they still don't work. draymond won't be moved by no draymond rules. will continue to play the game how i play the game.

san francisco's polk street closed off to traffic today for the picking on the polk block party event. there were multiple stages set up for musical performances. it was a big turnout and a huge day for local businesses in the area. the big stage set up at the corner of polk and broadway brought out thousands of people looking to dance, eat, drink, and shop. >> and we are super impressed.

we used to live in this neighborhood and we have never seen anything as fun as this when they shut down the whole street. >> san francisco, we want to do these things and bring san francisco back. >> the event was entirely free. picking on the polk, organizers just want to foster community and highlight local businesses. >> a lot of people out to enjoy the lovely weather for the 16th annual dog fest at debose park. people got to enjoy a best dog contest. who's a good dog? as well as food and drink from local businesses. >> she is loving it. there's lots of oh dogs, she has been playing and she has free treats and toys. >> lots of cute dogs competing for the blue ribbon but in the end only one could walk away
