now at 11:00, shooting in san francisco's bustling north beach neighborhood leaves a person dead and four wounded.

local businesses say things hav never been better in their neighborhood. >> from kpix, this is the late news with sara donchey on cbs news bay area. >> hello, i am sara donchey. north beach is one of the most popular spots for nightlife in the city of san francisco. on any given weekend there are dozens of people pouring into the streets from busy bars and clubs. it is also where five people were shot last night. police still haven't said what led up to the shooting. they were willing to tell us they think it was isolated and not random. this happened near the intersection of columbus and broadway around 11:00. police say that a 23-year-old man from solano county was killed and four others were hurt. they cam from the east bay and sacramento. betty yu has been i the neighborhood talking to business owners and people. she says even though the community is shocked they still feel comfortable with a live and work. betty? >> reporter: that's right, sara merchants say that this kind

of crime that happened right in this area is very rare for this community. normally it is a mix of tourists and locals and it i pretty busy. ze chocolato has been a staple for 20 years. the owner said that news of the shooting that left one dead and four injured came as a shock. >> my first reaction is that this is another black eye for san francisco. that worried me just a little bit. luckily we have not had a lot of violence in north beach. >> reporter: mike is also vice president of the north beach business association. the condo club, which was roped off as part of the crime scene investigation said in a statement to us, the concord club was not involved. a woman who was injured made her way to the entrance and we brought her inside to assist her while waiting for the police to arrive. we are cooperating full with the sfpd investigation and will assist in any way possible

>> what is being reported outside of san francisco is at we are experiencing on a day-to-day basis and what, as business owner and a resident here, i do not feel unsafe. >> reporter: sfpd crime data shows that in the central polic district which includes north beach, the most frequent crime is larceny and theft. this year there have been two other homicides compared to zero during the same period last year. >> north beach has just been going up and up. more restaurants are opening. less and less vacancies in the neighborhood. >> reporter: mike credits the push to keep beat cops in north beach to low levels of crime. >> we know that san francisco police are very short-staffed , and we do. we have two beat cop that are in north beach constantly. the beat cops reall are all about preventative policing, right?

>> reporter: just in the last hour, sara, we saw those beat cops making the rounds right here on grand avenue. back to you. >> betty, thank you. it is not every day we hear from business owners who say that businesses are thriving in certain parts o san francisco. we do often see sfpd officers in marked cars driving up and down the section of broadway where the shooting happened, often on nights and weekends. we reached out to sfp to ask them about the practice and to ask about the shooting, that we have not heard back tonight. we know the department recently got $25 million to hel pay for officer overtime. last week the board of supervisors signed off on a new contract with police with close to 11% raises and other incentives. gun violence has also been problem across the bay in oakland. tonight very tragicall a 15-month-old baby was shot

inside of a car. it happened at 6: 15 near 11th avenue and international boulevard. somebody took the baby to a fir station down the street until a ambulance showed up and rushed the child to the hospital. police and fire officials have not given us an update on how the child is doing tonight. that comes the same day as the man accused of killing 23 month old jasper will appeared in court. all three men are facing murder charges. today a judge heard testimony from an officer who was one of the firs people to get there. they found eight bullet casings starting from where jasper was shot. alameda county district attorney has gotten backlash in the wake of the death of jasper wu. there was an elected email addressed to, quote, the chines communities about the jasper wu case. the national asian american pacific islander prosecutor association called the email divisive. they said that d.a. price denied writing it. >> i was surprised and shocked

that when confronted with that email during our meeting, she continued to deny writing it. i hostile organization, and that is what she called us. we are not hostile, d.a. price. >> we reached out for a comment to respond to the claim. we wil let you know when we hear back. over the weekend, price supporters rally behind her as she is being watched to see wha additional charges she may file in the jasper wu case. she has not announced them exactly, but she had this to say to supporters at a rally. >> justice for jasper! justice for jasper! justice for everybody who has lost a loved one! >> a preliminary hearing for th three defendants is set to continue tomorrow. let's talk a little bit of weather, taking a live look out over the bay. we had a pretty warm and sunny weekend, particularly inland. it is

about to get warmer the next few days. that is not all good news, though. that is causing alarm bells to go off in parts of california. remember how the sierra got dozens of feet of snow this winter ? that is starting to melt. when it gets hotter it could accelerate that process, and that would cause major flooding, especially in the san joaquin valley and the tulare lake basin. >> right now it looks like this week is going to be an exclamation point on this melting process. >> okay, paul is back from a much-needed vacation! but befor you left you were talking about this. you said that if it gets too warm to quickly it could cause problems. where are we at in that process? >> temperatures will warm up dramatically. south lake tahoe will be 30 to 35 degrees above freezing, and just abundant sunshine over the next few days. that will go into all the snow that is still on the ground. there are about 13.5 hours of daylight, so plenty of

it. the national weather servic in effect for rt oth oo high sierrathe d hes in effect from thursday through monday. interestingly, the national weather service office in sacramento has not issued watches downslope of the high sierra. i think that remains a possibility. we are going to se near record high temperatures and rapid snowmelt. downslope flooding can be expected with rapid water flows and will be cold water as well because this freshly melted snow. the temperatures will warm up aroun the bay area beginning tomorrow inland temperatures already int the 80s or just a few degrees above average around the bay. temperatures will peak on thursday but even then i think we will fall short of record territory. the closest we will come is a couple degrees shy of a record in san jose on thursday. we should see substantially above normal temperatures, but i think the records will be safe. >> seems like we talk about records a lot. thank you so much. next, the major-league

end thmexican-american war. some argue that it emphasizes oppression and white supremacy. the city plans to have the statue removed by 5:00 a.m. california salmon and those who fish for them are in seriou trouble. salmon-fishing season was shut down earlier this mont after low numbers of the face. but now an unlikely team has come up with a solution, converting rice fields into a home for baby salmon. >> reporter: paul butner is par of a group of researchers in th central valley who are working together to try to help california's struggling salmon population. >> there are also snails, you see, and long guys swimming around. i believe that those ar dragonfly larvae. all of this i literally filet mignon for baby salmon.

>> reporter: the central valley is made up of hundreds of thousands of acres of rice fields. the goal of this projec is to see if all those fields could be used in the future to replicate the environment salmo would have asked experienced in this area thousands of years ago. >> this is the point at which the fish, if they want to they can leave the whole system. >> reporter: the system is a network of flooded winter rice fields that paul and his colleagues have converted into habitat for baby salmon. >> water comes in, all the boxe look like this with the two inc holes. >> reporter: the holes allow baby salmon into the fields during winter flooding, or they are released into the fields by the team to swim freely from on section to another, eating up all the plankton and other organisms in the rich floodwaters. >> salmon are evolved to

capitalize on these wetland environments. we think it is >> po is professor in the department of fish wildlife and conservation biology at uc davis, and also one of the scientists involved in the project. he is tracking hundreds of the salmon that wer released into the rice fields this winter. >> we are running an experiment where we are testing how well salmon that are reared in rice fields survive in comparison to a similar set of fish that were reared in a laboratory. >> reporter: the hope is that if the experiment shows that th salmon that were released into the rice fields do better, then more rice fields can be converted into salmon habitats. >> then we know the impact woul be positive. the big question that we want to figure out is how many acres would it take to really change the trajectory of the population from a declining one to a growing one?

>> reporter: that is something that will only be known once these experiments are completed paul says he is hopeful that rice could become the unlikely savior of the california salmon >> it is just a natural, great habitat story, right? a state that has lost 95% of its wetlands, and yet half 1 millio acres of flooded agriculture moved in cold rice. >> reporter: but of course rice only provides wetlands for half the year. the arrival of spring means the fields are dried out in preparation for seed planting. it will not be until next fall that the waters will rise again and a new crop of salmon will be able to take advantage. let's talk weather. we have the return of our favorite paul paul heggen who was on a tropical vacation! welcome back what are you coming back to? >> i brought the warmth along wii for it, even though i really shouldn't. temperatures will

warm up dramatically for the next few days. it is because of this big area of high pressure in the upper levels of the atmosphere. we say the phrase all the time without explaining what it means. what it means is a of air in the atmosphere overhead pressing down on us. this will help to suppress and compress the air at ground level. it suppresses the development of clouds, showers, and as the air and ground level gets compressed it warms up. th temperatures will rise , but it is temporary. the temperatures will back down and beyond the seven-day forecast will be on the other side of the coin. may 2nd through may 8th is the eigh to 14 day outlook from the production center. pretty good chance of below normal temperatures to usher in the ne month, and that comes with an above-average chance of rainfall. keep in mind that above-average means anything more than a trace in early may. for now though, we still have warmer temperatures in store. right now seeing fog developing along the coast as we look out

across the board. the fog will be very confined, so right alon the coast. it will not spread far inland, and it will not tak long to disappear. unobstructed visibility by 8: 30, 9:00, plenty of sunshine throughout the rest of the day to warm us up from an appropriately cool start. the warmest spots are around 50 degrees tomorrow. let's look at the highs. near 6 along the coast, mid-to-upper 60s around the peninsula and th south end of the bay. near 80 a the santa clara valley, into 80 for most inland parts. it is not that warm around the bay. a few degrees above average for san francisco and oakland. temperatures will reach a mix o the upper 70s and low 80s until you go further north were temperatures should reach into the middle portion of the 80s tomorrow afternoon. we will continue warming up and sdrmesy. omid-70s in san francisco and mid 80s in oakland, but those temperatures

are above average for this time of year. then our temperatures start retreating. it will not b a cool weekend overall, especially inland. for inland parts of the north bay and east bay for saturday and sunday, bu then cooler than average temperatures are back in place by the time monday rolls around the first day of may brings the cooler weather pattern. enjoy the warmth while it is here. it might even be a little bit on the hot side for some parts of the east bay on thursday with highs near and above 90 degrees we will keep an eye on them for you. >> nice to hear that again, paul, thanks. up next, new shuttles in on bay area county are only missin a

when we thought all hope was lost, somebody stepped forward to claim a winning powerball ticket that was hours away from expiring! the ticket was bought at this los gatos mobile statio in october and had nobody claimed it by today, the $1.5 million would have gone to public school funding, so not a total loss. powerball still has to review the claim to make sur it is legit. that could take a couple of months. a new mode of transportatio taking off in the east bay, and no driver involved. contra cost county transit authority launched its autonomous shuttle in san ramon. it will serve th bishop ranch area with four stops along the route.
