outlet mall in the city of allen north of dallas. police say the gunman is dead, but there are casualties. no details or numbers yet. shoppers ran for cover, others hid in locked stores until safely leaving with their hands raised. go to cbs news.com for the latest. now to britain. an unprecedented changing of the guard. no heir had spent more time waiting than king charles iii. his crowning at westminster abby was a rich display of pageantry and ancient rules. this takes the helm of a centuries-old institution that has often struggled to find its way in the modern world. first lady jill biden was there representing the united states. she was joined by her granddaughter. the pair wore complementary blue and yellow outfits for the

ukrainian flag. president biden tweeted about it today congratulating the king and calling the relationship between the u.s. and britain a source of strength for all our peoples. cbs' holly williams has been there for all the festivities. good evening, holly. >> reporter: good evening. it was cold and wet today. the royal family's problems haven't gone away, and this country is still suffering through a cost of living crisis, but they managed to crown their king, and it's not every day you see that. the gilded gates of buckingham palace opened this morning, and king charles iii emerged with his wife, the queen consort. drawn by six windsor gray horses in the diamond jubilee state coach. the heavens opened, but that couldn't stop charles' march towards his destiny. through the heart of westminster in central london, protected by over a thousand members of the

british armed forces. people in this country are used to the rain. the crowds kept calm and put up their umbrellas. they have been crowning monarchs in westminster abby since the year 1066, and buried in this medieval church are 30 kings and queens as well as other british giants from charles darwin to steven hawking. >> i here present unto you king charles, your undoubted king. god save king charles. >> reporter: and then, the oath of office. >> your majesty, will you solemnly promise and swear to govern the peoples of the united kingdom of great britain and northern island? >> i solemnly promise so to do. >> reporter: the most sacred part of the ceremony is the

annointing. screened from view and using holy oil harvested from the mounted olives in jerusalem, charles was anointed on his chest, head, and arm. today wasn't the first coronation that charles has attended. he was there in 1953 when his mother, queen elizabeth, was crowned. >> the duke sees his mother crowned. >> reporter: a boy who could have hardly understood his place in history. her coronation was the first time the ceremony was televised, giving the nation a glimpse of the elaborate service. the young queens supported by her maids of honor, all daughters of aristocratic family. today, 70 years later, the coronation was broadcast live in

color, showing off those golden robes in all their dazzling glory. and this time, the ceremony represented a more diverse country than it's ever been before. as king, charles is the head of the church of england. but england is no longer majority christian. today, the coronation included leaders from the buddhist, hindu, jewish, muslim, and other traditions. king charles waited for this moment for seven decades, the longest apprenticeship in british royal history. today, finally, st. edwards crown was lowered on to his head. >> god save the king! >> god save the king! >> reporter: crafted from 22 carat gold in the 1600s, the crown is trimmed with urman and

festered with over 400 precious stones including rubies and sapphires. it is only used for coronation. charles will likely never wear it again. across the country, gun salutes range out. the heir pledged. >> i prince william pledge my royalty to you. i will bear unto you as your lead man of life and limb, so help me god. >> reporter: his son, prince george, was a page boy to the king. william's brother, prince harry, es trained from the family, was there but played no official part. his wife megan decided to stay home in california. queen camilla was also crowned and anointed today.

charles' mystery once hated by the public, she's worked hard to improve her image since they wed nearly 20 years ago. the king and queen left the abby dressed in their purple robes of estate, escorted by nearly 4,000 military personnel, this time, they traveled in the gold stagecoach decorated with roman gods and goddesses. the monarchy as an institution still has overwhelming support in this country, and the streets around buckingham palace were thronged for a royal fly pass. notably absent from the balcony were harry and megan as well as the king's disgraced brother, king andrew. but the crowds today came to celebrate the monarchy and witness history in the making.

send him victorious, happy, and glorious, they sang. god save the king. many young people here say they could do without the monarchy, and today there was a protest from a small group that wants a republic. but the coronation seemed design to lend the royal ancestors to king charles. now to the war in ukraine. kyiv is accusing russia of fire bombing the besieged city of bakhmut using phosphorus ammunitions. bakhmut can be seen ablaze as what appears to be phosphorus reigns down, and according to a report, phosphorus can burn through metal. its use is considered a war crime when deployed against civilians. now to the fight in the nation's capitol over america's debt limit. president biden says he'll have a message for congressional leaders when they meet on tuesday. christina has more.

good evening. >> reporter: that's right. he's going to meet with speaker of the house kevin mccarthy and other key players here at the white house next week. even if the group can agree to a deal in the room, and that's not looking likely, there's no guarantee mccarthy can sell that deal to hard line members of his own party. >> whether you pay the debt or not doesn't have a damn thing to do with what your budget is. >> reporter: with the clock ticking once again on a possible u.s. debt default, president biden criticized what he calls maga republicans for holding the country's debt hostage. >> there's no way they can pass the budget, zero. >> reporter: mr. biden also blamed that same group for putting pressure on house speaker kevin mccarthy. >> i think he's an honest man, and the maga republicans have put him in a position where in order to stay speaker, he's agreed to things that maybe he believes but are just extreme.

>> reporter: the debt ceiling plan passed by the republican-controlled house last week would freeze federal spending at last year's levels, cutting the budget by almost 14%. a move the white house says would slash funding from everything from rail road care. democrats say the plan is too extreme and will make negotiations harder. >> we should not default on our debt. but the present path we're on is unsustainable. >> reporter: in that same interview, president biden was also asked about the 14th amendment which contains a clause guaranteeing public debt and whether or not that can be used to raise the debt ceiling without approval. president biden says he's not ready to go there yet. the biden administration plans to finalize a new immigration rule next week to limit asylum access at the border with mexico. it's prompted a new migrant

rush. we report from the border city of el paso, texas. >> reporter: homeland security secretary wrapped up a two-day tour of the u.s./mexico border on friday visiting brownsville, texas and meeting with law enforcement on the ground. >> the situation at the border is a very serious one. >> reporter: his visit comes as title 42, the pandemic era policy that allows the u.s. to expel migrants, expires next week. when that happens, customs and border patrol officials say there could be as many as 10,000 border crossings each day, nearly doubling the daily average in march. >> the border is not open. it has not been open, and it will not be open subsequent to may 11. >> reporter: but republican senator ted cruz of texas says the biden administration's policies are not working. >> what we had under donald trump in 2020, success, and

biden and harris came in and turned successfaure.>> repter:s to expel mynt or expedite their immigration process. in texas, these 133 migrants were put on a flight back to guatemala, and the president plans to increase those flights. they also announced a new agreement with mexico, which allows u.s. to expel more non-u.s. migrants back to mexico. earlier, buses with migrants arrived in new york city, at least one sent by greg abbott of texas, part of a plan to send migrants to cities run by democrats. new york city officials say they have accepted more than 37,000 migrants and their facilities are full. it's a problem the el paso county judge knows too well. right now, hundreds of migrants are sleeping on the streets of

el paso, and he says the help he's getting from the state and government isn't enough. >> they send us fema money. >> is that enough? >> no. >> are you getting any help from the state? >> the premis of the governor is we don't want them here, and they think that solves the issue. calls for justice today in nw york city. advocates gathered in manhattan demanding authorities file charges in the death of jordan neilly, the 30-year-old man who was experiencing homelessness died this week on a subway train. he was placed in a fatal choke hold by a passenger who was once a marine. witnesses say he was threatening passengers when he was restrained. tonight, more than 100 wildfires are going across the town of alberta. the out of control fires keep
