gunman killed eight people outside of a mall near dallas over the weekend. whr nforcement sources said th ssilwith a cartel and prison gang members or an extremist group. video shows shoppers fleeing with their arms up and officers running in after dozens of shots were fired on saturday. one man acted as a first responder after racing to the scene to help. >> the first girl i walked up to was crouched down, covering her head in the bushes. so i felt for a pulse, pulled her head to the side, and she had no face. >> thousands of people paid tribute to the victims last night during a vigil at a nearby church. nicole nielsen from our dallas-fort worth station ktvt joins us from allen, texas, with more. good morning. >> reporter: good morning, anne-marie. as you can imagine, a somber feeling in the air. just two days ago this was the noit's t sitof growi endly

shrial. op♪ ♪ cpingr.ente community members gathered at this allen, texas, church yesterday evening to mourn after another horrific mass shooting. >> we have to move forward. we have to come together and be there for each other. >> reporter: the gunman identified as 33-year-old mauricio garza opened fire on shoppers outside an outlet mall on saturday sending them fleeing for their lives. >> it was at least 50 to 100 rounds. it was nonstop. and there was nothing we could do. >> reporter: the suspect was shot and killed by a police officer who was already near the mall on an unrelated call. a law enforcement source told cbs news investigators are now looking into whether the gunman was motivated by extremist idealogy. sources also told cbs news he used an assault-style weapon and multiple rounds of ammunition, and a patch on his clothing had the initials of a right-wing neo-nazi group. a memorial with flowers and balloons is growing outside of

crime scene after a driver crashed just across from a shelter housing migrants. the dead and injured were transported to area hospitals. police say the number of injured is expected to rise. kerslaitiey ctim united states. witnesses say the driver ran a red light before veering off the side of the road, crashing into a large group. then he exited the vehicle and attempted to flee while shouting at the victims. myrna arteaga manages the nearby shelter. >> horrific. it was terrible. i mean, they have videos that we're going to have to turn in. it was really, really sad. people were running to help them. the bodies were all over the place. >> reporter: brownsville police have charged the suspect with reckless driving and are investigating whether or not he acted intentionally or had any alcohol in his system. police say the suspect is not cooperating. this just days after homeland

security secretary alejandro mayorkas visited this border community ahead of the lifting of title 42 and the expected uptick in the number of migrant arrivals. >> t s at the southern border has both the biden administration and congress on high alert and much-needed changes to our immigration system. skyler henry has more on that. we are prepared -- >> reporter: homeland security secretary alejandro mayorkas says the biden administration is ready for a massive surge of migrants on the southern border. 1,500 active duty troops are expected to start arriving wednesday ahead of an expected influx of 10,000 migrants a day when title 42 ends thursday. >> the deployment of active duty troops is not to do enforcement work, not to interact with the migrants, but to provide other

support so that border patrol agents can be out in the field. >> reporter: the biden administration plans to enact a policy that would block most asylum requests if migrants have passed through another country like mexico without applying for protection in that country first. arizona senator kyrsten sinema is accusing republicans and democrats of playing politics with a broken immigration system. >> this is a crisis for our border communities and for migrants. and so unfortunately the parties are thinking about this from a political perspective rather than a human perspective. >> reporter: the political divide is also playing out in washington as congressional leaders are set to meet president biden tuesday looking to hammer out a deal on raising the debt ceiling. lawmakers remain split along party lines with the republican-led house passing a measure that raises the debt limit but also slashes federal spending. >> we're not going to give any politician including the president a blank check to continue to bankrupt the country. >> they didn't produce a budget. what they did was produce a

ransom note. >> that was skyler henry reporting. to "cbs mornings." we'll be speaking with republican senator bill cassidy of louisiana. we'll ask him about the debt ceiling and gun violence and reform in america. people in northern missouri are cleaning up after powerful storms this weekend. just take a look at this. baseball-sized hail fell saturday as strong thunderstorms moved across the area. a tornado ripped through the city of trenton about 100 miles north of kansas city. the roofs of several buildings including a church were severely damaged. windows were also blown out of other buildings, but no injuries were reported. and now to ukraine where fighting has intensified. there are growing concerns about the safety of europe's largest nuclear power plant. you can see buses of people moving out of the area. the russian-installed governor of the region where zaporizhzhia plant is located ordered the evacuation of nearly 1,700
