dallas. shoppers ran for their lives when the 33-year-old opened fire. he was shot and killed by a police officer. the victims range in age from 3 to 37 years old, and they include three members of the same family, a mother, father, and their 3-year-old son. jarred hill is in new york with more on what we know about the shooter and his victims. jarred, good morning. >> good morning, anne-marie. so investigators are combing through the shooter's past, trying to look at things like posts on social media, claims that he had ties to right wing extremists and neo-nazi ideology, again, trying to figure out what drove him to do this. meanwhile the community is trying to honor the lives that were taken in yet another tragic mass shooting. stories of survival continue to emerge days after a gunman opened fire at the allen premium outlets mall near dallas. >> the gunshots sounded like a war zone. >> reporter: rock racquel lee took this video as she and other

shoppers took coverage to flee the hail of bullets. >> we were hiding in closets trying not to be heard, crying, praying. >> reporter: cbs news has learned that 33-year-old mauricio garcia enlisted in the army in 2008 but didn't finish basic training and was terminated after three months due to physical or mental conditions. he later worked as an armed and licensed security guard and passed a background check. >> it hits really, really close to home. >> reporter: a memorial is growing outside an elementary school for two of the youngest, sisters, sofia and daniele mendoza. their mom was critically injured. >> it's so scary. you have to love each other the best you can. >> reporter: six others were also killed in the massacre including cindy and kyu cho and their 3-year-old son james. these are not the only victims. three local hospitals say they're treating six of the

people who were hut hurt in that shooting. there are more vigils scheduled for today. in the aftermath of the mall shooting, a bill to raise the age to buy an ar-style rifle in texas shockingly advanced out of the house committee. protesters urged lawmakers to take action yesterday at the state capitol. two republicans joined democrats to advance the bill. it would increase the age from 18 to 21. it is unlikely to pass into law. greg abbott has indicated in the past he's against raising the age. meanwhile a man accuse of driving his surf into a crowded texas bus stop is now facing manslaughter charges. nicole sanga has the very latest on that. >> reporter: this is the moment an suv plowed into a crowd of people turning this business stop into a crime scene. the driver ran a red light and struck 18 people, killing eight. >> horrific. it was terrible.

there were bodies all over the place. >> reporter: this video shows onlookers confronting the driver. 34-year-old george alvarez after the incident. >> the driver of the vehicle attempted to flee the scene after impact but was held down by several individuals. >> reporter: police say the suspect is a brownsville resident with a long arrest record and several convictions. he was charged with 18 felony counts including manslaughter. investigators are waiting on a toxicology report and trying to determine whether the crash was intentional. among the victims, venezuelan asylum seekers. >> the migrants that were there as well, some of them were paramedics. they responded. >> reporter: angel carvacas was on his way to reunite with his mother. [ speaking in a global language ] >> reporter: his cousin tells us they were planning to move to new york to start a new life in america. >> overall there's a lot of people that are grieving, and we need to keep them in our thoughts. >> that was nicole sganga reporting. the alleged driver of a u-haul truck thatpe iorty indicted on murder andttpt mu chges. 62 kwlrld wed of intentionally driving his truck into ped trans, bicyclists, and two police officers earlier this year. one person was killed and 11 others hurt. and now to the crisis of the southern border. starting today customs and border protections says it will conduct a crackdown on illegal border crossings in el paso, texas, under title 42 before the pandemic-era program expires thursday. that has officials worried about a possible surge of migrants. manuel bojorquez has more. >> reporter: the influx of migrants is only expected to grow by the time title 42 ends on thursday.

for asylum seekers. >> at the same time we will deliver consequences for individuals who arrive at our southern border irregularly. >> reporter: but right now some border cities and many shelters are overwhelmed like this one in laredo, texas. >> these groups are the ones that decided to launch themselves and coming before that. >> reporter: the biden administration is sending 1,500 active duty military personnel to the border, some arriving starting wednesday to serve in a support capacity, meaning they will not be directly interacting with migrants. manuel bojorquez, cbs news, brownsville, texas. >>present biden is meeting today with house speaker kevin mccarthy and other congressional leaders over the impending deadline to raise the debt ceiling. mr. biden wants congress to raise the debt limit without any strings attached, but mccarthy and other republicans demanding budget cuts in exchange for allowing more borrowing to pay the nation's bills. treasury secretary janet yellen said there's a june 1st deadline to prevent the u.s. from an

unprecedented default on its debt. so if you're one of many americans who have dealt with airline cancellations, the white house wants you to be compensated. nancy cordes takes a look at the new push to hold airlines accountable. >> reporter: when a cancellation is the airline's fault, the president says they should have to pay up. >> you deserve to be fully compensated. your time matters. impact on your life matters. >> reporter: he vowed to roll out new rules by the end of the year, requiring airlines to cover things like rebooking fees, hotel stays, ground transportation, and meal vouchers when weather is not to blame. transportation secretary pete buttigieg says the government may not stop there. >> is there a possibility you could require the airlines to give people cash? >> that's absolutely something that could happen under this proposed rule. >> reporter: he pointed to the european union which now requires airlines to pay passengers between 250 and 600 euros for avoidable delays.

sheinelle call has today's "moneywatch" report. >> stocks closed mixed monday as investors report more earnings reports and new inflation data. the dow lost 55 points, the nasdaq was up by 21 points, and the s&p 500 gained 1 point. good news for some americans with student debt. the department of education says it forgave $42 billion in student loans for more than 615,000 public service workers since october 2021. that includes educators, firefighters, police officers, and military members, many of whom paid into a program intended to help them get out of student debt to no avail. the agency is praising the biden administration's revamp of the public service loan forgiveness program, but legal challenges and gop criticism looms over biden's plan to forgive $400 billion in student loans. sports betting is growing in this country.
