abuse and defamation. in a new campaign video, trump called the verdict a continuation of the greatest witch hunt of all time. astrid martinez has more. >> reporter: good morning. the nine jurors deliberated for barely three hours, and they found that trump did not rape carroll, but they did agree that he sexually abused her and that he defamed her when he denied the story. carroll replied saying "finally the world knows the truth," while trump doubled down on denying the allegations and his claim that he does not know carroll. a manhattan federal jury found former president trump liable for sexual battery and defamation in the civil case brought by writer e. jean carroll. the jury of six men and three women awarded carroll about $2 million for sexual battery and about $3 million for defamation after less than three hours of deliberations. the jury did not find trump

liable for rape. >> part of me was very happy that donald trump was not branded a rapist. >> reporter: in her 2019 memoir carroll accused trump of raping her in a department store dressing room in the mid '90s. later she accused trump of defaming her as he forcefully denied the allegations. trump slammed the jury's decision on truth social. >> i have absolutely no idea who this woman is. the verdict is a disgrace. a continuation of the greatest . >> reporter: the former president did not attend the trial and was not present when the decision was read, but parts of his deposition were shown in court including his explanation of the now-infamous "access hollywood" tape. >> true with stars that they can grab women by the [ bleep ]? >> if you look over the last million years that's been largely true. not always. but largely true. unfortunately or fortunately. >> reporter: trump and his lawyers say they will appeal the

jury's decision. now this decision comes as the former president is mounting a 2024 presidential bid. and it adds to his legal troubles. trump was indicted by a manhattan grand jury earlier this year on charges related to allegations that he may have falsified business records, though he has pleaded not guilty. he also faces multiple investigations into his handling of classified documents and efforts to overturn the 2020 election. trump has denied any wrongdoing. anne-marie? >> his lawyers are going to stay busy. thank you, astrid. well, ahead on "cbs mornings," e. jean carroll will join us to share her reaction to the jury's decision. cbs news has learned the justice department filed charges against embattled congressman george santos. the first-term republican is expected to surrender in new york today when the exact charges will be revealed. santos has been under multiple investigations, though, over his personal and campaign finances. he's admitted to lying about his

family background, work experience, and college degrees. santos has resisted calls to resign and said he's running fo% re-election. investigators continue to search for a motive behind saturday's mass shooting at an outlet mall near dallas. eight people were killed including three children. authorities say the 33-year-old gunman had been researching the location for weeks but shot people at random. they say he had embraced white supremacists and nazi idealogy on line. >> we do know that he had neo-nazi ideation. he had patches, he had tattoos. even his signature. >> authorities say the shooter had three guns on him at the time of the attack and five more in his car. they were all bought legally. investigators say the attack lasted three to four minutes before a police officer shot and killed the gunman. overnight, storms lashed parts of central texas, louisiana, and arkansas. extreme floods hit houston yesterday.

cars and trucks drove extremely slowly in the deep water. the national weather service has issued a flood watch for the area through this evening. more wet weather is expected in parts of texas this weekend. and u.s. officials are bracing for an increase in illegal border crossings as the pandemic-era rule known as title 42 ends tomorrow. border cities are continuing to declare states of emergency as thousands of migrants show up. president biden spoke with mexico's president by phone yesterday to work on possible solutions to the growing crisis. manuel bojorquez reports from el paso. >> reporter: hundreds of migrants continue to arrive in el paso daily seeking shelter and facilities that are already filled to capacity. among them, joanna, from venezuela. she crossed the border five days ago with her 11 and 13-year-old daughters. they were one of the lucky ones to get a bed. she wants a better life for her daughters, she says. the economy and the education in venezuela are not good.

border officials handed out these flyers warning migrants to go through proper immigration channels or face arrest or deportation. you can see long lines of migrants waiting to surrender. with days to go before title 42 expires, city and state officials are bracing for a sudden increase in migrant crossings. republican texas governor greg abbott sent nearly 600 more national guard troops to beef up the border. >> president biden is laying down a welcome mat to people d adst annoued new e pocy would banish migrants from the u.s. for five years if they go outside the asylum process or are deemed ineligible for protection. still in brownsville, texas, city officials are also dealing with the migration influx. cbs' nicole scanga is there.

>> reporter: here in brownsville, about 2,000 migrants arriving daily. immigration officials using fort brown as a popup processing center to expedite asylum claims. they're hopeful this meets the demand, but the question now, for how long? >> the city was brownsville's process has always been something that could process about 1,000 people a day. we've been doing it about 16 hours a day. >> reporter: back here in el paso, authorities said they would limit traffic along the main port of entry as part of the operation to reduce illegal crossings. the first of 1,500 military personnel are set to arrive at the border, not to interact with migrants but to support border patrol operations. manuel bojorquez, cbs news, el paso. president biden will meet with top congressional leaders ain frid to try anerdefas emfro ofce yesterday wh reemenin plalastth thehossed dee

foster, who was also white, was legally carrying a rifle during the demonstration. yesterday during perry's sentencing hearing, prosecutors said he was hostile toward social justice causes and looking for trouble. prosecutors are seeking at least 25 years in prison. s g abassa tt he'dike to par r the s tand your gro l "theladelphia enquirer reports on the escape two of inmates from a city jail. the two men including one charged in four murders escaped sunday through a hole cut in a fence in a recreation yard. it took nearly 19 hours before authorities discovered they were missing. officials say due to a staff shortage, there were no corrections officers watching the unit and no armed perimeter guards on duty at the time. >> clearly the system screwed up, and people didn't do what they were supposed to do. it's clear. we want to find out exactly who, exactly how often, and what we got to do to shore it back up again. this is -- i'm angry about it. there's no reason for this.

the u.s. preventive services task force has issued new health recommendations for women. the group of medical experts now recommends women start screening for breast cancer with mammograms and sonograms at age 40, not 50 as previously advised. they believe the earlier screenings could save 19% more lives. it's estimated that one in eight women will develop breast cancer in the course of their lives. turbotax is sending checks to millions of people as part of a settlement, and the wendy's is reportedly going high tech. shanelle kaul has your cbs "money watch" report. >> reporter: stocks dipped tuesday as investors tracked the debt ceiling crisis and await key inflation data. the dow lost 56 points. the nasdaq was down by 77, and p 500 lost.turb cust checks from the company settlement.
