venezuela immigrant, who moved to the u.s. in 2017, is one of the leaders who will welcome these families to the bay area [speaking non-english ] >> reporter: she says she identifies 100% with all of the families immigrating for a better life. she is a member o an organization in east san jos that has been helping an increasing number of new arrivals, other leaders from santa clara county and san jose the director of racial equity echoed this message. >> the city of san jose is currently planning a welcoming migrant response plan. if needed it will activate various departments in the city organizations to ensure that ou response is as welcoming and inclusive and humane to people

who are seeking asylum in the u.s. >> reporter: they did not give us details of their plan, but i will follow their work. the group says they are helping two to three new families each day. they expect the number could g as high as 10 new families. >> we have been working to stabilize families, get them temporary shelter, use limited resources that we do have to ge temporary hotel stays, getting food and water and medical enrollment coverage, getting th families, the children enrolled in school and other type of resources to get families stabilized. >> reporter: he says we will se the impact of this change, not now but in the next two weeks, emphasizes the importance of this help to avoid where these migrants would have to camp in parks or on the street. >> all right, thank you. now that title 42 is ending we are seeing the first wave of

lawsuits, and a big set back fo the white house. a federal judge temporarily blocked the biden administration's policy t release migrants faster when border patrol stations are full now, the story we talked about at the top of the broadcast. a shocker. the san jose business looks pretty unremarkable. police say what they found inside could of destroyed an entire building. the police were called out for burglary on old bay shore highway off of 101. they found something different and something none of them were expecting. a stockpile of explosive-making materials. 48-year-old man was arrested after the police searched his home and his business. we talked to his neighbor and people who work close by to where this alleged bomb factory was uncovered. >> reporter: the police arreste the suspect at his home here in the neighborhood of san jose. they obtained a search warrant and found several of what they are calling destructive devices

inside the house. but, plenty more at his place of business where the whole investigation began. the police say each of the small devices lined up in rows packed up to three times the explosive power of an m-80. and if they all somehow blew up together . >> he said he had enough to level a building. imagine that in your neighborhood. >> reporter: this neighbor said it was shocking to find out 48-year-old adam had been arrested for allegedly running an explosive device manufacturing operation out of his home and business. >> he was 15 plus next to the guy. >> reporter: the police say the operation, that may have been headquartered in this small business park on old bay shore, might never have been discovere if not for a burglary call that came in a few days ago at 4:00 in the morning. >> officers went to clear the building in which the reported burglary occurred and stumbled on the evidence they discovered it appears this facility had been in operation for a very

long time. >> reporter: be sides the finished devices, the police found more than 100 pounds of materials that could be used to make larger bombs and investigators are trying to figure out if the devices were being sold and distributed and who else might be involved. >> our building is pretty close >> reporter: jim davis runs a motorcycle repair shop in the set of building next to where the devices were found. he wa not even allowed to get close t his shop when the bomb squad took over the scene. >> it does not surprise me but scary when you think about what they were making and what could have happened. it sounds like lot was going on over there. >> he has kids and everything, it looks like perfect family uni.t. >> reporter: unit. he is held in santa clara jail on a 400,00 bond. people waiting to get into

number on this resort. alcohol bottles were smashed all over the floor and stuff went flying off of their shelfs in their kitchen. we talked a lot about the parts of california that were absolutely buried in snow. one example is the basin. flooding again, as the southern sierra snowpack melts away. there is spot in california where all of the rain and the snow has not added up. just about all of th state's reservoirs are now brimming, the two largest are well above their historical averages. take a look at this. trinity at just 39% capacity. that is just half of the historical average. so, why is one of these lakes not like the others? now, it sounds like thi all depends on who you ask? >> that is true. there are places in california where they have too much water and then there is trinity lake. a reservoir that works differentl

than others like shasta. the people living here think they missed out on this winter. the are not happy about it. >> i have been here 22 years. have seen it go up and down. w had droughts before. the lake as well be 3/4s full right now. >> he is showing us one place where the drought has not reall ended. >> it is going into the recreation part of the lake. th people that want to come up. a little town, it is hurting everybody up here. >> reporter: a trip to the dock means making a trek across a landscape that looks a lot like california in the past several years. >> i come all of the way down the hill to a ramp down there t get there. >> reporter: on the banks of trinity it is easy to feel this is the lake winter left behind. barely an hour away, business owners on shasta are dropping

posts into a full lake. >> i get calls every day. is th water coming up? is the water, what are they doing with the water? shasta is full, what is going on. >> two-part answer. we just came out of the worst three years of drought. trinity is a large reservoir. the third largest in the state and it has a small basin. >> reporter: the area manager points out that trinity started very low and does not fill as easily as shasta. while the lake did see intense rainfall - >> it cuts in the side of my hill here. >> the bureau says it was not enough to fuel an above normal rebound >> it is not the 300% from the other part of the state. filled every other reservoir up be sides trinity. >> reporter: trinity is fed by

snowpack and the lake does have good news there. >> we do. we do. there is plenty of snowpack. but the problem is -- >> that is the problem. an opportunity was missed by allowing too much water to flow out of the lake during the winter storms and into the spring. >> this year we did not release extra water just some of the volume. some of it from summer to winter months. so, people saw more volume in february, march than they normally do. that will be shaved back this summer the volume will be the same. >> the releases are going exactly as scheduled. >> reporter: the seasonal shift is part of a plan to restore fish habitat below the dam. however, he did add this

>> it is a continuing you learn as you go here. >> reporter: changes may be needed if the lake is going to come back. they are looking at the rules for trinity and after a lot of feedback this somethin they are looking at. >> and one of those determinations might be when we have really low lake levels let's readjust the volumes, perhaps, like people wanted to see this year. save the volume to build the reservoir back. trinity is a really difficult reservoir to build back in one year as we saw this year. so, we are looking at things like that longer term. >> if we are halfway up from there to the tops of the bottom to where we are right now. i don't think they would be this bad. >> it will not rebound like the others, so many things with california water it left them with frustration and hard feelings. folks here in trinit might be the only people in the

sunshine heading towards midday the temperatures start off tomorrow morning, mix of upper 40s and 50s normal for this tim of the year. below average temperatures we will be above average tomorrow. just a degree in san francisco. it counts. several degrees above normal fo most other parts of the bay area. zooming in for a closer look at where it leaves us. nea 60 near the coast, 70s on the peninsula and lower 80s in the santa clara valley. up to 78 degrees in san jose. upper 70s low to middle 80s. inland in th east bay. your temperatures will be the warmest. even hottest as we head into the weekend. around the bay, it is going to be mild. i would not call it warm just yet. 60 ins san francisco. lower 70s. heading north of the golden gat until you go farther north. temperatures inland reaching up to the middle 80s. the temperatures from a few degrees tomorrow to above average

saturday even in areas closer t the water. bruce bochy's return to the bay area. but, cooling down tomorrow evening into the 50s by the time they are wrapping up. let's take a look at the full seven-day forecast. the weekend, those are the warmest days in the next seven-days overall. the temperatures closer to 70 in th city. looking to be 80 degrees in oakland. we coast back down to close to normal temperatures by wednesday and thursday of next week. it means a mix of 70s, 80s for inland parts of th bay area after a couple days this weekend, highs in the uppe 80s, lower 90s. inland, east bay, the warmest location on th map. at least you are making i up into the middle 60s. we will take it. >> all right, thank you, paul. coming up in sports, the giants are not off to a bad start. they start their road trip on a high note. a

. feeding birds may sound innocent enough, right? especially at your house? maybe your own backyard? but that could be banned in half-moon bay, believe it or not. a new proposal would ban feeding wild birds on public and private property. it would even ban backyard bird feeders in they are less than five feet from th ground. hmm. now, critics say it is incredibly extreme. an overreach. people that support this law say this is what they need to do to control the

skyrocketing bird population. they say that is causing problems by hurting other wildlife and even damaging property in some cases. you might remember the city of sunnyvale did something to control crow population, a city worker used a green laser to flash at the birds but after a month the crows came back. who would of predicted that one? the san francisco zoo is getting a new jaguar. they hav a lot to brag about. they are the largest big cat in the americas. the third largest cat in the world. this one is particularly pretty. it is 11 years old. 125 pounds. arrive from the sacramento zoo before that he lived at the san diego zoo where he was born. so he has been moving around a lot. h is still nameless apparently. the zoo says they are going to pick a name him sometime this summer. why one ever the bay areas
