border hoping to enter the u.s. it comes as ti42 pandemic-era order that's been used to turn back asylum seekers, expired overnight putting even more pressure on overcrowded border facilities. jarred hill is in el paso, texas, with the latest. good morning. >> reporter: good morning, anne-marie. so we've seen border communities like here in el paso opening up new shelters. federal facilities have also expanded the amount of migrants who can go in now that the covid health emergency is over. all in an effort really just to get folks off the street. overnight, we did learn that some of the efforts by the biden administration to manage this new era of immigration are being challenged in the courts. overnight, a federal judge in florida temporarily blocked the biden administration's policy of releasing some migrants without court notices, an effort to reduce crowding in border patrol facilities. the order took effect at the

same time title 42 expired. u.s. customs and border patrol says it will comply with the ruling which it also says will lead to unsafe overcrowding as the agency faces an unprecedented swell of migrants along the southern border. >> upwards of 60,000 migrants we project are staging in and around the immediate border areas. >> reporter: alejandro gonzalez from venezuela is one of them. he says, "we lost everything. we have nothing. we are here in faith that they will let us in." meanwhile, the aclu and immigrant rights groups have filed a lawsuit to block new biden administration rules that would restrict migrants from seeking asylum if they have not applied on line or through another country first. cities along the southern border have added national guard troops and increased police presence to deal with the uncertainty surrounding the end of title42. want crisis reaches far beyond the southern border cities like chicago, new york, and d.c. where the governor of texas continues to send migrants by

now the chief of border patrol has said that he does not anticipate a huge surge of migrants coming into the country now that title 42 is over and especially not immediately, noting that wednesday that public health policy only accounted for about 19% of the people who were processed for expulsion at the southern border. meanwhile, we are expecting some updates from federal officials on their efforts at the southern border later on this morning. anne-marie, back to you. >> all right, jarred hill in el paso, texas. thank you so much. ahead on "cbs mornings," we will talk with homeland security secretary alejandro mayorkas to find out what plans the u.s. has in place to tackle the crisis at the border. breaking overnight now, powerful tornadoes ripped through parts of the central plains. this was the scene in goldsby, oklahoma. you can see a massive twister on the ground. it was just one tornado that carved its way through the state. the storm was also packing baseball-sized hail, torrential

rain, and hurricane-force winds. damage was reported in the city of washington where this roof peeled off a home. no word on any casualties. a 24-year-old marine veteran is expected to be arraigned today in connection with the choke hold death of a man on a new york say subway train. prosecutors say daniel penny will be charged with second-degree manslaughter in the death of jordan neely who was homeless. video shows penny holding him in a choke hold. for nearly three minutes earlier this month. witnesses say neely was acting in a threatening matter, threatening riders. penney said he never intended to harm neely. both republicans and democrats are weighing in on comments made by former president trump during a town hall this week. robert costa reports from manchester, new hampshire. >> reporter: reverberations in new hampshire and across american politics in the wake of former president donald trump's incendiary statements at wednesday night's town hall. republican senator todd young who supported trump in 2020 was asked if the performance

detailed his conduct about january 6th, his handling of classified records, and his pressure campaign on election officials in georgia in 2020. robert costa, cbs news, manchester, new hampshire. a meeting to avert a national debt default has been delayed until next week. president biden and top lawmakers were set to meet again today after talks earlier this week. we're told aides from both sides are discussing ways to limit federal spending. the republican-controlled house passed a bill -- passed a debt ceiling plan that would cut the budget by nearly 14%. democrats say that it would slash critical funding. house speaker kevin mccarthy says both sides will meet when there's more progress that's apparent. >> we went to work and raised the debt ceiling because we're the only people that can guarantee that we won't hit default because we've raised it. >> this is not about a public policy discussion. it's a hostage-taking situation.

accept the dramatic cuts or default. >> lawmakers are facing a june 1st deadline. overseas, the first israeli civilian has been killed after several rockets were launched by palestinian militants in gaza. israel says more than 500 rockets have been fired toward the country from gaza. the military says most were intercepted by its missile defense system or fell in open areas. a 70-year-old man was killed when a rocket hit an apartment building south of tel aviv. at least 30 palestinians have been killed in israeli air strikes including five senior islamic jihad commanders. coming up, jury deliberations. the case of an idaho mother accused of killing her two children is in the hands of a injury. and getting your goat. oklahoma police get a surprise after they respond to calls for help. this is the "cbs morning news."

[ sounds ] police in oklahoma thought that was the sound of someone in distress, yelling for help when they were responded earlier this week. it does sound like that. they were wrong. they were surprised to find out that the noise was coming from a goat. a farmer told them that the goat was upset because it had been separated from one of its friends. jury deliberations get under way in an idaho mom's murder trial, and why another michigan city is banning backpacks in schools. those are some of the headlines on the "morning newsstand." the "detroit free press" reports grand rapids is banning backpacks after a third grader brought a loaded gun to school. the school staff confiscated the gun from the student on wednesday after finding it in their backpack.

officials say it's the fourth time this year that a student has been found with a handgun. three of them in backpacks. in may, schools in flint banned backpacks citing another a nationwide increase in threatening behavior and contraband brought into the school. the "associated press" says an idaho jury began deliberations in the case of a mother charged with murdering her two kids in an alleged doomsday plot. yesterday prosecutors said lori vallow daybell plotted the twine deaths of tylee ryan and j.j. vallow because she wanted their money. her fifth husband, chad daybell, has also been charged, but he'll be tried separately. they've also been charged with murder in the death of chad daybell's previous wife. >> hopefully we have a fair, righteous verdict. this is swift. and lori gets loaded in a van and taken to pocatella where she

encouraging news for parents of young children with peanut allergies. researchers say a new experimental patch called vyaskin showed promise in critical trials. 67% of toddlers who wore the patch for a year could tolerate up to four peanuts. with researchers seeing fewer severe reactions. the fda has asked the company to provide more safety data before considering approval. mortgage rates ticked down for a second week in a row. peloton is recalling millions of its bikes, and twitter has a new ceo. shanelle kaul has your cbs "money watch" report. >> reporter: the dow took a big dip thursday closing lower for a fourth straight day. this as investors are still concerned regional banks may flare up once again. the dow lost 221 points. the nasdaq gained 22, and the s&p 500 lost 7 points.

some optimistic news for americans looking to get a mortgage. rates ticked down last week for the second week in a row. the average 30-year fixed rate was 6.35%, down from 6.39% the week before. economists say the numbers are a result of cooling inflation. robin hood is rolling out new trading hours. the company says it will offer around-the-clock trading on roughly 40 stocks and etfs including apple and tesla. changes take effect on monday. peloton is recalling two million bikes due to safety issues. the bike company says the adjustable seat could break during use and injure the rider. those with model number pl01 should stop using the bike right away and contact the company for a free repair kit. and "the new york times" is reporting elon musk is looking to hire a new ceo for twitter. he's reportedly in talks with linda yaccarino, chairman of
