put our broken pieces back un >> i don't need help remembering. my problem is i can't forget. >> reporter: a gunman who had posted a white supremacist tirade opened fire on shoppers in the predominantly black neighborhood. >> hate did not win on that day. >> reporter: the scourge of random gun violence lived on in cities across the country this weekend. like in yuma, arizona, two dead, five injured. many of them teenagers at a family gathering. in albany, new york, three shot and one killed including an 8-year-old. and in philadelphia, a 14-year-old was shot and killed saturday. critics say lawmakers have been slow with solutions. >> people don't like to hear it but it's not guns, it's people. >> reporter: president biden published an op-ed criticizing congress for its lack of action. >> hello, sir --

>> reporter: in an exclusive airing this tuesday on "cbs mornings," former president barack obama tells nba gun -- tells nate burleson that gun violence has become an ideological issue. >> urban versus rural. race is always an element in these issues. >> reporter: astrid martinez, cbs news, new york. government data obtained by cbs news showed there's been a big drop in the number of migrants encountered since title 42 expired last week. the biden administration says its new rules are deterring asylum seekers from trying to enter the u.s. lawmakers from both parties say more needs to be done. jarred hill is in new york with the latest. good morning. >> reporter: good morning, anne-marie. the administration has struggled in the past to make sure that migrants got the right information about u.s. border policy. now the homeland security secretary says the word's gotten out this time leading to that drop, but still some say it's not enough. just outside of san diego, faces peer through the border wall as

thousands wait for asylum claims to be processed in hopes of starting a new life in america. [ speaking in global language ] they're hungry, he says. the number of crossings dropped significantly over the weekend. on saturday, border patrol agents apprehended 4,200 migrants, a far cry from the all-time high of more than 10,000 a day in the stretch leading up to the expiration of title 42. >> my hope is they'll continue eed mo help from congress. >> reporter: still, some democrats and republicans criticize the white house's handling. congressman tony gonzalez, whose district covers el paso, took this video inside a border facility there. frustrated by the scene. >> what i'm seeing, this overcrowding is becoming normal. it's normal to release people. it's normal to have folks live in the shadows. all of it is wrong. >> reporter: for those who make their way to cities across the country, humanitarian efforts are under way to help them get settled, though there has also been pushback.

>> many of these migrants have been dumped in our neighborhoods without a plan in place to monitor and house them long term. >> reporter: despite the recent dip in crossings, border patrol authorities say it's too soon to rule out a later spike. now over the weekend president biden said that he has no plans of visiting the border any time soon, arguing that it would just be disruptive. back to you. >> jarred hill in new york. thank you. >> reporter: sure. 12 million people are under heat advisory in the pacific northwest. over the weekend, seattle and oregon reached temperatures into the 90s breaking records for this time of year. people are being urged to keep cool indoors and stay hydrated. forecasters say there's no relief in sight until at least the middle of the week. in texas, severe storms packing torrential rain flooded parts of south texas. some vehicles were submerged yesterday in houston. there were no immediate reports of injuries, though. the flooding comes after a rare

tornado struck laguna heights, texas. that's right near the gulf of mexico. one person was killed, and at least ten others were injured. a fire marshal said the community will do whatever it takes to get people back on their feet. >> eventually they will be needing help to rebuild or relocate if that's the issue. so the community support, the community coming together is going to be huge for us in this event. >> the twister hit before dawn on saturday while many people were sleeping. top congressional leaders are expected to meet with president biden as early as tomorrow to avert a national debt crisis. the talks are expected to happen after productive staff-level negotiations over the weekend. cnn reports aides have been able to find common ground on certain topics including rescinding unspent covid relief funds and potentially cutting spending. the latest breakthrough comes after a meeting friday was postponed. president biden told reporters yesterday a plan will be reached ahead of the june 1st deadline.

>> never is good to characterize negotiation in the middle of a negotiation. i remain optimistic because i'm an optimist, but it's a desire on their part as well as ours to reach agreement. i think we'll be able to do it. >> this comes as the white house confirms the president will take part in the g7 summit in hiroshima on thursday. overseas, turkey's fiercely fought presidential election appears to be heading for a runoff. the country's current leader greeted crowds in turkey's capital early this morning. he has been in power for two decades. the outcome of the landmark election could determine the path of the nato ally. imtiaz tyab has the latest developments there. >> reporter: these elections have all the trappings of a major democracy in action, but make no mistake, this is a vote unlike any other as erdogan, a populist authoritarian, fights to keep his grip on a nation he's pushed from secular to religious, liberal to right

wing, but also into a global player as a nato member with close ties to russia. and this is the man trying to unseat erdogan, opposition leader kemal kilicdaroglu. a soft-spoken economist and retired civil servant, who's promising to return the modern turkish state to its secular roots, ally it closer to the west, and bring it back into a parliamentary democracy. but it's the economy that has so many turks concerned as they struggle to cope with record high inflation and a cost of living crisis, while still reeling from a massive earthquake in february that killed over 50,000 people. it's looking increasingly like the election will go into a runoff expected in two weeks. a vote that could reshape turkey. >> imtiaz tyab, thank you. ukrainian president volodymyr zelenskyy is in britain this morning as the staunch ally prepares to announce more military aid.

he fell to the ground after being struck during saturday's game against the philadelphia phillies. he was discharged from the hospital without needing surgery. he could be out for weeks, though, possibly months. ron desantis made a big impression in iowa, and there's a showdown over abortion in north carolina. those are some of the headlines on the "morning newsstand." npr says north carolina democratic governor roy cooper vetoed a 12-week abortion ban setting up an override fight. the measure could have banned nearly all abortions in the state after 12 weeks of pregnancy. north carolina currently bans most abortions after 20 weeks. the gop-controlled state legislature passed the ban last week along party lines. republicans recently gained veto-proof majorities in both chambers. "the new york times" says florida governor ron desantis impressed crowds in iowa after former president donald trump postponed a planned rally there. desantis made a surprise stop at des moines -- a des moines barbecue restaurant saturday

after appearing at two other planned events in the state. trump abruptly postponed an event in des moines due to possible severe weather. desantis spoke earlier in the day in cedar rapids. >> what florida shows is it can be done. if you are somebody that's willing to lead, if you're willing to stand for our shared principles and you put those into effect and deliver results for people, the people out there, they'll walk over hot coals to come vote for you. >> desantis could announce that he's challenging trump for the republican presidential nomination in the near future. and "usa today" says an 8-year-old michigan girl escaped a kidnapping attempt when her older brother used a slingshot to pelt the attacker. state police say the girl was in a backyard last week when a 17-year-old boy came out of the woods, covered her mouth, and attempted to drag her away. authorities say the girl's 13-year-old brother used a slingshot to hit the alleged attacker in the head and chest. the suspect got away but was
