presidential campaign. a special prosecutor, john durham, issued a report saying the fbi made critical errors, rushed into the investigation, and relied too much on unconfirmed intelligence. jarred hill is in new york with the latest on this. jarred, good morning. >> good morning, anne-marie. in this report, special counsel durham accuses investigators of causing severe reputational harm to the fbi in the way that it launched and continued the trump/russia probe. now, there's not much new here, but it does amplify repeated criticism from former president trump. after nearly four years, special counsel john durham is out with a new report, saying the fbi lacked actual evidence when it launched a probe into then candidate donald trump's 2016 presidential campaign. in a 20-page doucument, durham

writes, quote, senior fbi personnel displayed a serious lack of analytical rigor and relied too much on leads by trump's opponents. known as crossfire hurricane expanded based partially on a dossier by christopher steele. investigators could not and did not find any corroboration with the allegations. that initial fbi investigation was the basis for special counsel robert mueller's probe. mueller didn't find sufficient evidence of conspiracy between trump, his associates, or russia. while he acknowledges they were required to examine the allegations, he's still critical of their work. on social media trump posted the american public was scammed. former fbi assistant director robert anderson. >> it is a big deal. i hope we clarified things that caused this problem, but in the

end, i hope it never happens again. >> reporter: the fbi says its leadership has implemented dozens of corrective actions that could have avoided missteps in 2018. durham is recommending here that a new position be created to handle politically sensitive investigations in the future. we'll see if that happens. >> interesting idea. jarred hill in new york. thank you, jarred. >> of course. well, the deadline is fast approaching for the president and top congressional leaders to come up with a plan to avert a national debt crisis. mr. biden is expected to meet with lawmakers later on today for a second round of critical talks. aides from both sides of the i'll have been busy trying to find common ground on topics like spending and regulations. house republicans have made it clear they will not vote to raise the debt ceiling unless the democrats agree to sharp spending cuts. speaker kevin mccarthy said he's worried a deal won't be made in time.

>> it's very concerning to me. look, i look at the days it takes to get to the house and the senate. you'd have to have something done by the end of this week, and i just don't see the progress happening. >> there is only a little more than two weeks to go until the government could run short of money to pay its bills. investigators are trying to determine what motivated a man yesterday to attack a virginia congressman staff with a metal baseball bat. the victims were rushed to the hospital and are expected to be okay. scott macfarlane reports. >> reporter: 49-year-old xuan kha tran pham of fairfax, virginia, is accused of a late-morning rampage in this suburban complex where eight-term congressman gerry connolly has an office. he wasn't there, but the man was asking for him before wielding a metal bat striking

someone in the head and an intern in the side of her body. it was the first day on the job. >> it's quite scary that someone can just walk up to an office holding a baseball bat and start swinging at innocent victims. >> reporter: police say they founded and arrested pham before he left the complex. he faces two charges, including aggravated malicious wounding. connolly told cbs news the police had to subdue him. >> they had to tase him. i believe there was a bit of an altercation and one police officer had minor injuries from it. >> reporter: the two staffers were released from the hospital monday night. they don't know the motive, but they say pham does not have a criminal history on capitol hill. police say the number of threat investigations they're undertaking has skyrocketed from just a few years ago, up 400%. scott macfarlane, cbs news, the capitol. well, a woman is sugar former new york city mayor rudy giuliani for alleged sexual

assault and harassment. noel dunphy says she worked for giuliani as an off-the-books consultant while he was former president donald trump's attorney. she says giuliani coerced her into sex and owes her in nearly $2 million in unpaid wages. she's seeking $10 million in damages. she also claims to have audio recordings of giuliani making sexist, racist, and anti-semitic comments. he denies the allegations. three people were killed and six injured after a mass shooting in new mexico. police say the 18-year-old gunman fired randomly while walking on a residential street. danya bacchus has the latest on this investigation. >> shooting off about 50 shots, possibly still going on. possibly one patient still lying in the road. >> reporter: just before 11:00 a.m., police say an 18-year-old began shooting at people along this street in new mexico. >> officers arrived at the area

where they came upon a scene where a male subject was actively firing upon individuals in that neighborhood. >> reporter: cellphone video shows the man pacing the area. >> be advised this guy is right in front of the church. >> copy, we have several down, three dead. >> my eyes are on the suspect. he's wearing all black and has an automatic weapon. >> reporter: four officers engaged the gunman. two of them were injured before killing him. >> we have an officer down. >> i went outside to see what was going on. and then i just heard multiple rounds just start going off. >> reporter: lacy walraven lives nearby. she says shootings have happened before in the neighborhood. >> it keeps happening in the same area again and again. i hope it gets better and people know not to tote guns around and be violent. >> reporter: several schools were locked down until the police confirmed the shooter was a lone gunman and there was no longer a threat to the community. danya bacchus, cbs news. well, breakingoverni ukraine says russia launched an

intense air attack in kyiv, using drones, cruise missiles, and possible ballistic missiles. ukraine says it shot down most of the missiles. falling debris set several cars on fire and damaged a building. it comes as u.s. military officials say ukrainian troops are set to begin training on american-made tanks. >> i can confirm that the 31 training tanks have arrived in germany. those crews are expected to arrive and begin training within the next couple of weeks. >> over the past few months, u.s. troops have trained more than 8,800 ukrainians on how to use other military equipment. well, coming up, defunding diversity programs. florida's governor signs a controversial bill impacting state public colleges. and just when you thought it was safe to go back into the water, a fisherman gets a scary surprise. this is the "cbs morning news." surprise. this is the "cbs morning news." .

a terrifying scene off the coast of hawaii. a tiger shark attacked a man fishing in a kayak last week. scott haraguchi kicked the shark away with his left foot but not before it took a bite out of his kayak. he said at first he thought it was a turtle. he was not hurt. florida's governor signed a bill to divert funds and chicago officially has a new mayor. the "chicago tribune" reports brandon johnson was sworn in as mayor. the 47-year-old former teachers union organizer and cook county commissioner took the oath of office during a ceremony yesterday. the progressive leader faces a host of challenges including an influx of migrants needing shelter and the city's high crime rate. he takes over from former mayor lori lightfoot who lost her bid for a second term.

"the washington post" says florida governor ron desantis signed a bill banning funding for diversified programs at state-funded colleges. it blocks universities from diverting funds toward campus activities that advocate for diversity, equity, and inclusion. >> dei is better viewed as standing for discrimination, exclusion, and indoctrination, and that has no place in our public institutions. >> the bill also prohibits funding for programs promoting political or social activism. it does not ban colleges from spending money on diversity programs if they're required by federal law. desantis is expected to announce his bid for the republican presidential nomination in the coming weeks. and "usa today" says the university of south florida professor broke the world record for living under water without pressurization.
