meanwhile, some democrats are working on a back up plan. today in japan, president biden's attention may be on international diplomacy, but with the treasury's default deadline just two weeks away, debt ceiling datomare still a major focus. >> i'm confident we'll get the agreement on the budget, that america will not default. >> reporter: the white house's three negotiators worked late into the night with speaker mccarthy and his team trying to fine-tune a deal to raise the debt ceiling and deliver spending cuts republicans say are a must-have. >> the last thing i'd want to have happen, mr. president, is that we'd be in the last week. >> reporter: one sticking point, gop lawmakers want new work requirements for people getting government assistance like foochs or medicaid. a red line for progressive the, but maybe not for president biden. >> i'm not going to accept any work requirements that's going to impact on medical health needs of people. >> reporter: with the default

clock ticking, some house democrats are working on a backup plan. a procedural move that would force a vote on raising the debt ceiling. >> the discharge petition is -- it's utter balderdash. i think it's political theater. >> reporter: that plan can't pass without republican support. so let's talk about the real-world consequences here. default might mean that medicare and medicaid would be disrupted, federal workers and service members might not get paid. this could impact your 401(k). borrowing becomes more expensive. the list goes on and on. the stakes are very real. >> very real and very high. jarred hill, thank you very much. >> reporter: of course. the suspect in the stabbing deaths of four university of idaho students has been indicted by a grand jury. 28-year-old bryan kohberger was already charged with four counts of first-degree murder and one count of burglary. the indictment allows prosecutors to bypass a week-long preliminary hearing that was scheduled for next month. kohberger allegedly killed the four students in an off-campus

house last november. he was arrested at his parents' house in pennsylvania. protesters in san francisco are demanding justice for 24-year-old shot deadly by a security guard. [ chants ] it comes after the da chose not to press charges after releasing this surveillance tape. in it banko brown is spotted with a bag of unpaid items, exiting a walgreens. michael-earl wayne anthony blocks and shoves him before knocking him to the ground. when brown gets up to leave, anthony fires a single shot killing brown. anthony told police in an interview brown threatened to stab him. prosecutors say this is a case of self-defense. >> we have to believe at the time that we charge a case that a jury of 12 would convict, not let's just charge the case and see what happens. >> i want him to go to jail. i want him to be accountable for

beating my son, shooting him. that's not right. that is not right. >> brown's father went on to go see it's clear anthony shot his son for no reason. montana is the first state to enact a complete ban on tiktok. the governor signed the bill yesterday. it is scheduled to go into effect january 1st. it prohibits tiktok from being downloaded in the state. app stores and tiktok would face fines if they violate the law. users would not be penalized. there are fears that china could obtain information on american citizens from tiktok's beijing-based parent company. tiktok and free speech advocates including the aclu call the montana law unconstitutional. a spokesperson for prince harry and meghan markle are blasting photographers after what they describe as a near-catastrophic car chase. the incident allegedly happened tuesday night after the couple attended an event in new york city. erroll barnett reports. >> reporter: in midtown manhattan, prince harry and meghan markle stepped out to

cheers and stepped into apparent danger. after a spokesperson says the royal couple were involved in a near-catastrophic car chase. the duke and duchess of sussex accuse highly aggressive paparazzi of relentlessly pursuing them. at times driving on sidewalks in an incident lasting more than two hours. >> i would find it hard to believe that there was a two-hour high-speed chase. i don't think there's many of us who don't recall how -- how his mom died, and it would be horrific to lose innocent bystander during a chase like this. >> reporter: law enforcement sources tell cbs news after leaving the event around 10:00 p.m., the couple did not want the paparazzi to know where they were staying so they circled midtown for more than an hour with nypd squad cars providing crowd control. police say while harry and meghan were not in danger, two uniformed officers could have been injured during the incident.

at one point the couple jumped into the back of a yellow cab out of the 19th precinct. he only drove them around for about 10 to 15 minutes. >> they were following the whole time. there was nothing reckless or anything like that, but they were following us. >> reporter: the couple finally arrived at the police station where they were able to switch cars and get home safely. in a netflix docuseries, they spoke about being hounded by the paparazzi. harry recalls losing his own mother, princess diana, who died in a fatal collision back in 1997 after the car she was being driven in tried to outrun the paparazzi in paris. >> but i knew that i had to do everything i could to protect my family. didn't want history to repeat itself. >> reporter: now back on the west coast in montecito, california, where harry and meghan live full time, there was an at least week at their home. sources tell cbs news an alleged

"the washington post" reports a federal appeals court appears likely to restrict access to the abortion pill mifepristone. the three-judge panel listened to arguments yesterday over whether the fda's approval of the drug should be revoked after more than two decades. the biden administration is appealing an earlier ruling by a federal judge in texas to revoke its approval. the supreme court intervened to keep it available while the appeals process plays out. "the new york times" says a florida school district is being sued over banning books. free speech organization pan america and publisher penguin random house claimed escambia county -- violated the first amendment by removing certain books from its school libraries.

r: scks ticked up on wednesday as investors signal optimism over debt ceiling talks in the nation's capital. the dow gained 408 points. the nasdaq was up by 157, and the s&p 500 gained 48 points. wells fargo has agreed to pay $1 billion to settle a class-action lawsuit. the suit was brought by pension funds that represent investors in mississippi, rhode island, and louisiana. it accuses the bank of overstating just how much it cleaned up house after its fake account scandal was made public. if approved by the court, this would be one of the biggest recoveries from a class-action lawsuit of this kind. target's ceo says the retailer is seeing a sharp rise in violent crimes, and it's costing the retailer millions of dollars. the company reported a whopping $500 million in inventory shrinkage this year, mostly
