horrible decision , and i regre it every day. >> reporter: he is doing his best to lean into the rehabilitation side of incarceration, by taking classes, working, coding, and more. >> the more i can grow as a person. >> reporter: he just added a ne one to the list. ramsey has become one of san quentin's first dog handlers, after a rigorous selection and vetting process, ramsey, and three other inmates in donner el you the earned housing unit for inmates who have been disciplinary free, are raising to train puppies, that will become service dogs for people with disabilities. >> it gives you something to work harder for. >> reporter: the prison is partnering with the santa rosa nonprofit canine companions for the program. for ceo paige mckinney, it was an inter- emotional introduction, as some inmates have not seen dogs in decades. >> to me, this prison program just really shows the 360 view of what we do. >> reporter: ramsey and other

handlers will raise the puppies within the walls of san quentin that includes weekly classes at the prison, with trainers from canine companions after about 1 1/2 years, the dogs will lead t become accredited service dogs >> it has already helped to someone, when it leaves this prison, the additional thing fo us, those dogs are going to wan to help someone else. it will b a virtuous circle. >> we have to train this dog th right way, so that he can accomplish that. >> reporter: san quentin leader believe this program will help inmates with rehabilitation. >> you know, they will be our neighbors one day, and it start with being able to communicate. i hope that we can provide them with as many employable resources as we possibly can, so that when they integrate bac into society, they are great citizens. >> reporter: even though the

program is new to san quentin, canine companions has run this in prisons across the country, and of the hundreds of handlers they have worked with, there is only about a 5% recidivism rate. >> the human and canine bond is completely transformative and i will help here and then it will go on to help other people. so, it is an amazing and powerful thing. >> it keeps people motivated. >> reporter: as he begins to build that bond, these are the feelings that ramsey is eager t experience. >> love, joy, no judgment. >> reporter: being out in the yard with a dog . >> i feel like a human again. >> reporter: ramsey won't be eligible for parole until 2032, at the earliest. >> i know an apology is not going to atone for what i did. >> reporter: his mindset, as he does his time, he would like to try to do good where he can. >> i am trying to do this , i'm just trying to help people and help myself.

to talkpotel ct and what it is specifically referring to this pattern of ocean temperatures i the pacific ocean, water that i one, usually over the western pacific , surging to a differen spot, the eastern pacific as wind that drives the weather patterns reverse. we are not exactly sure why exactly that happens but the presence of thi patch of warm water over the eastern pacific throws off the weather pattern happening above it, which throws off everything happening downstream around the entire world. let's look at the big picture pattern of what is happening right now. we can focus on that part of the world just off the coast of south america, this tracks the deviation from normal temperatures, yellow orange an red indicate above average ocean surface temperatures but you can see that bright spot of the coast of south america indicates, that already, things are warming up, and this is ahead of the usual el niño schedule. this does not necessarily mean there is an el niño happening right now, we judge this over a longer timeframe, which means we have

to look at the three month timeframe. there is only a 38% chance, according to the latest estimate that we will be evaluated as being in el niño conditions for april may and june, but the numbers go up a lot when you wind the clock forward. late summer and early fall, there is over a 90% chance that we will be in el niño conditions and the latest estimate is that there is a 50% chance for strong el niño conditions. the bay area had on of our with wettest winters, back in 1997 and 98. health exactly average rainfall with impact across the country, all around the world. including exactly what el niño is in whether extra streaming , you can also find it by going to my social media profile, it's pinned at the top and you can follow the link to watch that segment. in the short-term, it is just normal mayweather. we have fog out right now,
