lawmakers and the white house are closing in on a deal to raise the nation's debt ceiling. there's no agt in place yet. with just six days until the treasury department estimates country will run out of money to pay its bills and face an estimated default. jarred hill is here with the latest on all of this. good morning. >> good morning, it sounds like there's progress on getting a deal in raising the debt ceiling. there is no deal yet. the head of the house financial services committee said negotiations are at a sensitive phase with sensitive issues and we're getting a clear idea of what those are. take a look. after another long day of talks, congressional republicans and white house negotiators could be inching closer to an agreement on raising the nation's debt limit. >> i made clear time and again defaulting on our national debt is not an option. >> reporter: cbs news has learned that the potential deal would increase the debt limit for two years and cap federal

ding at 2023 levels for two as l ending on defense and vete programs would increase in 2024, while nondiscretionary spending on things like education and health care would decrease. the proposal would also slash some of the funding congress approved last year to beef up and modernize the irs. >> we want to make sure this is an agreement worthy of the american people, and so it takes a while to make it happen, and we're working hard to make it happen. >> reporter: the clock is ticking. without a deal, the treasury department says the country could run out of money to pay its bills as soon as june 1st. folks outside of capitol hill say they are tired of the political back and forth. >> they are jazzing the whole world up over an issue that could be resolved very quickly. >> reporter: congress adjourned ahead of the memorial day weekend, although lawmakers could be called back to vote if a deal is reached. and that deal is not expected to

get every republican or every democrat on board. it just has to get enough to pass and avoid default. yesterday anne-marie, the defense department said soldiers might not get paid and veterans benefits may not go out if the country does default on its debt for the first time in history. >> fingers crossed, they better get down to business. jarred hill, thank you. >> no problem. drivers across the country are filling up their gas tanks for the long memorial day weekend. average gas prices are holding steady at $3.57 a gallon nationwide. that's according to aaa. the holiday weekend is also one of the busiest times for air travel. kris van cleave reports on how airlines are hoping to avoid any turbulence. >> jammed freeways and long lines at the airport. the memorial day travel rush is taking off. >> there's a lot of people. i'm from a really small place, so this is a little bit overwhelming. >> reporter: since saturday, tsa has screened over 12.1 million

people, nearly 7,000 more than 2019. airlines added thousands of employees since last summer when more than 45,000 flights were cancelled. >> the biggest issue we have is weather and air traffic control delays. that's what we need to focus on. >> reporter: faa staffing issues prompted airline r flying and cause delays at the denver airport last weekend. >> you were very hard on the airlines about their staffing issues. a year later, atc is still having its own staffing issues. why hasn't that gotten fixed? >> well, look we're going to own anything that's under our control. we're talking about 5% of the issue. we're hiring up, staffing up, meanwhile, the airlines, which are responsible for a much greater share of the delays and cancellations have made improvements since we really put that pressure on them a year ago. >> reporter: the tsa expects to screen even more people nationally on friday, and for drivers, aaa expects the peak of the peak rush to be friday afternoon. kris van cleave, cbs news, chicago.

well, an ominous sight in the skies over south florida, this funnel cloud was spotted yesterday near miami during a thunderstorm. the national weather service said a tornado was on the ground for about two minutes. it uprooted trees and knocked over a truck and injured the driver. well, the pentagon says european allies led by denmark and the netherlands are developing a coordinated program to train ukrainian forces on u.s.-made f-16 fighter jets. defense secretary lloyd austin and joint chiefs of staff chairman general mark milley met with reporters yesterday. to discuss u.s. military assistance for ukraine. the biden administration reversed course and agreed to allow other nations to send their own f-16s to ukraine. >> we are not at war with russia. this is ukraine's fight. our goal is to make sure that we're doing everything that we can to make sure ukraine is successful. >> austin said he hopes training for ukrainian pilots on the f-16s ll

weeks. and a man is under arrest after the car he was driving crashed into the gates of london's downing street. that's where the british prime minister's home and offices are. prime minister rishi sunak was in the office at the time. yesterday's crash set off an intense security response. police are not treating the incident as terror related, though. no one was hurt. the man was arrested on suspicion of criminal damage nd dangerous driving, and there's no word on whether the collision was deliberate. and president biden nominated what could be a historic choice to be the next chairman of the joint chiefs of staff. mr. biden picked air force chief general charles q. brown to replace general mark milley. milley's term ends in october. if confirmed by the senator, general brown would be the second black man to hold the post following general colin powell 30 years ago. it would also be the first time in history that both the

the "new york times" reports the supreme court limited the e.p.a.'s power to address water pollution in millions of acres ofetlands. in a 5-4 decision, the court ruled in favor of an idaho couple who wanted to build a house near a lake. justice brett kavanaugh who broke with the five other conservatives on the bench said the decision would harm the federal government's ability to address pollution and flooding. the "tampa bay times" said noaa meteorologists are forecasting a near normal atlantic hurricane season. experts predict 12 to 17 named storms for the season which runs from june 1st to november 30th. they believe five to nine will become hurricanes. forecasters say it's important to be ready. >> you should absolutely start preparing now. understand where you get your emergency information from, and even how to construct a family plan so your family can remain safe. >> noaa said there are two conflicting factors that could impact the predictions, an el

hogwarts seal on an unopened envelope and is expected to fetch around $10,000. that's your cbs money watch report this friday morning. i'm shanelle kaul, cbs news, new york. canadian actress samantha weinstein has died. weinstein starred in the remake of "carrie." she had been battling cancer, she was first diagnosed in 2021 at the age of 25. the actress documented her cancer journey on social media. she called cancer the worst thing that could happen to her but also the best, saying it brought her closer to her parents. it made her see every day as a gift. samantha weinstein was 28. graduates at johns hopkins university got a really big surprise. ukrainian president volodymyr zelenskyy was the commencement speaker yesterday. he joined the ceremony in a live video stream from ukraine. he spoke to the class of 2023 at the school's baltimore campus for about ten minutes, highlighting the importance of time, freedom and democracy. he also compared the students to many of his soldiers fighting on

the country. ♪ clowns took over the city of lima, peru, yesterday, the colorful characters were out on the streets greeting fans, dancing and performing tricks in celebration of peru's yearly clown day. it honors legendary local clown, jose alvarez velez who died on may 25th in 1987. one of the clowns told reporters, clowns are culture, when people are down or sad, they're there to bring them smiles. the boston celtics live to play again as they force a game six in the nba eastern conference finals. the celtics won their second straight game over the miami heat last night in boston. the celtics had four players finish with at least 20 points. derrick white led the way with 24 points, followed by marcus smart with 23.
