f0 from cbs news bay area, this is the evening edition. now at 11:00, san francisco's carnaval festival drawing big crowds to the mission this weekend. >> and bringing a lot of business into a neighborhood that could use it. bart releasing a gloomy financial outlook if the state doesn't step in to bail them out. and remembering those that gave their lives for the country on this memorial day weekend. i'm brian hackney. >> and i'm andrea nakano. we begin tonight in the mission where thousands came out to enjoy the start of the annual carnaval festival. ♪ [ music ] ♪ >> it's the start of a weekend of music, dancing, and delicious food. people we spoke with said it's a great

opportunity for the community to come together. >> every culture, and you got chinese people that learned salsa today. you got phillipinos learning cha cha cha. >> it's a boost in business for a neighborhood still recovering from the pandemic. betty yu is out there tonight for us with more. >> reporter: ahead of sunday's grand parade at carnaval, many small businesses, including restaurants here in the mission, are already seeing a big boost in business. there was a constant sizzle on the grill at senor on valencia street saturday. the supervisor wasn't able to take much of a break. you're in the middle of eight different things right now, describe what your day has been like? >> it's been really crazy. it's been really busy. >> reporter: there was a

constant line during the dinner rush. the 45th annual festival and parade promises to bring dancers and performers, and colorful floats with multicultural themes to the mission district. >> i'd say it's incredibly important, the amount of people that it brings from around the city and bay area and beyond is incredible. it's a great representation of the mission district and diversity. >> reporter: the festival happening in the heart of the mission will feature a rich assortment of food, art, and entertainment. the more chant association says activating the main streets will help with some of the neighborhood's challenges. >> it really helps the cleanliness and safety aspect because there's a cleaning crew. there's people out and about, and there's just a general sense of safety. on some normal days and nights, it's a little challenging, and some businesses have had issues

ages and different kinds of people. i love that, and it brings the bay area to life for sure. >> the festival wraps up tomorrow with wu tang clan and red hot chili peppers. we have all the information on kpix.com. >> i'm nine years old. a cultural celebration in san francisco's soma neighborhood. >> people came out to the park. vickie graves won gold medals at the 1948 olympics. she was born in san francisco and took swimming lessons as a ten-year-old at the red cross. today's event, the our place in the park festival, promotes philipino art and culture. and it was a big day for high school seniors from the community youth center of san francisco. the agency held a ceremony for the graduates at

the chinese cultural center. some received scholarships as they head off to college. students develop new skills and career opportunities that will impact their future. >> with this program, i feel like i've definitely developed a skill for leadership. >> i really like this program because it really built my communication skills. >> this program is about helping and giving back to the community and just support whenever and whoever needs help. >> the community youth center offers a variety of programs ranging from college counseling job training to substance abuse and violence education. across the bay area, a number of events honoring the men and women who died in the service of our country this memorial day weekend. boy scouts, veterans, and other community groups placed flags on the graves of fallen soldiers. and in san jose, boy scouts placed thousands of flags on the graves of veterans at oak hill cemetery.

>> we're honoring them through putting flags on their graving saying you gave up your life for us and that's keeping democracy and freedom. >> oak hill cemetery will have a special observance monday, and another at the national cemetery at noon. in alameda they'll have ceremonies aboard the uss hornet. this memorial day weekend is expected to be one of busiest travel weekends in years. all three bay area airports reported a surge in travelers, but very few issues such as flight delays. it's a relief after the issues nationwide last year. aaa predicts a total of 37 million americans are traveling at least 50 miles from home this weekend. that's 2 million more than last year. but still, below pre-pandemic levels. drivers are saving money at the pump. gas prices down about a dollar compared to last year,

but air fare is slightly up 3%, and hotel prices up 3.5%. >> we're seeing high demand in travel, and with that we're seeing high prices. people should expect to pay more for travel than they have in the past couple of years. >> it's no secret that bart was hit by the pandemic and struggled to recover ever since. >> that's why they say that big, potentially devastating cuts are coming to their service if the state doesn't step in to rescue bart. john ramos has more. >> reporter: throughout the holiday weekend, bart is operating a bus bridge between the orenda and rock ridge stations as they continue with the program to replace aging tracks. that's only a minor inconvenience. >> not having to commute, they don't have to get on bart. >> reporter: but it's a huge problem for bart. the reduced ridership is only covering about a quarter of the cost to operate the system, and it's only surviving because of federal emergency funding that will soon run out. so bart put

out an apocalyptic statement warning that without immediate help from the state, riders could see trains only once an hour, no trains on weekends or after 9:00 p.m. on weeknights, reduced service to the airports, some station closures, and entire lines potentially shuttered. it's a scary situation, but bart board member deborah allen says the agency isn't acting like it. >> so there isn't any real effort being made, in my opinion, to look for efficiencies. >> reporter: despite the doomsday predictions, bart is considering an 8% increase in its spending for next year. allen says the agency did not decrease spending at all during the pandemic, and she's angered other board members by suggesting that the agency look for ways to trim its expenses. allen was quickly shut down when she requested they explore the possibility of a 10% cut. >> i will say i do not support staff taking the time to look

at a 10% cut across the board for operations. >> absolutely not. >> i don't support an effort to prepare a 10% cut. >> i don't think that we can just keep going along saying more money please to the taxpayers. at some point, we have to figure out how to bring this thing under control. >> reporter: but with the state facing a deficit of tens of billions of dollars, it might be a hard sell to ask for money to fully maintain a train system that's having a hard time getting people to ride. assemblyman tim grayson offered a statement saying, while i continue to support bart's efforts to remain in service, i am concerned that a ball out without greater accountability and major improvements in safety and reliability will do nothing to increase ridership. at the end of the day, there's no act the legislature can take to force people to use bart. but as much as some people try to avoid using bart, they still there. >> we definitely need it.

that's not even a question, you know. but yeah, i don't, i cannot imagine, you know, not having bart. it can effect us you will. >> reporter: it already is effecting us all in the pocketbook. but if the legislature is willing to save bart from a fiscal cliff, they may have to first ask them to take their foot off the accelerator. >> we have come to an agreement in principle. that's the big announcement out of washington tonight. an agreement has been reached on sending the u.s. debt ceiling even higher. in addition to raising that debt limit, some spending for the next two years has also been capped, except for the military, medicare, and social security. >> things are look going, very optimistic. >> i expect to finish the writing of the bill, checking with the white house, and

speaking to the president again tomorrow afternoon. >> of course, most lawmakers are gone for the holiday weekend. the speaker says he thinks this will all go to a vote on wednesday. and still ahead here tonight at 11:00, on a weekend where people spent a lot of time outside, some local kids are learning how to stay safe while biking through city streets. but first, how memorial day weekend is providing the perfect relaunch for businesses in storm battered capitola. and there's a lot of clouds in all the views we showed you, including this one of downtown san francisco. it will stay cloudy for a good part of the day tomorrow, and there's also a chance of a thunderstorm just north in sonoma county. we'll look at that in the forecast next.

paradise beach grill manager margaux describes what they had to overcome. >> our entire dining room, we lost the floors. any wood flooring inside busted up from the waves that came under the building. >> reporter: back in january, a bomb cyclone packing a one-two punch of wind and waves hit the village like a battering ram. the storm surge lifted many of the beach front businesses right off their foundations. you wouldn't know it now by looking at the new floor and newly renovated dining room, but back then, paradise beach was a disaster. >> we feel really fortunate. we had some really good people working on the project for us. they're now sort of hoping other establishments down the way. so it did sort of create some sense of community here. >> reporter: paradise beach is a bright spot in the story of capitola' s recovery, but its

iconic wharf is out of commission. renovations likely won't start until the fad veral busisses heviage remain s done in for summer x, who's also the city's mayor, says she's just grateful for her customers and employees they were able to weather the storm. >> i think everyone is excited to be busy and have the inflation of influx of tourism. and you're saying clouds and thunderstorms? >> yeah, for sunday afternoon we could see the possibility of some of that. it's going to be localized like up in mendecino county. so what we're going to notice here will be kind of a cloudy day because of it. and the marine layer is also part of forecast. as we watch the time play forward, just watch the crowds break a bit into monday. by monday in the afternoon on memorial day,

you'll get more blue sky than anything else unless you're at the beaches where it stays gray. but from now until then we have a mixed bag of the marine layer coming in and clouds. around 59 tomorrow for carnaval, and stays fairly gray throughout the morning. maybe some breaks of blue sky, but plan on gray, cool, and kind of like a typical carnaval weather scenario. if you look at the daytime highs for tomorrow, we're upper 60s to low 70s for many of the warmer inland valleys. upper 50s along the coast. but the perspective is helpful on this. we'll be ten degrees below average. in late may, 80 degrees is the average daytime high for the warmer inland valleys. we won't be anywhere near that tomorrow or monday. the memorial day forecast now. these are the numbers for san francisco. close to today. upper 50s.

plenty of clouds. and slide that over and just kind of do a generalization, low 70s in general on monday for the inland areas. what's up with this sunday chance for thunderstorms, by the way? we'll backtrack to tomorrow for a moment. you look at the regular soothe and can see it here. the interesting pattern in the clouds. look at the spin, the whirlpool. diving down the coast, developing a trough right off our coast. you'll see it in the futurecast playing it forward. watch the spin, counterclockwise. right there, sunday, 2:00 in the afternoon, a few isolated thunderstorms showing up for northern california. they get as close to the bay as mendecino and lake county. watch how most of it is pulled away. then, by monday, just looking at the marine layer.

this won't last long, but does make for an interesting sunday. chance of rain up here. clouds for a good part of the day. i don't think the clouds have a significant impact, but it keeps things relatively cool. for the next couple of days, sunday and monday. but looking through the rest of the seven-day forecast, there's a warm up at the end of it. for oakland, near 70. north bay valleys and san jose in the mid-70s by the end of the week, and looking at the top line for the warmest inland east bay locations, we should be pushing closer to mid to upper 70s with much more sunshine for next weekend. charlie, over to you. coming up in sports, santa clara baseball snapped a 26 year drought today. i'll explain. also, mitch haniger, have yourself a weekend in milwaukee. we have another quality start from logan webb to show you, and did i mention mitch? highlights next.
