intercept a small plane flying in restricted airspace over d.c. before it crashed in virginia. the jets caused a sonic boom heard across the region. nicole d'antonio is in washington. good morning. >> reporter: good morning to you, anne-marie. we are now learning more about the timeline of this investigation. today we know ntsb investigators will be at the crash site to begin their work, and as for that loud boom that could be heard and felt across this region, it left many wondering what happened. a loud sonic boom shattered the sunday afternoon quiet in and around washington, d.c. it was caused when f-16 fighter jets raced to intercept a cessna citation airplane that had entered restricted airspace. the pilot did not respond to repeated attempts to contact the plane, and it later crashed in a wooded mountainous area in western virginia. a u.s. official says the f-16s did not shoot the aircraft down. virginia state police say they found no survivors.

florida businessman john rumpel told "the new york times" his daughter, 2-year-old granddaughter, and nanny were all on plane along with the pilot. in a statement, u.s. capitol police said it had monitored the airplane and temporarily placed the capitol complex here on an elevated alert until the airplane left the area. >> a lot of people, bystanders saying they don't know where the sound came from. >> reporter: the loud boom prompted multiple emergency calls, and social media posts like this one from a fairfax, virginia, couple that was startled when recording a song together. according to the federal aviation administration the cessna plane took off from place elizabethon, tennessee, for the airport. flight tracker showed the plane turning around and flying straight down to washington, d.c., before crashing in virginia. the faa and national transportation safety board are now investigating. the white house says president biden was briefed on this incident. and as for that private jet,

well, it may be a while before we know exactly what went wrong that led to that crash. anne-marie, i can tell you my family lives about an hour away, they could hear that loud boom. that's how loud it really was. >> wow. that is something. nicole d'antonio in washington, d.c., thank you. eight republican presidential hopefuls hit the campaign trail in iowa over the weekend. former vice president mike pence was among the candidates at the annual roast and ride event in des moines on saturday. he's expected to formally launch his 2024 presidential bid this wednesday. his former boss, donald trump, did not make an appearance. other attendees included south carolina senator tim scott and florida governor ron desantis. former u.n. ambassador nikki haley also chatted with voters ahead of a cnn town hall last night where she told the crowd that she's the best republican to beat president biden. >> if you look at all the challenges we have, look at inflation, look at the lack of transparency in education, look at what's happening with crime,

look at our border, look at the idea that we had a chinese spy balloon flying over our country. you deserve better than what we have right now, and i'm determined to make that happen. >> ahead on "cbs mornings," haley will will talk more about her campaign to lead america. overnight, the u.s. military released new video of what it calls an unsafe chinese maneuver. the video shows a chinese warship cut across the path of a u.s. navy ship in the taiwan strait over the weekend. now this is the second military provocation in a week. yesterday china's defense minister issued a stern warning to the u.s. elizabeth palmer reports. >> reporter: addressing an audience of global security officials, china's defense minister general li shangfu had some blunt advice for the united states. [ speaking in global language ] "keep your ships and planes away," he said. he was reacting to criticism of an incident in the taiwan strait

on saturday when a chinese warship crossed the course of an american destroyer so close it had to slow down to avoid a collision. last week a chinese fighter plane pulled a similar maneuver in front of an american reconnaissance plane over the south china sea. without trying to justify the actions, general li said to avoid similar incidents, the u.s. should steer clear of areas around china. mind your own business, he said. but the u.s. sees routine patrols of the air and sea off mainland china as very much its own business. to underscore its position that this is international space open to everyone. at a conference banquet on friday, general li shook hands with the american secretary of defense, lloyd austin. but china declined a formal meeting, and that, said secretary austin, is dangerous. meanwhile, the u.s. and chinese militaries continue to operate

close to one another. speaking to reporters off camera, secretary austin called on chinese leaders to rein in dangerous conduct in case an accident spiralled out of control. elizabeth palmer, cbs news, tokyo. back at home, a woman is dead and six others injured after a shooting in chicago. it happened at around 1:00 a.m. sunday. police say gunfire rang out as people were celebrating the life of a man who was killed in a car accident four years ago. they say an argument started, and more than one person suddenly began shooting. >> verbal altercation occurred, and somebody began shooting. multiple people began shooting. right now it's preliminary. >> a 25-year-old woman was taken to the hospital where she was pronounced dead. and police are searching for the suspects. no motive was given. the body of one of three men missing after the partial collapse of an apartment in iowa has been found.

authorities say 42-year-old branden colvin sr.'s body was recovered from the wreckage on saturday. he's the first person confirmed to have died in the collapse. two other residents are still unaccounted for. at least nine people were injured when the six-story building partially collapsed eight days ago. to the war in ukraine now. air raid sirens were heard across the country yesterday as russia launched a new air strike and ground assaults. debora patta has the latest from kharkiv. >> reporter: it is a grimly familiar scene -- daylight revealing the full extent of the destruction, homes reduced to rubble, residents shocked and traumatized. "the explosion was unexpected and very strong," she said, "i was thrown all the way into the corridor." the frantic race for survivors and the news no parent should ever have to hear -- a 2-year-old girl had been killed

as she slept with her mother who was badly injured. across the border in russia, a new frontline. anti-kremlin militia fighting alongside ukraine have stepped up attacks in the belgorod region. the daily hardships in ukraine being felt by russians who have taken temporary refuge in a shelter. "we're trying to be strong," said irina burlakova, "because we have children that give the incentive to carry on." on a message on social media, belgorod's governor, vyacheslav gladkov, urged residents to evacuate the border towns. but in a newly posted ukraine video was anything to go by, things could get much tougher for both sides in this war. released with the tag line "plans love silence, there will be no announcement of the start." soldiers are seen urging operational secrecy ahead of an expected counteroffensive.

another passenger train. the trains were carrying almost 2,300 people. hundreds more were injured. there's no word on whether it was a human or technical error. a federal judge has rejected tennessee's restrictions on drag shows, and there are new details about a tank fire in louisiana. those are some of the headlines on the "morning newsstand." the "associated press" reports lightning is believed to have sparked a chemical storage tank fire that forced evacuations in louisiana. the fire at a refining company erupted saturday as a storm moved through the area. police say the tank contained a volatile chemical made of petroleum. people living within 1.5 miles were ordered to evacuate. the evacuation order was lifted yesterday, though, and no injuries were reported. "reuters" says a federal judge rejected tennessee's drag show ban. members of the lgbtq community and their supporters celebrated saturday at a pride event. on friday the judge, who was appointed by former president donald trump, said the ban

restricting drinking on -- drag performances in public or where children were present was unconstitutional. >> so broad. it's almost unenforceable. i was super excited and so thankful that the judge actually made that move. >> under the law, accident fender could have faced fines and up to a year in prison. repeat offenders could have received up to six years. and the "los angeles times" says a private plane carrying migrants to sacramento appears to have been arranged by the state of florida according to california officials. 16 migrants from venezuela and colombia were dropped off friday outside sacramento's roman catholic diocese. authorities say the migrants entered the country through texas, were taken to new mexico, and then flown to california. they say that they were carrying documents indicating the trip was arranged by florida. california is launching an investigation. still to come, netflix and brew? the streaming platform launches

to fill up your tank, and a new drink inspired by a hit netflix show. matt pieper has your cbs "money watch" report. >> reporter: stocks rushed higher after a strong report on the u.s. job market eased wall street's worries about a possible recession. the dow gained 701 points. the nasdaq was up 139. the s&p 500 gaining 61. just as summer is nearly here, a warning that gas prices could be on the rise even more. that's because saudi arabia says it will reduce how much oil is tends to the global economy. starting in july, the country will cut one million barrels per day. they say they're doing it to, quote, bring stability to the market. this will be the third cut, and all told opec plus has dropped production on paper by 4.6 million barrels a day. several companies have agreed to pay more than $1 billion to settle claims that so-called forever chemicals contaminated public u.s. water systems. the synthetic chemicals also known as pfas are found in products like make-up and fast food packaging.
