imagine. >> a sidewalk enmee a mother w tonight we find out if neighbor have the right to take matters into their own hands. >> from kpix, this is the late news with sara donchey on cbs news bay area. >> good evening! juliette goodrich in for sarah tonight. few weeks ago a street in the mission was a maze of tents and sidewalk vendors . even a mothe with her stroller couldn't get through, so neighbors took action. they raise thousands of dollars on their own, and it took a dramatic turn. look at this difference, for sure. but can they do that? we sent our betty yu to find out. >> reporter: a san francisco mother decided to record what typical walk with her baby was like on harrison between 18th

and 19th. on this day she was heading to a community meeting to address neighborhood concerns. the sidewalk appeared impassable, so she pushed her stroller into the bike lane to get around. she said at one point the person from the encampment became upset at her filming. and through alcohol on her. >> police were called down here every week, if not multiple times per week. there were stabbings. >> reporter: longtime resident dave dempsey took a walk down the sidewalk for the first time in years after a neighborhood group raised more than $20,000 online to install planters alon several blocks of harrison. he said particularly in the sidewalk turned into an illegal bicycle chop shop, or worse. >> it is unfortunate that as a city with our $14 billion budge that the city can't manage sidewalks properly, but everybody in the neighborhood i

thrilled. i have lived here for 25 years. i know everybody in the neighborhood. nobody has a problem with this. >> reporter: in fact, sacipubli supports neighbors' efforts to green and beautify their communities. we have specific directors orders that says guidelines for planters boxes o the sidewalk. our concern is to make sure that an accessible path of traffic is maintained. the planters on harrison appear to meet standards. >> sidewalks need to be for our children to play in, accessible for people in wheelchairs. >> reporter: longtime residents from the neighborhood association advised the harriso street group on their project. the two helped to place 150 win barrel planters around the mission to make the sidewalks more inviting. >> this was a particularly bad encampment. i was afraid to get near it. when they put the

planters in they did not have all the dirt in. i walked down on that block. it was justbeaut side to stayclea caare tagging though already. >> we did reach out to the coalition on homelessness for their reaction on plantar installation and we have so far not heard back. it was a packed house at sa jose city hall as the mayor invited the public on how to sound off on how to solve that city's homelessness crisis. the city council is set to take a vote tomorrow on the budget proposal which would reprioritize how measure d fund are spent, more on short-term solutions like quick-build communities and shelters. >> holding and purchasing long-term housing does not move quickly enough. interim housing does accomplish addressing citizens living on the street.

>> i would like more housing bu i don't really trust the city t be able to do a dent that will really make a difference. >> reporter: measure e is a transfer tax on properties wort $2 million or lower. voters approved it as a general tax on both general and affordable housing. downtown san francisco has taken major blows in the past few weeks. first, nordstrom pulling up stakes at its flagship store, then the owner of the hilton union square giving up on the largest hotel, now this. westfield is walking away from the downtown mall tha bears its name, citing the challenges of doing business downtown. the company says that it is surrendering the property to its lender due to a drop in sales, foot traffic and store occupancy. at the same time, westfield's valleyfair is thriving, continuing to expand with more luxury shops, department stores, restaurants and a food hall. but at its san

francisco center, major stores continue to pack up and leave. you can see the proof in westfield's financials. san francisco sales have plummeted by nearly 35% since 2019 . during that same time, sales an valleyfair are up by 66%. when you n out, sales statewide and nationally jumped by over 20%. now the future of the san francisco mall is hanging in limbo and that is where we sent our lezla gooden today to talk to shoppers. >> reporter: april whoppers has been coming to the mall since they were a kid and they say there is no shopping experience like it here it >> you get to see what you are buying before you buy it online >> reporter: he said he was shocked to hear that his favorite mall may no longer exist. >> i don't know where i would g now. even if we go to another

little chilly! >> it is that time of year! we don't warm-up until it gets to the first day of fall. but we are in for a little bit of a warm-up near the water as we head for the rest of this week. things are beginning to shift a little bit in the upper levels of the atmosphere. the pattern that has brought us cooler than average temperatures for the past few weeks is breaking up a bit. we will see an area of hig pressure closer to the coast, but that means more atmosphere on top of us that will compress the air at ground level and hel to kick off stronger winds higher in the atmosphere. a slower warming trend will kick in as we get past midweek and closer to the end of the workweek. right now looking outside from the mark hopkins hotel, seeing cloud cover in th distance. more of that to start the day tomorrow. cool spots are in livermore, san francisco and santa rosa. one spot is in the 60s, 61 degrees right now i san jose. we will see the fog
