the coast guard announces its next steps as it investigates the underwater tragedy. good morning, and good to be with you. i'm anne-marie green. there are questions this morning about just how much russian president vladimir putin has been weakened after an attempted mutiny by wagner group mercenaries over the weekend. residents in the russian city of rostov cheered wagner fighters and their leader, yevgeny prigozhin, as they left the city. the mercenaries had seized russian military headquarters there and were advancing toward moscow before they backed down. rylee carlson is in london with the latest. good morning. >> reporter: good morning, anne-marie. this uprising ended not with a bang but with a lot of people wondering why prigozhin and his allies would march so close to the russian capital and seemingly just stop. the revolt didn't end the way many watching expected, but experts say it exposed weaknesses in putin's grip on power.

resident cheered as wagner mercenaries left rostov, ending an hours' long revolt launched by the group's leader, yevgeny prigozhin. he seized the city and began to advance toward moscow over the weekend after blaming the russian military of targeting and killing his men with a missile strike in ukraine. russian defense officials have denied it. russian president vladimir putin called prigozhin a traitor on state tv but later accepted a deal by the leader of belarus to allow him to live in exile in the neighboring country without prosecution. the kremlin also agreed to pardon his fighters. >> this is an unfolding story, and i think we're in the midst of a moving picture. we haven't seen the last act. >> reporter: on "face the nation," u.s. secretary of state antony blinken hinted that the situation raised questions about putin's grip on power. >> it was a direct challenge to putin's authority. so this raises profound questions. it shows real cracks. >> reporter: it all comes as ukrainian forces are in a counteroffensive.

officials in ukraine say they're making progress toward bakhmut. >> what ukraine needs to do is press every advantage to use this moment to get its territory back. >> reporter: over the weekend president biden spoke to ukraine's president volodymyr zelenskyy about the war and quote, recent events in russia. emergency measures including armed checkpoints that were put in place in moscow over the weekend in anticipation of the wagner revolt have officially ended this morning. this was the biggest challenge to putin in more than 20 years of rule. anne-marie? >> rylee carlson in london. thank you so much. secretary of state antony blinken is standing by president biden after mr. biden referred to chinese president xi jinping as a dictator. the president made the comment last week during a fundraising event in california. it came after blinken met with xi and other chinese officials in beijing to try and ease tensions between the two countries. during an interview yesterday on "face the nation," blinken said

mr. biden always speaks candidly and directly. three san antonio police officers have been charged with murder in the deadly shooting of a woman. the officers were first suspended without pay and later arrested on murder warrants in the death of 46-year-old melissa perez. video shows police responding to reports of a woman cutting wires to a fire alarm. the police chief said she was experiencing a mental health crisis and refused to leave her apartment. officers opened fire after she allegedly threw a candlestick and swung a hammer at them. the coast guard announced that it is leading the investigation into what caused the submersible to implode while on a trip to view the sunken wreckage of the "titanic." all five people were killed. debris was found about 600 feet from the -- 1,600 feet from the "titanic" at the bottom of the north atlantic. the coast guard said that it is convening a marine board of

investigation which can recommend civil or criminal sanctions. >> after the on-scene evidence collection efforts conclude the mbi will typically hold a formal hearing to gather additional witness testimony and evidence. the board will first and primarily work to determine the cause of this marine casualty and the five associated deaths. >> officials say ongoing salvage operations more than 12,000 feet underwater continue. severe storms tore through parts of the midwest and the south leaving hundreds of thousands of people without power. this funnel cloud could be seen ripping apart buildings in greenwood, indiana, just south of indianapolis yesterday. there were multiple reports of tornadoes in central indiana. at least one person was killed and another injured. dozens of homes were destroyed or damaged in the area as rescuers searched for victims. tens of millions of americans from new mexico to mississippi are under excessive heat warnings and advisories this morning.

a historic heat wave continues to bake texas with temperatures over 100 degrees, and there's no end in sight. it's expected to continue through the beginning of the july 4th holiday week. cooling centers have been opened across the state. triple-digit temperatures are also impacting parts of the southwest. dangerously high temperatures are expected to move into the central plains and mississippi valley later on this week. the cleanup continues at the site where a train carrying hazardous materials derailed into the yellowstone river in montana. seven tanker cars plunged into the water saturday after a bridge collapsed near the town of columbus about 40 miles west of billings. officials say preliminary testing of the air and water does not show any threat to the public. no injuries were reported. coming up, celebrating pride. we're going to show you some of the colorful festivities that took place over the weekend. and later, the sun goes down on elton john. a bittersweet moment last night

"the miami herald" reports on two years since the collapse of a condo complex in surfside, florida, killing 98 people. a torch lighting ceremony was held saturday at 1:22 a.m., the

exact moment the collapse took place in 2021. family members of the victims, survivors, and state and local officials were there and paid their respects at an event later on in the day. >> we cried with them, and we continue to do so because this not only is something that we do for a living, but this is something that -- that hits home in a completely different way. and we've all suffered the loss of the 98 souls that died at surfside. >> last year survivors and victims' families reached a $1 billion settlement over the collapse. "usa today" says a teenaged boy and his stepfather died after hiking in extreme heat at big bend national park in texas. the stepfather took his two stepsons hiking on friday. the national parks service says it was 119 degrees at the time. authorities say a 14-year-old became sick during the hike and lost consciousness.

his older brother tried to carry him back while his step dad hiked back to his vehicle. park rangers later found the younger boy dead. the body of the stepfather was found after the vehicle crashed over an embankment. there was no information about the condition of the older stepbrother. and "the new york times" says the international african american museum is set to open to the public tomorrow in charleston, south carolina. the museum overlooks the sacred site of gadsen's wharf where nearly half of the enslaved africans first entered the u.s. actor phylicia rashad was the emcee at the opening ceremonies. >> charleston will forever be recorded in history as the place where countless africans came to our nation as slaves but now, today, charleston can forever be recorded as the place where generations of true history and stories were set free to be honored.

"the spider verse" sequel beat out "elemental" which came in second and toppled "the flash" in its second weekend out. interest rates are expected to rise again this year, and a recall of almost 300,000 ford explorers is under investigation. olivia gazis has your cbs "money watch." >> reporter: stocks dropped friday. all three major indices closed down for the week, ending a rally on wall street. the dow lost 219 points. the nasdaq lost 138, and the s&p 500 dropped 33. the pause on interest rate hikes may be short-lived. federal reserve chair jerome powell told lawmakers last week that rates may be raised once or twice more this year. powell says more rate hikes are necessary to slow down inflation. rates have already been raised ten times in the last year. about 3,500 unionized workers at starbucks locations

around the country are going on strike saying the coffee chain is restricting pride decorations at some locations. starbucks denied those claims saying decorations are decided by the store managers. starbucks workers united responded saying that local leaders are issue could the bans on pride decorations at the direction of the company. and ford's recall of almost 300,000 explorer suvs is under investigation by the national highway traffic safety administration. this comes after two complaints of the cars acting erratically since getting the software update that ford says repaired the suvs. in one instance an explorer driving 30 to 40 miles per hour slammed to a complete stop. ford says they're working with nhtsa on the issue. that's your cbs "money watch" report for this monday morning. i'm olivia gazis, cbs news, new york. nascar driver ross chastain took home his first win in over a year at the ally 400 in nashville yet.
