everything after an encampment fire burned close to her apartment. she begged the city of sleepless nights hearing screaming and fighting. instead of anger she has passion. betty yu has more on the strag expel what is happening on her block is not safe for anyone. >> residents say homeless fires are more frequent and posing a great danger to this community. >> reporter: the first thing that i saw or heard was like a large explosion. and i saw the flames hit my window. >> reporter: she was among dozens of residents that evacuated their building in the tender loin at 3:00 a.m. on friday. >> it has been really hard. it has been difficult, like i said i probably get six to five hour of sleep because i am constantl hearing the noise even with closed window. nonstop. the

screaming, yelling or fighting. >> reporter: and illegal activity that can take up the entire block. in the last year the 24-year-old said countless fires came dangerously close to her building. >> these poor people got to kee up this [beep] because of them. >> we are really scared. i mean like, i am serious. i never had to do this before. i pack an emergency bag. >> reporter: this is her first apartment since she, herself, was homeless. when she was 21 she fled an abusive relationshi and lived in a tent in the mission. she struggled with housing ask stability her whole life. >> i know what it is like to deal with the street life every single day. so, i understand where they are coming from. but there are so many resources out here as well. >> reporter: with the help of youth services she turned her life around and now works full time. like many of her long tim neighbors, they feel their call for help to the mayor,

supervisor and emergency services have largely been ignored. >> in the last year, last six months, it seems like our building, our building in particular has been under attack. >> a couple times i had homeles people lunge at me. >> reporter: in december a judg issued an injunction that prevents the city from clearing encampments if there are not immediate shelter beds available. the city is appealing. it can still enforce ordinances regarding threats to public health and safety. >> i used to think i could handle living on the border of the tender loin and walking through the tender loin. no longer. i am really, really afraid. >> reporter: the fire burned a recently vac vacant laundry sho after the owner could not deal with the encampments. >> they are not all drug dealer and stuff like that. we have normal lives and it is being effected. i feel like us and th tender loin are left out..

>> reporter: we reached out to supervisor preston and the department of emergency management, that is the department that oversees encampment activity. we will le you know if they respond. there have been dangerous encampment fires in the city before. in february of last yea one person actually died and three other people got hurt after this fire broke out under an overpass along 280. here is another one from 2021. you can see the flames can get intense quickly. in just a few minutes, we go to the heart of the tende loin himself to find out if arresting drug users is having any impact on the drug crisis. in half-moon bay, two mushroom farms are facing thousands in fines for violations uncovered after the workplace shooting that killed seven farmworkers. they were cited for 22 vie lags by cal osha. concord farms 19 vie lags failure to address previous

cases of workplace violence. sa mateo county organizations have been helping these displaced workers land temporary housing. but the companies need to step up and do more. >> to me it is not enough. we are talking about life of savin farmworkers it does not compare we have people that come, still come to us, in our offices, the conversation comes up, they are struggling. you know, we are talking about, you know, more than five months later, you know. and they are still crying >> we reached out to both companies for a response tonight. we have yet to hear back. public transit in the bay area is struggling. we have bee talking about that a lot. and a plan to save it will turn to drivers and their wallets. lawmakers want to add $1.50 to the toll at every bay area bridge but forget golden gate. the increase would be in effect

sunday. getting up to the middl 80s. that means the warmth inland is melting some of the left over snow in the sierra an at a faster clip you will have to keep an eye out for flooding in other parts of state. we wil have the full seven-day forecas for the bay area. how fast we will warm up coming up in a few minutes >> all right, paul, we will pay close attention to that, thank you. san francisco has been cracking down on public drug us and the city will be doing even more of that. at first, the police were focused specificall on busting drug dealers but now users are ending up in custody, at least for a little while. between may 30th and june 18th, 53 people were arrested for public drug use. 11 with misdemeanor citations, not one of those people accepted offers of treatment after being released. critics say law enforcement is the wrong approach. it could have deadly consequences. wilson walker wen to the tender loin to see what

greater risk or lower risk depends on what you do after th arrest. the policy is people wh are addicted for opioids we wil hold them in a cell for 48 hour and release them. it will increase it. it is dangerous, they will come out with a lower tolerance of the drug. they wil be at a higher risk. >> right here. >> that was my biggest fear. i really thought that i was going to stay inside for a day or two you know. >> reporter: he said his tolerance was a concern fentany users need the drug several times a day or every couple of hours. but, while there is risk with an encounter with the police or an arrest is not necessarily dangerous. >> alternative way to do it would be to have the sentence i jail be longer but couple it with enroll in good medications

like methadone that people woul have so they will not lose tolerance so they get engaged i treatment and give them consequences for use and nonuse it could be helpful. it depends what you do on the back end >> those arrested a second time will be stoant a drug court tha can refer people to treatment. right now, those arrested are being offered services voluntarily. >> one of the officers asked me a question like, do you think, have you thought about getting into rehab? some kind of help? said yeah, that is a thought. o course. >> reporter: he is not sure he is ready for that or how he would respond to a type of court-ordered treatment but, as for his very brief time in police custody -- >> do you think it will have an impact out here on people? >> no. because, all they are going to want to do is get out

breakthrough through the bay as well. early afternoon. on the coast, i think we have one more all gray day in store for you. but, things will improve in terms of the sunshine. beginnin oned with, serks wednesday. highs tomorrow, reaching up to 3-5 degrees around the bay. 5-1 winds. upper 60s, lower 70s down the peninsula and the sout end of the bay, middle 70s in the santa clara valley. a lot o 70ss in the east bay. warmest spots far inland. reaching up t around 80 degrees. you can add almost 20 degrees to the number by the end of the week. middle 60s in san francisco, middle to upper 60s in the east bay. lowe in the east bay. farther inland 80 degrees, santa rosa and into the 80s as you go farther north inland there. we are going to get up to hot temperatures inland by the time we hit the

end of the week. not going to happen yet tomorrow. a cool evening, the a's begin a series against the new york yankees, the game time temperature in th lower half of the 60s and dropping. the temperatures will reach the 90s, close to triple digit territory by friday and saturday. forecast highs for record territory and we will be 10 to 20 degrees below the records for both friday and again on saturday. it will be hot. you need to exercise precautions but not going to be that hot. we are going to stay away from the record of 110 degrees in livermore. temperatures in san francisco, oakland, lower 70s by the end o the week. 80 degrees for oakland, the east bay, lower 90s. even once you cool off you will be in the upper 80s. also in the santa clara valley by sunday, monday, inland temperatures, hottest, reaching up to the upper 90s on friday and saturday. even along the coast. that is a june heatwave. temperatures in the middle 60s for the last day of the month.
