this is cbs news bay area with reed cowan. >> first alert weather, the heat is here, we are having you plan out your holiday weekend . and developing news, what we are learning about a shooting and a crash in san francisco. the supreme court issues two decisions, good afternoon, i'm ryan yamamoto. it is a first alert weather day as we start the holiday weekend but in typical bay area fashion, it all depends on where you live. inland areas will experience their first heat wave of the summer but along the coast, don't expect to sweat it out .

paul heggen is here with more information. >> this is one of those temperature maps that you only see in the bay area, we've got 50s, 60s, 70s, 80s, 90s and 100 all on the same map. 101 degrees in livermore right now, and inland parts of the east bay are bearing the brunt of this first day of the three-day heatwave but it is toasty in the north bay, approaching 90 degrees in san jose. temperatures around the bay in the 60s and 70s. temperatures tomorrow, this is going to be the peak of the heat wave, into the low 70s in san francisco, around 80 in oakland. closer to 15 degrees above average further inland. dangerously hot considering this is the first heatwave of the season. we are trying to acclimate to these summertime temperatures and these are

warmer than typical. the peak of the heatwave is tomorrow, we will back down slightly on sunday then a bigger drop in temperatures on monday and tuesday. details coming up in the full forecast in just a few minutes. jocelyn spent the morning in contra costa county. >> reporter: this is the first heatwave of the summer and it's ahead of the fourth of july weekend, it has been a while since we have experienced these hot temperatures, it is always a good idea to refresh our memories to some of the things we can do to protect ourselves. we talked about sunscreen and staying hydrated, and when it comes to exercise, try to get that out of the way in the mornings ahead of this weekend, when you are thinking about saturday and sunday. if you are going to be walking your pet, do so early in the morning. kate is following some of those tips for herself and her dog, he is 2 years old and needs his exercise. she has to take him out on a walk because she has a lot of energy.

>> their bodies overheat so quickly, and just limiting their time is definitely crucial , especially when the temperatures rise above 90. >> reporter: they don't want to lose out on a day of exercise, and he was out walking when it was still 70 in the morning. >> this outdoor workout has to be early in the morning . if not, you can imagine how hot it's going to be. >> reporter: contra costa county is prepared to respond to heat related emergencies. >> if it is 103 degrees outside, that is not the day to go hiking on mount diablo. >> reporter: john and tom are following that advice. >> we got here right around 8:00 , it was probably 70 and it started to slowly creep up and we are sweating a little bit. >> reporter: they put on sunscreen and made sure they had plenty of water. >> you will sweat a little less

and have a little more fun. >> reporter: that is what the officials are urging, have fun while also being safe. your evening commute on bart maybe a little bit longer, they are running trains slower speeds because of the warm weather. and in santa clara county, nearly two dozen cooling centers are open at community centers and libraries throughout the weekend. we have that information scrolling on the bottom of your screen and online. developing news in san francisco, a shooting and crash at three different scenes. anne makovec is following this for us this evening. >> reporter: a lot of questions about what led up to this, but we just heard from witnesses who saw it go down in broad daylight. it includes a shooting at 16th, it was a bloody scene so we are editing much of it out. police have the corner taped off. there was a black bmw nearby that was in a crash and had at least one

visible bullet hole. the occupants took off and taylor was standing nearby. >> three guys with masks jumped out of the car and ran. so one could assume they were not up to any good deeds. >> reporter: one of those men shot himself at some point. he was taken to the hospital with life-threatening injuries. before the shooting, police believe the bmw caused this nasty crash at 14th and clement. that is where one man got caught up in what he believed to be a chase and ended up wrecking his vehicle into the sidewalk. >> i'm just glad that these poles stopped my car from going into the building. >> we know the sf pd and the park police are both involved in this investigation, we will let you know when we get more details. in the meantime in san jose, police have arrested two suspects connected to a raging fire at a public storage facility that happened earlier

this month. wilson walker reports investigators are blaming illegal fireworks. >> reporter: every year there seems to be one big whopping illegal fireworks bust from one corner of the bay area, and this year it is san jose. you may remember the big storage unit fire here on the evening of june 14. the cause is under investigation but right away, firefighters knew it was fueled by a stash of fireworks , that led to one arrest. police kept investigating, they withdrew more storage units as well as several homes. they say they just kept finding more and more fireworks adding up to an astounding total. >> the culmination of all the search warrants yielded approximately 38,000 pounds of illegal fireworks. >> reporter: also seized, 13 ounces of methamphetamine and over 200 grams of cocaine, approximately $4800 in cash as well as one semi automatic

firearm. the investigation is still ongoing, there could be more arrests and charges and they also say that total, 38,000 pounds may be enough to put a damper on fireworks related problems over this weekend and the coming holiday. and pacifica , they have signs out reminded people that fireworks are not allowed. the same goes for alcoholic beverages and glass containers at pacifica beaches and parks. the u.s. supreme court handed down two major decisions, one of them impacts the finances of millions of americans. the crushing blow to the president's plan to cancel student loan debt. >> reporter: the supreme court throughout the biden administration's $400 million plan to offer student loan relief to millions of americans. in the ruling, the conservative majority rejected the administration's argument that the heroes act allowed it to waive student loans during

the pandemic. the justices saying the administration overstepped its authority. >> the last thing the court said here is, in order for the secretary to do this, he needs a clear sign from congress, expressed authorization. >> reporter: in her dissent, she said congress had authorized the plan but the court overrides the judgment of the legislative and executive branches with the consequence of eliminating loan forgiveness for 43 million americans. the white house had been watching closely for the court's decision and after the ruling, president biden said he will keep fighting for debt release. >> now we will pursue another path, i'm never going to stop fighting for you. we will use every tool at our disposal to give you the relief you need and reach your dreams. >> reporter: borrowers had hoped for a different outcome. >> we are here for justice, dignity, and we are here to for

president biden to keep his promise. we need a plan b and we need it now. >> reporter: student loans have been on hiatus since the start of the pandemic. >> more than 3.5 million americans stood to benefit if the plan had gone through. we spoke with the director of financial aid at cal state east bay. >> the government has been continuing to create barriers between my office and the students . you know, we are here to try to make sure that the students succeed and unfortunately we are dependent on resources that the federal government and the state departments provide to us. so, this is just a horrible news. >> the university of california called today's decision disheartening because college affordability is a top priority

impacting gay rights. the supreme court decision related to businesses in the lgbtq community. >> reporter: the supreme court friday sided with lori smith, who sued colorado saying the state antidiscrimination law violated her right to free speech and religious freedom. she did not want to create websites for same-sex weddings. >> nobody should be forced to create a message that goes against his or her convictions. >> reporter: the justice wrote for the majority, saying the first amendment envisions the united states as a rich and complex place where all persons are free to speak as they wish , not as the government demands. in the dissent, justice sonia wrote for the first time in its history, the court grants a business open to the public at a constitutional right to refuse to's serve members of a protected class. >> so, one can imagine that many sellers would say , well, part of my good or service is

expression . and it violates my genuinely held beliefs to have to serve you. >> gay rights advocates note this ruling by the supreme court comes 8 years after the high court ruled in favor of marriage equality. >> 8 years later, now here we are being legally discriminated against because of who we are marrying. who's to say that down the line, there are going to be signs and storefronts that say we don't serve gay people or the lgbtq community. >> critics of this decision worry it could open the door to discrimination against other groups based on race or religion. >> colorado's attorney general reacting to today's decision, saying the ruling threatens to destabilize the marketplace and encourages all kinds of businesses not to serve for same-sex weddings. >> if you are hitting the road

forming as early as 6:00 in the morning, so you can grab one of those few parking spots. and in marin county, the fair is back open outdoors and indoors for the first time since 2019. it is open through 4 july from 11:00 a.m. through 11:00 pm. paul heggen, a lot of people heading outdoors and to the beach. it is going to be sunny and warm. >> except for at the beach, temperatures will be in the 60s tomorrow, a little bit more sunshine along the coast tomorrow. it is going to be hot over the weekend. the heat begins to diminish slightly on sunday but we are still in that heat advisory, a cooling trend will be much more noticeable as we head into early next week. near average temperatures monday and tuesday. the pattern is in place right now, with the heat overhead, it traps pollution near the ground levels, specifically the

ozone. we don't want it at ground level, it is not healthy to breathe that stuff. we are going to be in the moderate category for the air quality. it'll be close to unhealthy for sensitive groups category. we will keep you updated. looking outside at the golden gate, the fog hasn't gone away, it has been crunched down to the ground level. the temperature in the city is cool, 64 degrees. 71 degrees in oakland. 88 in san jose, 95 in concord and a robust 101 degrees in livermore but it is a dry heat. we are going to see the fog trying to spread out as we head into early tomorrow morning. we don't completely lose the marine influence, even though the heatwave is going to be peaking tomorrow for the inland parts of the bay area. unobstructed visibility by 9:00 at the latest, even along the coast, you will see improving

visibility as we head into midday and early afternoon. at least some sunshine will peek through. temperatures tonight dropping down to a mix of 50s and 60s. when you get hot enough in the day, the nighttime is just not long enough for the heat to escape off into space. so we stay above average for the low temperatures inland. 60s along the coast. lucky you. upper 80s and low 90s, mid to upper 90s come even close to 100 degrees in some spots. gilroy likely up into triple digit territory, you will hit the triple digits for most of the east bay. farther east of mount diablo, those are the hotspots, 105 in antioch in brentwood. temperatures around the bay also comfortable, 72 degrees tomorrow afternoon. about 80 degrees in oakland, a little bit cooler in berkeley. low to mid 90s for much of the north bay but the farther inland you

go, the hotter you are going to be. even up to 108 degrees. with the heat on, fire danger is something we have to watch. on the fire danger index, anywhere from 0 to 10 , we stay mostly below the halfway point , with a couple of potential trouble spots in the east bay in solano county. but on sunday, that is where we start to see higher values showing up, more trouble areas are outlined on the futurecast with the potential for fires. temperatures are going to back down to near average by monday and tuesday, another stretch of low average temperatures begins wednesday, that means back to the 60s in san francisco and oakland by thursday and friday. two more days of the heat advisory is inland, temperatures will return to average in the north bay and santa clara valley. for the fourth of july, which is pretty darn nice , everybody continues to cool off as we
