things up. and more problems for oakland's 911 response. what to do if you call and can't get through. and a new debate brewing in the east bay over the balance between security and privacy. good evening, i'm andrea nakano. >> and i'm brian hackney. homeless advocates in san francisco say the city is still carrying out homeless camp sweeps contrary to the order of a federal judge. the city says the allegations are riddled with falsehoods and they're doing nothing wrong. >> this comes after a federal judge said the city can't move people off the streets unless they offer alternative housing. betty yu has more. >> reporter: homeless advocates game claim the city is violating a temporary injunction on clearing encampments. the coalition for homelessness and other plaintiffs first sued the city last year. in response to

neighborhood complaints, a federal judge ruled in the nonprofit's favor in december. this week, the city attorney filed a brief to clear the record. >> we have workers reaching out to thousands of unhoused individuals every single year. this order has made it much more difficult to address the homelessness crisis on the streets. it's frankly put san francisco in an impossible situation. >> reporter: he said the city has gone to great lengths to comply with the injunction. the mayor also stated the city has increased the amount of shelter and housing for the homeless in the last five years by 50%. >> one of the issues in the lawsuit is what constituted whether someone is quote involuntarily homeless. we don't think that if a person refuses shelter or a person has alternative shelter, that that should, um, that should prevent us from being able to address the situation on our streets.

>> the overall sentiment of the laws in place are really about we want to, um, it's not, um, it's, it's cruel and unusual punishment to criminalize someone when they have no other choice but to be on the streets. >> reporter: on saturday, mayor breed said the injunction should be overturned while the city fights the lawsuit in court. cities can't operate this day. san francisco leads with offers of shelter, but when people refuse to accept the offers, they shouldn't be allowed to remain on the street, she tweeted. >> this mayor is doing what other mayors across the country and other mayors in san francisco have done, and that's shifting blame onto the backs of homeless people who backs are already sore from sleeping on the sidewalk. >> reporter: chiu said since the law went into place, homeless advocates haven't been able to show a single instance of the city arresting anyone under any of the relevant laws. >> we have an incredible crisis of homelessness on our streets

that's continuing to create significant public health issues, public savety issues for residents in san francisco and made it very difficult for us to get help to the people who need help.. and oakland's 911 response system is back running after an outage, but the dispatch system is still have been some problems. staff has returned to manually routeing calls, causing them to run slower than usual. this is after a power outage on thursday. response times have been impacted. dispatchers are having trouble communicating with officers out in the field. >> they're toiling with papers and pen, writing down individual calls, running across the room, giving it to the dispatcher, and then sending it to the officers in the field. >> city officials are closely monitoring the system. they say if you call 911 and your call

drops or the line is busy, keep trying. tense moments in dolores park tonight between police officers and dozens of skateboarders. police responded in full force to the annual tradition of skaters riding down a hill. the police were in riot gear with batons out blocking intersections to shut down the event. the skateboarders and onlookers were confronted by the police. in video from the bay area news group, you can see what appears to be fireworks and possibly bottles thrown. later, people in the area vandalized a muni streetcar, all caught on camera and causing extensive damage to that car. video also shows officers surrounded the crowd, circling in on them until they got what appeared to be dozens of people kneeling and sitting on ground. several police vans were on the scene to arrest an unknown number of people. it's unclear exactly what they'll be charged with. san francisco police have not responded to our attempts to find out more

about what happened tonight. scary scenes in pacific heights this evening as officials say a fire in an underground vault caused a manhole to explode underneath a tesla. you can see windows in nearby buildings blown out as well. no word on what started the fire, but fire officials are asking people to avoid the area. also in san francisco, a large grass fire flared up in mcclaren park this afternoon near geneva and sunnyvale avenue. it spread to about five acres, but they were able to stop it before it damaged a nearby school. investigators are looking into the cause of this fire as well. passengers still aboard the ruby princess cruise ship tonight, three days after the ship was damaged at pier 27. the plan now is to set sail tomorrow and cruise to alaska. the ship has been there since thursday morning when it hit the pier, ripping a hole in the side of the ship. the hole has been repaired. the coast guard

has inspected the fix and given the company clearance to head to alaska. the delay does, though, mean the trip will be cut short. princess cruises is offering refunds and discounts to the impacted passengers. well, the state of california will soon be looking for volunteers to light up a joint and get behind the wheel. it's part of an upcoming study on the impact smoking cannabis has on people's driving abilities. the participants will smoke either marijuana or a placebo and drive around a chp racetrack in a car equipped with sensors. >> it would be a little intimidating, but i would still do it. >> no, i would not volunteer to drive a car under the influence of weed. >> the more we look into how cannabis impacts driving, the better educated and better equipped we are to deal with it, the better equipped law enforcemented is to deal with it. >> recreational marijuana use has been legal in california

since 2018, but unlike alcohol, there's no universal definition of illegal cannabis driving. to make an arrest, officers are trained to look for signs of impairment. at the same time, berkeley trying to deal with the issue of stolen cars. police say 703 cars have been stolen in the last six months, an average of four stolen cars a day. some city officials say they want to introduce automatic license plate readers to better track the stolen vehicles as they leave or enter berkeley, but as john ramos reports, it sparked a debate about the line between solving crime and people's privacy. >> reporter: from his front porch, david taylor says in recent years, his cul-de-sac has become a dumping ground for stolen vehicles. he was once shot at during an attempted robbery. >> i think what's actually happened is crime has become a lot more dangerous for victims. right? you don't just get your phone stolen. you also get stomped in the face after

you're on the ground. >> reporter: as a systems engineer, he favors an analytical approach to the problem. >> we live in a high-tech area, it seems we'd use high-tech tools to fight crime, and it doesn't seem like we are. >> reporter: so a city council member has asked the police to reexamine a plan to install 52 automated license plate readers that would record all vehicles coming and going as an aid to law enforcement in the event of a crime. flock safety, a private vendor, would be responsible for the data, which would be held for 30 days. the idea is to place them on streets at the city's borders, like here on alcatraz avenue. but that's where chip moore lives. >> being under constant video surveillance is not the american way. >> reporter: bed sides being a neighborhood resident, he's also the chair of the police accountability board. he opposes the use of the license cameras because of how they could be used in the future. >> what happens when we decide we want to use facial recognition and recognition

with this same technology? it's in place. it's capable of doing that. i feel like that's a slippery slope and it's hard to stop the momentum. >> reporter: jenna lives along alcatraz and could potentially be recorded any time she left or arrived home. >> i'm generally opposed to anything that's like automated license plate imaging or facial recognition, anything like that. i just don't think it's, um, right to track, you know, everyone coming in and out. it's unclear how that data would be used. >> reporter: for now, the debate boils down to what people fear the most. is it crime or the police themselves? >> i would argue with anyone who feels like it's the only way that we can have our communities be safe is that we have to watch everyone all the time. that's no way to live in

at the musical strategy. [ singing ] >> reporter: they say music brings people together. they also hope it will help drum up foot traffic in union square and other parts of downtown. business owners have been hit with the blues since the pandemic. add on open drug use and homelessness, many stores could not survive since customers stayed away. there are at least three vacant store fronts across from the square and many more nearby. >> we kind of cut our hours on certain days. >> reporter: nate's family owns san francisco deluxe, the hop on and hop off tour bus. >> we're about 60%. >> reporter: his business 60% compared to pre-pandemic levels. this is union square on a saturday afternoon in july. >> not as busy. not as many tourists around. the foot traffic is not so much.

>> reporter: the office of economic work force development, the park, and the union square alliance teamed up to kick start the summer music series. the free concerts showcase local musicians and entice families to return to downtown. >> we have a strong police presence here. it's very clean and safe. we are our union square ambassadors who go and power wash and make it clean and they're picking up trash. >> reporter: businesses and visitors say they're seeing improvement. gone are the folks that used to shoot up drugs in front of tourists. this footage was taken in 2019. >> it's so clean now and so safe, i expect the city will come back alive after what we have gone through the last few years. >> it's a beautiful day. san francisco native. been here many times, but this is a totally unique experience. >> reporter: until the city can make people feel say, nick says no amount of music will bring visitors back. >> i think it's good. hopefully it will bring in more people to

the city, help out with local business, bring in some more money. but at the same time, i think the city still has a lot of work to do with cleaning up the homelessness and crime. [ singing ] >> reporter: organizers plan to expand the live concerts to some thursday nights starting in august. by the way, this is paid for by a state grant. and we'll have nice weather for these kinds of festivals and concerts. meaningful warm up is what i heard. >> yes, it takes us into the weekend and probably keeps going from there. >> great! >> beyond the seven-day. but it's how high the numbers will go that i want to focus on. we start out, the first thing we'll do is look at the next seven days. for the microclimate that usually experiences warm ups like this the most, the inland east bay. we start warming up here by tuesday and wednesday of this

week. you'll know a warm up has begun. i think friday probably more than anything else will be the day when you really notice the numbers have started to jump. we're going up to 96 on friday. that's just one location. so let's do this for everybody, and i'm going to skip ahead. we're just going to look at friday's numbers now bay area-wide. 95 santa rosa, 87 san jose. here's the nice thing about the rest of the weekend. it's just like from the second half of this week on, you still have one more day of a weekend that's going to be like that. those are the numbers up and down the east bay. you'll be in the low to mid-70s tomorrow. san jose only in low 70s. santa rosa only 80. going to be windy near the water tomorrow. a strong onshore breeze. the warm up that's coming our way, when you look at the satellite, you wouldn't see a thing, but

looking at water vapor, and you see something entering. see the yellow over us? that's showing where the air is quite dry. dry air is easier to warm up. but visualizing where the warm air is in the atmosphere, right now it's over here. you might have been hearing news about the heat wave happening in places like arizona and texas. well, this is about 3,000 feet above the ground. we're just going to watch it the next four days. watch that red blob. showing you relatively warmer air. it's centered right over us. that's one way to visualize the temperatures going up and say okay, this is a warm up migrating our way from the east. it's going to take a few days to get here. oakland, you'll be in the 80s. probably 80 on saturday. it's a nice day, but it's noticeably warm. for the north bay valleys, mid-90s by friday and saturday. san jose three degrees shy of 90 by friday. 71 tomorrow, and 87 friday. looking at the

inland east bay, you're going up to 97 by next weekend. this is not like that last spike in heat that took place about a week ago. but this is going to be noticeably warmer, and it's likely going to stick around for a little white. it keeps increasing until the end of the seven-day forecast. see you later, back over to you. the future of major league baseball was on full display saturday, and a few bay area prospects were in the thick of it. plus, it's been a long time coming for this giants starter to play in an all star game. the count is up to two for san francisco. stick around.

the nba season will look slightly different as the league announced an in season tournament this year. all 30 teams will compete with brackets from the two conferences, and from there, 8 teams advance to knockout rounds before battling for the nba cup in las vegas. it's going to be interesting to watch. golden state will be there, and they inked sarge to a contract on thursday. he played in 57 games between phoenix and oklahoma city last year. he has experience with cp3 as the two spent time in phoenix and won the 2021 western conference title together. a day before the u.s. women's national team prepares to face wales in a friendly match in san jose, u.s. soccer legend megan rapinoe announced she'd retire at the end of the season. she's on this year's
