over. we're tracking the storm. an urgent search is under way for two murder suspects on the run in two different states. what we're learning at this hour. and elton john wraps up his final show on tour. the emotional message the rocket man had for his fans. well, good morning, and good to be with you. i'm anne-marie green. around the country americans are coping with extreme weather from high heat to significant flooding. at least one person was killed after storms slammed new york's hudson valley. almost a foot of rain fell in that area. more extreme heat is coming after the global temperature set an all-time high multiple times last week. so jarred hill is here in new york to cover it all for us. jarred, good morning. >> reporter: good morning. parts of new york's hudson valley region are under a state of emergency this morning after that flooding there. the governor called the amount of water extraordinary. take a look.

new england, under flood watch. sunday in orange county, new york, suburban roads turned to rushing rapids after nearly a foot of rain fell. a woman in her 30s was killed, swept away while trying to escape. water surrounded a synagogue about 40 miles outside of new york city coming right up to the windows. >> this area and neighborhood, i think this is a first where the water came up that much. >> reporter: in norfolk, connecticut, it chewed through a bridge. flooding closed a highway in reading, pennsylvania, all as the national weather service warned monday about a considerable flood threat for much of new england with special attention to vermont and northeastern new york. the storms stalled flights at airports across the country with thousands of delays and cancellations. >> i got rebooked on a different flight today so had to stay overnight, but that flight is also canceled. >> reporter: meanwhile,

parts of the south and southwest are locked in a weeks' long heat wave. with dangerously high temperatures. >> it's not uncommon within 30 minutes to be unconscious from the heat. >> reporter: phoenix, arizona, is gearing up for an 11th straight day of temperatures above 110 degrees. going back to new york, the governor told wcvs radio that there's more missing individuals in orange county and an entire house, even, anne-marie, was washed away. >> wow, really concerning. >> jarred hill in new york, thank you. >> reporter: of course. this morning, president biden is in london where he is set to meet with king charles and the prime minister of britain. the leaders are expected to talk climate change, but other topics will also dominate mr. biden's europe trip as he is set to participate in nato's latest meeting. weijia jiang reports. >> reporter: it's the russian invavasion and t the state o of that will dominate the president's european trip. the world's biggest security alliance is grappling with if and when ukraine should join. >> i don't think it's ready for

membership in nato. >> reporter: the president suggested that the war must end before ukraine is admitted pointing to a nato agreement that all members would engage in the defense of any one ally that is under attack. >> if the war is going on, then we're all in the war, you know, we're at war with russia if that were the case. >> reporter: to help ukraine fight the war, the president made what he calls a very difficult decision to provide cluster munitions, canisters filled with a large number of small bombs that can be dropped over a wide area. >> i think they needed them. the ukrainians are running out of ammunition. >> reporter: some democrats say cluster munitions should never be the solution. >> they don't always immediately explode. children can step on them. that's a line we should not cross. >> reporter: on "face the nation" the ukrainian ambassador to the u.s. said, they are necessary and vowed that ukraine would not use the weapons in civilian populated areas.

>> there's nothing controversial about it. we are fighting on our territory brutal enemy. >> reporter: on sunday president biden had a phone call with president erdogan of turkey, and he pushed for sweden to join nato as soon as possible. so far turkey has objected, accusing stockholm of failing to crack down on groups it considers to be terrorists. weijia jiang, cbs news, london. well, right now, an urgent manhunt is under way in pennsylvania for a murder suspect considered armed and dangerous. michael burham escaped from a jail in warren last thursday. now, police say he is a suspect in a homicide investigation, and he is also associated with a carjacking of a couple in maine. officials say burham is a self-taught survivalist with military experience. >> it's a little unnerving knowing he could be somewhere in the woods. look where we live. there's woods all around. i hope they catch him quick and he gets what's coming to him.

>> officials say burham used bed sheets to escape. they say he is likely in the general area and hiding in the woods. another suspect is also on the run. this one in roseville, california. police say eric abril escaped yesterday from a hospital where he was being -- getting a checkup, rather. the 35-year-old linked to a fatal shooting was spotted on surveillance footage around 3:30 yesterday morning. he was last seen wearing an orange jumpsuit. well, gun violence erupted across the nation for a second weekend in a row. police in cleveland are searching for a gunman who opened fire on a crowd of people. it happened around 2:30 a.m. yesterday. at least nine people were injured. the victims were taken to the hospital, and a motive has not been released. in new york city, this man was arrested after allegedly going on a shooting spree. an 86-year-old man was among those killed. astrid martinez reports. >> reporter: surveillance video shows the suspect pulling up to

unsuspected pedestrians and shooting them in broad daylight. >> video shows that he's not targeting anybody. he's not following anybody. as he's driving on his scooter, he's randomly shooting people. >> reporter: after the first they shared video of the attacks to the phones of every nypd officer in what's called a critical message. in less than 30 minutes the suspect traveled eight miles shooting people in six locations and killed a man and wounded three others. >> a firearm was recovered inside the scooter. the 9 millimeter pistol had an extended magazine. >> reporter: in los angeles a similar crime. police say a gunman used a rifle to shoot at people from his car in three neighborhoods critically wounding a pedestrian. the gunman was later arrested. >> multiple shots fired. >> reporter: the latest incidents appear to be a trend in urban shootings. last week a masked man opened

fire at random in philadelphia shooting and killing five people with an untraceable gun, and here in new york police say the gun used in the scooter shootings doesn't appear to have a serial number. they're working to determine if it's a ghost gun similar to the one used in the philadelphia mass shootings. astrid martinez, cbs news, new york. well, officials are now saying what may have caused a small plane to crash near los angeles. it unfolded shortly after 4:30 a.m. saturday. it left a las vegas airport and was headed to murrieta, california, 70 miles southeast of l.a. and say the pilot got in contact with air traffic control reporting poor visibility. >> it appears that the weather was at the minimums for landing at that airport, so the visibility and ceilings allowed for a landing, but it was right on the minimums. >> the plane burst into flames after it crashed about 500 feet short of the intended runway.

officials say the pilot had tried to land the planes twice. all six people on board ranging in age from 25 to 51 died. an investigation is ongoing. overseas u.s. central command says a top isis leader was killed by a drone strike in eastern syria. they say he was killed friday in the aleppo region. no civilian deaths were reported. military officials say the mq-9 reaper that carried out the strike was one of the three u.s. drones that had earlier been harassed by russian aircraft over western syria. well, k0coming up, missing teenager mystery. a california girl is found at camp pendleteton, and a marinen in custody. and caught on camera, epic fail. why a would-be thief walked out of a nail salon empty-handed. this is "the c cbs morningng ne" .

give me all your money. get down. >> this attempted robbery in atlanta went awry. in footage released by police, you heard the suspect demand cash as he barged into a nail salon last week, but the customers ignored him. in the end, he left empty-handed. police hope the public can identify him, though. there's a setback in a lawsuit seeking reparations in the tulsa race massacre. and a missing california girl was found at a marine base. those are some of the headlines on the morning newsstand. "the orange county register" reports a marine was taken into custody after a missing 14-year-old girl was found at camp pendleton. the girl, who was reported missing in san diego county last month, is now back at home. she was found by military police at the marine base on june 28th. the girl's aunt told a local tv news station her niece has learning disabilities and was sold to a marine for sex. the case is now being investigated by ncis and the san diego human trafficking task force.

"the washington post" reports on an oklahoma judge has thrown out a lawsuit requesting reparations for the 1921 massacre that wiped out a prominent black neighborhood in tulsa. tulsa county district court judge caroline wall dismissed the case on friday. an attorney representing the last three living survivors is vowing to appeal. the suit was seeking compensation for the survivors, along with black tulsa residents in general. 109-year-old viola fletcher remembers the terror she felt. >> people running and screaming and you could hear guns shooting and hear airplanes flying over. >> opponents argue that reparations for the tulsa massacre would impose a burden on the city's financial stability. "usa today" reports on allegations of hazing involving the northwestern university football team. last friday coach pat fitzgerald was suspended without pay for
