this is cbs news bay area with reed cowan. >> right at the top, a potentially hazardous dust falls in the neighborhoods near one bay area refinery, the warning from your health officials. as the bay area braces for excessive heat this week come of the state unveils a new tool to help keep us safe. a new strategy to tackle homelessness, this involves digital detectives, we will explain. thank you for joining us. let's get to the top story, black ash falling from a refinery in martinez. anne makovec has what we need to know. >> reporter: and the mrc refinery has released a

substance called petroleum coke into the air, that is the dust you are seeing. it is a byproduct of the refining process and health officials don't know exactly what is in it. the release has stopped but they're still quite a mess left behind and it is considered potentially toxic. health officials are warning against people touching the dust or breathing it in. >> it is mostly made out of carbon and hydrogen, there can also be a refining process with trace metals and other chemicals or constituents inside this material and that is the exact reason why we are doing a laboratory analysis so we can speak more definitively as to what else is in there. because this is mostly coke and because the release is not continuing, right now we do

not believe that there are any health impacts that would be experienced by the community. >> the health department has received reports of dust falling on or near people's homes. here's what you need to know, do not touch it, do not breathe it in, the epa says it can have serious health impacts specifically on your heart and lungs and the county health department says you can wash it off your cars and sidewalks with water. you might remember, there was a white dust released from the same refinery in november, that was a different substance but after the fact, the health department warned people in martinez against eating vegetables from their own garden. they have not issued that warning here but stay tuned. here is a developing story that goes back decades, charles manson follower, leslie van hooten is free, after serving 15 years of a life sentence, she was taken to a transitional housing area and is now under parole supervision. her release comes after gavin newsom said he will no longer fight her parole. the governor previously rejected her last three attempts before this, she helped manson's followers carry

out the brutal killings of the los angeles couple in 1969. first alert weather, a look at san jose, comfortable conditions but we are looking ahead to the heat. darren peck , i have friends from vegas saying am i going to need a jacket or t-shirt? >> they are going to feel right at home, let me show you the warm-up that is about to take place. specifically for inland contra costa county, this is the forecast for the east bay, we are looking at over past the east bay hills towards mount diablo, we've got first alert days on here and even though saturday is the day where the numbers are going to be even higher, that might be where we peek, the three days on here are friday, saturday and sunday , all three are first alert status. i think friday might be more important because that is the day we are going to notice the temperatures really take the biggest jump. as we take a look at the current number right now for concord at

this point, it is 90, just on the other side of the hill. one other comparison just to take a look at how much cooler it is in the city, but even here in the city, when we get to that friday, saturday, sunday , we don't have a first alert forecast for san francisco. the numbers will be like the mid-70s here but we will go over that, we will look at the microclimates for your part of the bay coming up in just a few minutes. thank you so much. as we brace for hotter temperatures , the state has launched a new website to make sure that all of you are informed and safe during this extreme heat, it is called heat ready california, it has sources for high risk groups. if you have some of these groups, read up and see how you can best serve them. the heat wave will bring fire danger to some communities. we know this, rainfall created a lot of new growth on the hillsides. that is fuel, the heat we are expecting can very quickly dry it out.

>> we have all this extra growth , especially at the lower elevations, early in season when it remains wet and cool, then we get a prolonged late-season heat event or multiple prolonged heat events later in the season. you could still dry all of that extra vegetation out and call significantly active fire season despite how cool and moist it has been. >> we prepare for a heat wave in california is getting ready to send search and rescue crews to vermont. a lot of flooding, buckled roadways, intense storms dumped up to two months of rain in two days, they are evacuations going on and we understand it could get worse as the rivers overflow. very dangerous. other top stories , elizabeth holmes can leave prison earlier than expected. just to back you up a little bit, she is the disgraced

founder reporting to a texas prison camp in late may, sentenced to 11 years and three months for fraud and conspiracy. it was related to that blood testing startup. records from the federal bureau of prisons show that she is slated to serve 9 years and seven months which is less than originally sentenced to. right now, it is unclear why the release date may have been pushed up. those of you who live in hayward no longer see this when you go on the city's website, they have restored it after a ransomware attack on sunday. right now, city officials are going through the site to make sure it is fully functioning. the city says they want everyone to know no personal information has been leaked. you will meet a group of bay area teens taking a road trip like no other, this car runs on solar power. and they built it from scratch. a new approach to tackling homelessness and it is as simple as a single

jose is still worth something. the next drawing is tomorrow night. the jackpot is up to $725 million. $500 million is up for grabs in tonight's megamillion drawing. they pulled the numbers at 8:00 tonight, so your last chance to buy a ticket is by 7:45 tonight. a high school team from palo alto is embarking on a journey across the country, in something they built from scratch and it runs on solar power. they are a part of a national competition that encourages students to think big. students will be making their way from fort worth, texas to palmdale over the next eight days and we caught up with some of the students during their final testing ahead of the competition. >> reporter: starting from scratch takes on new meaning for this team from palo alto competing in the 2023 solar car challenge. >> i was super confused. this was new to me.

>> reporter: not only do they have to design and build a brand-new solar car and find all the necessary parts, they have never done anything like this or even worked together before, the students continued into the final hours before the car and the team had to head to texas. >> this is something that we just finished doing. >> reporter: this is a way to fuel her passion for cars, planning began in october and for the past three months, they've been putting the car together in this driveway. >> when i first started getting into cars, i was like it is shiny, i like it. >> reporter: now it is a career path heading into her junior year this fall, on her way to may be working in automotive engineering one day. >> getting girls interested in this is pretty hard, we only have four girls on the team. >> reporter: they feel like pioneers, not only are they the first to take this on in their community, they are showing their peers what is possible at a young age.

>> it feels good to be a part of something that starts in silicon valley. >> reporter: while the adults are around mainly to be chaperoned, she is serving as a coach for the team, she has experience teaching design at stanford, but right now she's focused on keeping these kids on track. >> it basically helps you think through problem-solving from a completely different perspective. >> reporter: even before the competition begins, they are feeling confident this year and for next year. >> we believe this is a multiyear project, we are not done , we are going to be starting the next car. >> reporter: the night before the car had to be shipped to texas, they did a test drive. a couple successful lapse, since most of them aren't old enough to drive yet. >> i'm extremely proud of my team and what we have done. >> reporter: what started as an extracurricular activity for one student has led many of

them down a path for college degrees and even their careers. the team made it to texas last night, they are going to do more testing ahead of the big competition and the race begins on sunday. take a look at this, the pickleball craze has reached san francisco's palace of fine arts. starting today you will be able to reserve three indoor courts for this sport that is exploding in popularity and we asked everybody , what is the big draw? >> pickleball seems to be very inclusive, people of all ages and backgrounds can play it. players are from kids to elderly folks. >> they told us that san francisco is leading in the pickleball game, we have 59 locations throughout the city and we understand there are more on the way. time for a look at the forecast with paul heggen. you just wanted to wear the tank top to play this weekend? >> you will want to be smart about how much you might

overdo it in the inland valley, because right now we have an excessive heat watch. san jose, you've got it, and so do other many valleys. we will bring in the current number right now of 84 degrees for san jose. that is already a pretty warm start . we can also just take a look at the seven day forecast because i want you to see how this is going to play out for san jose from that standpoint. we will let that play forward one more time. 84 degrees in san jose. let's talk about what happens over the next seven days, the numbers are going to climb, you will be looking at temperatures in the mid-90s. in san jose on saturday and sunday and because of that, if you take a look at where the heat risk is, this is the part of the bay where the national weather service is spotlighting for the locations where you need to be aware, it is going to be hot enough when we get to saturday, if you are

shaded in orange, you have that added risk of additional heat related health impacts. so go easy on yourself. let's take a closer look. everywhere on the map that is in yellow on here, it is pretty much most of the bay with the exception of the immediate sure, so if you look at the city, the peninsula and the east bay shore, you are not included. everywhere else on the map is and those are the places you want to keep in mind. an excessive heat watch is slightly more significant on the importance level, they put this out yesterday already. this will go into effect on friday and will stay in effect on sunday. the bigger picture will show you how this pattern is going to happen. you have to look at the atmosphere a slightly different way, look how dry the atmosphere is. when you look at the warm air, at about 3000 feet up, the deeper the red, the hotter the temperatures at that level. watch the migrating bulb of warmer temperatures eventually

park itself almost directly on top of us. you can see the center of that high-pressure, the center is going to be just off to the east in the desert southwest but that is close enough, we will feel it in the bay, this is going to be a significant heat wave for the central valley. the closer you get to the water, the less significant it becomes. we are looking at a moderate heat risk for the inland valleys. there's the seven day forecast for san francisco and oakland. when we take a look at the north bay and south bay valleys, you can see the difference, it is going to be near 100 for the north bay, 95 in the south bay. that is really where we will spotlight the most significant heat. thank you. it was a big rollout for the latest action thriller, mission impossible , the movie is expected to be one of the biggest blockbusters of your summer. starring the film, tom cruise and he gave

getting people off the streets has been a challenge for a lot of cities all over the country. on any given night, there's about 38,000 unhoused people sleeping on the streets just in the bay area alone, that's an increase of 35% since 2019. a new approach to tackling homelessness could be as simple as one phone call. >> this past new year's eve, 61-year-old, st÷phane hardy hit rock bottom. he was standing at the offramp on the freeway, holding a sign. >> i made this sign up , and it took me two months to actually use it. >> reporter: he made $60 that day, that was the price he would pay for his last shred of dignity. >> i am a marine, i never thought i would be in this situation port . >> reporter: he had a steady job before the pandemic, then work dried up, it wasn't long

before he lost his house, then his car. he couch surfed for as long as he could before finding himself out on the street. he was all alone in the world when a nonprofit called miracle messages offer to pair him up with a volunteer phone buddy. >> hello? >> hey, lindsay. >> reporter: she lives in upstate new york and even though they have never met, they pretty much talk every day. >> this is somebody that knows my situation that is in judging me. >> reporter: kevin is the founder of miracle messages, his upcoming book, when we walk by, explore something called relational poverty, defined as a lack of supportive relationships and severe isolation. >> when we think about homelessness and we think about what we need as humans, food, water, shelter, clothing , we need all of that to be fully human. but we also need love and belonging and connection. >> reporter: according to adler, at least one in four

people experiencing homelessness say a breakdown of social support was a contributor in becoming and staying homeless. >> just having someone to talk to, having somebody who is going through life with you, navigating complex systems, talking through challenges that they have , it allows a level of trust to be formed, a relationship to be formed, which can lead to so many other positive outcomes. >> the organization has what it calls digital detectives, tech savvy volunteers who help reconnect those living on the streets with their loved ones . for the last year, kevin and his team have been conducting a year-long basic income program for people experiencing homelessness. giving them $750 per month , no strings attached. st÷phane, who is one of the participants, says he is hoping to move into his own place in the near future. >> if i can come home at night
