breaking overnight iowa republicans pass a new abortion ban as demonstrators protest the legislation. what's in the bill. and deja vu, taylor swift fans having a hard time scoring tickets to her tour. why they can't shake it off. good morning, and good to be with you. i'm anne-marie green. this morning we are getting a closer look at the catastrophic devastation in vermont after powerful storms unleashed torrential rain triggering the worst flooding in nearly 100 years. the raging water wiping out entire towns. the water is receding as the cleanup begins. president biden approving an emergency declaration to help coordinate relief efforts. from california to florida, nearly 90 million americans are under heat alerts. in phoenix, the temperature has topped 110 degrees every day this month, and it's expected to reach nearly 120 by the weekend.

we have team coverage on the storms, the intense floods, and the sizzling heat. meg oliver starts us off in vermont. >> reporter: more than six inches of rain in two days caused widespread flooding leaving few areas untouched. >> here we go. >> reporter: andrew molen, co-owner of sam's steakhouse, showed us as he went back for the first time since the storm. >> a war zone. this is -- >> reporter: you're just stepping in mud. >> pure mud. >> reporter: what happened in here? >> the water was nearly to the ceiling. it was incredible. >> reporter: ring camera video captured the kitchen filling with water overtaking equipment. now the two-year-old restaurant is an absolute mess. >> it's devastating. we lost bridges. we lost roads. cars went down rivers. the power was such -- there was such force, it was moving dumpsters that were full. >> reporter: nearly the whole town needs rebuilding. the damage is extensive. take a look at this.

a railroad track dangling at least 60 feet in the air after the storm washed the ground away. out west in phoenix, arizona, it's a different kind of misery. a heat dome has settled in and people are just trying to cope. here's omar villafranca. >> reporter: after 11 straight days of temperatures of at least 110 degrees, people in phoenix are trying anything they can to cool down. some bus stops, even businesses use these water misters which can cool the air by about 30 degrees. michael imordino runs the breakfast club and says customers will brave the heat if the patio is cool. >> as soon as it hits 85 we turn on the misters and get cold drinks for everybody. >> reporter: with an excessive heat warning until next week, open spots are open for anyone needing a break from the heat. >> reporter: back in montpelier, vermont's capital is plunged in

floodwater. the dam at capacity rising 43 feet after 18 hours and days of intense rain. so far first responders have made more than a dozen water rescues. meanwhile, the dam nearby is at maximum capacity. if it overflows, the water would spill here into downtown making this situation worse. swift water rescuers are on standby. meg oliver, cbs news, montpelier, vermont. breaking overnight, iowa's republican-led state legislature passed a bill banning most abortions after roughly six weeks of pregnancy. protesters descended on the state capitol yesterday during a special session. republican governor kim reynolds ordered the action after the state supreme court declined to reinstate a nearly identical law she signed in 2018. planned parenthood says it will challenge the new law in court. the search for a homicide suspect who escaped from a pennsylvania jail is now entering its sixth day. authorities say 34-year-old michael burham used bed sheets

to escape from the jail in warren county last week. he's a suspect in the murder of a new york state woman in may and related arson. he's also accused of abducting an elderly pennsylvania couple while trying to evade capture. police believe he's still in the area of the jail. >> several leads included possible sightings last evening and overnight as well as discovery of break-ins of unoccupied structures or cabins. >> police say he is a dangerous self-taught survivalist who served in the military reserves. more than00 officers are involved in the search. a suspect is under arrest in connection with the shooting in downtown cleveland that injured nine people. authorities say 25-year-old jaylon jennings was taken into custody yesterday afternoon in a cleveland suburb. according to an arrest warrant, place say the suspect removed a gun from his car after he saw some of the victims inside a bar sunday morning. he allegedly shot into a crowd

of people. seven men and two women suffered non-life-threatening injuries. an hours' long hostage standoff at a hotel in las vegas is over. police say a man was arrested and a woman described as his hostage was released unharmed. investigators say it began yesterday morning with a report that a man and a woman were arguing at the caesar's palace resorts. the man pulled the woman into a room on the 21st floor. >> we heard a gunshot. i don't know if it was a gunshot or anything else. he threw a lamp shade, a cushion, a piece of wood, like he was just going crazy. >> police say no shots were fired, but they have not indicated if the man was armed. the casino remained open as one floor of the resort was locked down. president biden is meeting with ukrainian president volodymyr zelenskyy at a nato summit in lithuania today. it comes a day after zelenskyy

blasted nato for not setting a timeframe for when his country can join the alliance. jarred hill is in new york with the latest. good morning. >> reporter: good morning, anne-marie. in addition to that one on one between zelenskyy and biden, today a new nato-ukraine council is set to meet. an effort to bring ukraine as close as possible to the military alliance without actually joining, at least not for now. high stakes in a highly anticipated one on one between president biden and ukrainian president volodymyr zelenskyy. the meeting comes after zelenskyy criticized nato's reluctance to give a timetable for when his country could join the alliance, though they did offer a consolation -- announcing ukraine's future is in nato, but first the country has to make democratic and security sector reforms. nato's secretary general called it a major breakthrough. >> this will move ukraine closer to nato. >> reporter: zelenskyy wrote it was absurd to place vague new conditions on ukraine without

setting an actual timetable for nato membership. the question of when comes as the alliance persuaded turkey to agree to admit sweden following an earlier decision to include finland. but many nato allies worry doing the same for ukraine now could bring nato into direct conflict with russia. >> it's not something that can happen in the middle of a war. >> reporter: member countries are increasing shipments of equipment and investing in training ukrainian pilots to fly f-16 jets, an efforts the pentagon under secretary says won't be quick. >> we're talking about between 6 to 18 months >> depending on 16 to 18 months depending on how the pilots do. >> reporter: russia is watching closely. a spokesman said admitting finland and sweden is bad for russia and the country is prepared to take countermeasures. after the nato meetings wrap up today in lithuania, president biden is scheduled to head to finland for meetings with nordic leaders. back to you.

investment one case in 2017 clemson university officials offered to buy 60 signed copies of a book, but the justice's staff noted that most schools order around 400 copies. in a statement, the supreme court said it works with the justices and their staff to ensure they're complying with ethics guidance and added that the staff recommends the number of books for an organization to order based on the size of the audience. "the new york times" reports more than five days after a deadly cargo ship fire in new jersey started, officials say it's now been extinguished. two firefighters, however, were killed, and at least five others injured battling the fire on an italian cargo ship docked in port newark. the ship was carrying about 1,200 vehicles. >> we can officially declare the fire is out. we are transitioning to a phase of determining the cause of the fire and related fatalities. >> there was speculation that some of the vehicles on board
