defend his state's border. jarred hill has the latest on the legal fight. jarred, good morning. >> good morning, wendy. it looks like the governor anticipated the lawsuit, sending a letter to president biden earlier monday accusing them of not doing more and putting them at risk. the biden administration and texas are now locked in a legal battle over this 1,000-foot floating barrier in the rio grande. >> texas is protecting its sovereignty and constitutional right to secure the border of our state. ⌞> reporter: the federal government file as lawsuit yesterday to force texas to remove the buoys, vie alleging it violated the federal law. >> there's no good-faith effort here in what governor abbott is doing. he's actively undermining our border enforcement plan. >> reporter: he has defied federal calls to remove buoys which along with razor wire are

part of a multi-billion dollar lone star plan aimed at reducing illegal border crossings. >> it just happens to be i do business on that river. >> reporter: river guide jesse fuentes is also sueing to remove barrier claiming it's hurting his canoe and kayaking business. >> nobody wants to get on the water, nobody. >> reporter: the critics say the buoys anchored to the rush bottom are dangerous and could cause migrants to drown. governor abbott is vowing to take the case all the way to the u.s. supreme court. now all this comes as the biden administration says illegal crossings have actually dropped significantly since they started implementing some new immigration restrictions back in may at the end of title 42. wendy, back to you. >> jarred hill in new york. jarred, thanks. >> sure. across the country, the unrelenting heatwaves continue today with temperatures likely to top 110 degrees in phoenix for the 26th straight day. with no end in sight, officials are urging people to remain inside and keep cool to stay out

of the hospital. nicole sganga reports on the deadly high temperatures that are expanding into the midwest and northeast this week. >> reporter: the heat is relentless and dangerous. >> it's miserable actualy. >> reporter: phoenix is now on pace to become the first major u.s. city ever to average over 100 degrees for an entire month. at this high school in tempe, arizona, classes started last week. >> the hotter environment for students means what? >> we've required several cool zone spaces at every one of our campuses especially this year. >> reporter: while athletic fields are empty during the hottest hours of the day, the teams still practice. >> the athletes are drinking a gallon or two of water before they even go outside. >> reporter: outside the risks are everywhere. extreme heat is magnifying surface temperatures. even quick contact can cause first-degree burns at 118 degrees. blisters can occur at 131, and skin tissue can be destroyed instantly at 162.

in arizona, surface temperatures can reach 180 degrees. across the country, keeping cool can prevent heat exhaustion and heatstroke. so far this summer at least five deaths inside national parks have been attributed to heat-related causes. the heat is dangerous as well for creatures at the phoenix zoo. even desert tortoises need a water break. seniors at this rec center are playing it safe, exercising indoors. >> what do you worry about when the temperatures get this hot? >> air-conditioning not working. >> that was nicole sganga reporting. authorities say the search at the new york home of gilgo beach murder suspect rex heuermann could take days. yesterday the police say they found a walk-in vault with an iron door in the basement of the home. they're using excavation tools

report that north korea has received its request for information. >> none of us know where this is going to end. >> reporter: today north korea fired two more short-range ballistic missiles just hours after a u.s. nuclear powered submarine, the "uss annapolis" pulled into a south korean port. the "annapolis" does not carry nuclear weapons, but its arrival comes just days after the visit of another american submarine, the "uss kentucky," which is equipped to carry armed missiles. it's the fourth time in decades that a u.s. submarine has surfaced in south korea, a blunt reminder that it is always in range of american nuclear weapons. south korea's hard-lined president visited the ship to make sure north's kim jong-un got the message. >> david martin reporting.

there are new details about a dramatic car crash in san francisco, and the head of miami police is recovering after shooting himself. those are some of the headlines on the morning newsstand. the "miami herald" reports that miami county police director alfredo freddy ramires shot himself in the head monday night. the democratic candidate for sheriff in the 2024 election was asked to leave a tampa hotel after a heated argument with his wife. officials say he was attending a law enforcement convention there. state investigators say ramires suffered a self-inflicted gunshot wound after pulling over on an interstate. he's in stable condition. the "chicago tribune" is reporting a fourth lawsuit has been filed against northwestern university amid hazing accusations alleging physical, mental, and sexual abuse in the athletic program. lloyd yates called it degrading and dehumanizing hazing rituals. yates is the first named plaintiff in a hazing lawsuit against the university.

big changes at twitter or should i say x. you can see there workers taking down the company's signage after owner elon musk started a rebrand monday. the social media platform will now be called x with a new logo on the app and the company headquarters in san francisco. musk says he wants to build an everything app. you won't have to worry about the irs showing up at your doorstep unannounced. plus, watch out for rocks in cookies sold at trader joe's. those stories in today's "moneywatch." wall street started the week strong with stocks closing higher monday. the dow gained 183 points, the nasdaq took in 26 points, the s&p 500 gained 18 points. the tax man will stop making most unannounced visits to homes and businesses. the irs says the change in policy will help keep workers safe, prevent scams, and improve customer relations.

public safety officials say the fire started around 8:00 p.m. last night after a reactor catastrophically failed. no injuries have been reported and the power grid has not been affected. authorities in alabama say a woman who claims she was kidnapped from the side of the highway admitted she fabricated the story. carlee russell disappeared after calling 911 on july 13th, claiming to see a toddler walking along the interstate. after a massive search effort for her, russell walked into her home two days later and told police she had been abducted. in a statement to the police russell said she made up the entire story, adding there was never a child on the road. the body of a paddleboarder missing off the waters of martha's vineyard has been identified as the personal chef to the obama family. authorities were called to the obama resident sunday evening after somebody reported a possible drowning nearby. 45-year-old tafari campbell was visiting the island. the obamas were not staying at
