this is cbs news bay area with reed cowan. >> trouble in oakland, shootings, carjackings, carjacking attempts and killings may have been in the headlines in the recent weeks, but now we are hearing you, community members , calling out community leaders and law enforcement. we know you want solutions. thank you for joining us. we hear you in oakland, you are fed up with violent crime, there's a lot of blame to go around, so today we are tapping into that community conversation, asking, where are the solutions? let's get you caught up, the naacp is calling on elected leaders to declare

an all out state of emergency, that will help bring in resources to address public safety, this after homicides and carjackings and shots fired on freeways, armed robberies in the last few days and weeks. community members came out in droves last week , and we heard you. this was at a meeting in the montclair neighborhood part . >> reporter: the montclair presbyterian church was filled to capacity, the crowd inside was eager to talk about violent crime and started interjecting as district attorney, pamela preis tried to go into a presentation about criminal crisis 101. >> some people want to know , okay? >> address the issue. >> reporter: the captain from

the oakland police department was questioned about what officers are doing to prevent crime. >> officers in blue, i know your hands are tied, but you know, you are standing here on the corner, you can hear the cars coming over here, robbing us blind. >> reporter: the captain tried to explain how the departments hands are tied especially when it comes to property crime. >> if all we have is a burglary and my officer sees five cars getting broken into and that car takes off, we can't chase that car. >> reporter: a lot of the anger was directed at crime sprees where kids are the suspects. the district attorney said in a recent case, there wasn't enough evidence to take a group of kids to court. >> what happened after they were let go? >> they probably attacked someone else.

>> reporter: many concerned residents wanted to hear more about how criminals are punished. >> i just want to say , that there must be consequences . this is unreal if there are no consequences for these children. >> reporter: pamela price talked about the movement within the state to decriminalize kids, a movement that she identifies with. >> one of my goals is that i will give young people hope. that because i was doing some things that i shouldn't be doing, but because some people believed in me , that they helped me find another way. >> reporter: many residents say at this point, they no longer feel safe in oakland and they want more concrete solutions to the problem. but, at the end of the night for some, more frustrations set in. >> it's a lot of jabbering and ranting, but they didn't

really add much. >> how are you going to solve these problems? i mean, they still need solutions. >> earlier this month, betty sat down one-on-one with pamela preis after the official paperwork was filed to get her out of office, she talked about her goal to defer people from the criminal justice system which she says were believed to be racially biased. >> that is absolutely not true. often, many times people who are perpetrators are labeled as perpetrators and they were actually victims. >> despite the tensions at the meeting, it is clear to all sides that the effort to deter crime in oakland will take a lot of collaboration, a community coming together. the district attorney last night did tap into that. listen. >> it is going to take the

whole community to address the issues that face us. we have to come together with love in our hearts, we can't come together pointing fingers and shouting at each other . we really have to come together to find solutions. >> this is what we are talking about today and to that end, we are hoping to have a conversation with the da on this newscast regarding the ongoing crime concerns and what the solutions could be. we reached out to the office and we did not hear back. joining me now, somebody who will talk to us, bishop bob jackson . first of all, thank you for joining us, we appreciate your service , it is always nice to talk to you on the air and otherwise. a state of emergency, a calling for a state of emergency, are we really there in oakland? >> i believe we are and a lot of the people i have spoken with our agreeing that we are at that point. it seems as though crime has just escalated like never before in the city of oakland and it seems as though there's no protection

for the citizens of oakland, no outcry for public safety for our citizens. so, it feels like a hopeless situation, nobody seems like they know what to do or have a plan to do anything. it's just sad. we pay taxes, we try to be law-abiding citizens but when we have other citizens who are not, who seem to have more rights than the people that are law abiding, it seems like the shoe is on the other foot. it doesn't make sense. >> what are the solutions that you would propose? >> well, first of all, get california highway patrol in here because there are interstates and highways that are coming through oakland, even down to jack london square, the california highway patrol are supposed to be patrolling. that is why we pay the taxes and the governor needs to know, we need these california highway patrol men

to patrol oakland streets because they are really dangerous at this point. the police department is trying to patrol the streets in the neighborhood and do everything else when they shouldn't even be patrolling these interstate highways that belong to california highway patrol, that is number one. number two, i think all the law enforcement agencies need to come together instead of working in silos. we've got the housing authority police, we have oakland police department, we have alameda county sheriff's department, we have california highway patrol, but they are not together. they are not operating together as a law enforcement agency. they are operating in silos and i think when we call for a state of emergency, they will have to come and help us because we pay taxes to the state, we pay taxes to the county. oakland is one of the five cities in alameda county, we pay more taxes than anybody else. and

yet we get less services when it comes down to public safety. i just think the citizens, a lot of them are intimidated, they are afraid to speak up because of retaliation, because of all the things that have happened. so someone has to say something. i think for adams, the president of the naacp chapter, we will begin to talk and say somebody has to speak up. >> i question for you , and it is a difficult question to ask because we have been here before, where does the naacp fall when pamela price is considered in this final effort ? >> at this point right now , we are not even dealing with pamela price at this point, we are dealing with public safety, we are trying to stay focused on what should be priority right now. and right now pamela price is not priority for us. although she fits in

the loop somewhere, i'm sure. but for right now, we need to get a hold of the crime that is happening in the city of oakland right now. >> and restore hope. >> and also restore the fact that it is safe to live in the city of oakland. i have people that just bought houses, they are feeling like they just made a big mistake. >> we could obviously take the entire broadcast and continue talking to you , but for now, we want to thank you on this friday for having the conversation and once again reiterate to the da , you are always welcome to come here and talk to us and pursue the solutions and the same goes for oakland police and the other agencies that were just cited. bishop bob jackson, thank you so much. we want to know , what are some of those solutions from the law enforcement perspective, you just heard the bishop talk about that, we asked retired special agent harp about what they could do

to stop the crime before it happens. he said it boils down to two things. listen. >> i would do everything i could in recruiting efforts and hiring. the second thing i would do is absolutely try to figure out a way to get involved in more community policing. and by that i mean going after the neighborhoods, having children and juveniles learned that there is a level of respect that they have to have for law enforcement and it goes both ways. police officers have to respect the general public and they have to do things within the boundaries of what they are supposed to be doing and not make the rules. they have to set that first example. >> start seeing each other and being in proximity once again. jeff also went on to say that having more officers visible is important when it comes to deterring crime. we know you have a lot of frustration. we hear it every day here and we know that a lot of you are setting up on social media one way to let the pressure out. in fact, this is one of you right here saying, arrests

this is an update, charges have been dropped against the two suspects in this carjacking case in san francisco. police found the stolen car near a guard rail on saturday and crashed onto the street below. the reason they dropped it, they say the case need more witnesses and further investigation. it is a spectacle today in

santa clara, thousands of fans expected for the first of two taylor swift concerts at levi's stadium, and we are keeping an eye on the traffic around the stadium, as you can see, it looks like it is moving , about 27 miles per hour, getting close. they are encouraging all of you to use public transit to avoid all the troubles that could happen, malcolm jackson is our photojournalist, we know you are out there taking a ride with all of the swifties to see what the conditions are, have a safe and fun concert. we know you are excited, local businesses and hotels are matching that excitement as the concerts are expected to bring 58,000 of you to the south bay over the next two days. jocelyn moran shows us how they are welcoming so many people in. >> reporter: businesses are coming up with unique drinks on the menu as swifties take over the city.

temperatures are going to be in the upper 60s. the gates will open around 4:30 and of course the temperatures are going to be warmer , and she has a 45 song set list so that is going to be a while. right now, looking just fine around the bay area. the cloud cover is not as widespread but temperatures are going to be slightly warmer as we head into the weekend but still very close to what is normal for the last weekend of july. passing high cloud cover with us this weekend and we will cool down again next week. below average temperatures as we head into early august. that is going to continue closer to the 6 to 10 day timeframe, but we are going to be balancing things out. maybe a little bit below average, maybe a little bit above average and the trend toward above normal temperatures is going to continue . it's going to be a little toasty away from the water. that is the first full

week of august. looking outside from the salesforce tower, a little fog along the coast, otherwise we are looking good. 70 across the bay in oakland, temperatures are right around 90 in livermore and concord. if you're going to be heading out to the first game of the giants three-game series, temperatures are going to be in the low 60s gametime. and the fog is going to redevelop and start spreading towards the later innings, of course depending on how long the game takes to play. let's take a look at the futurecast, the marine layer will be spreading into the inland valleys but not as huge of a push, it won't last long, backing up to the coast toward noon. temperatures tonight dropping down to the 50s areawide , antioch is the exception, just barely above 60 for the overnight low. high temperatures for saturday warmer than today but still near average. upper 60s and low

70s around the bay, a mix of 70s and 80s along the peninsula but the hotspots in the tri-valley and the delta more likely to get up to 90 degrees . if you want real heat, of course you just have to go up to sacramento. the california state fair is not going to be as hot as last weekend. there's the four-day stretch of below average temperatures , monday through friday of next week , 60s and 70s around the bay, temperatures inland a mix of 70s and 80s. san jose has four consecutive days of 70 degree temperatures to start off the month of august, we will definitely take that. upper 50s for a couple of days right along the coast. besides the taylor swift concert, the 49ers training camp is also going on at levi's stadium. say hello and thank you to the people of the stadium when you see them today. brock purdy is officially in the mix. >> this is the volkswagen red
