growing and it is up for grabs. good afternoon, i'm elizabeth cook. civil rights attorneys are calling on the u.s. department of justice to investigate the antioch police department as they face fallout from the racist texting scandal. the antioch police department already under investigation by the fbi. >> yeah , it has been quite a year and they are asking for the department of justice to open an investigation of their own, they sent a letter to the doj and the u.s. attorney for the northern district of california . in the letter, the attorneys say the department is engaged in policing practices, discriminatory toward people of color and the practices are also homophobic and anti-semitic. nearly half of the officers are accused of being involved in a chain of homophobic text messages targeting numbers of the community. the law firm has filed two federal civil

lawsuits and represents 13 plaintiffs alleging civil rights violations. burris said he wants the doj to hold the police department accountable. >> deep-seated racism in the department that manifests itself in some kind of conduct, whether it is use of force, false arrest, racial profiling, that is the kind of area they are emphasizing. the culture is that we can treat these african-american people in these situations anyway we want and there's nothing we can do about it because they are not going to be held accountable. >> it came under the leadership of steven ford, this friday he is retiring, taking over is the guy in the middle, captain joe vigil, he joined the department in 2020, he is a 2000 -- 23 year veteran, the antioch pd is

under visitation by the contra costa district attorney and the state attorney general, we have reached out to the police department for its response to this letter from the civil rights attorneys and we have not heard back. of the vallejo police department is holding a community town hall tonight to discuss police response times as they grapple with staffing shortages, this comes after a state of emergency was declared late last month. the police chief said there are 51 patrol officer vacancies in his department, there are only 34 officers in a city of 126,000 people . the state of emergency helps the department recruit more officers and get more fill in help from other law enforcement agencies. last month, some neighbors expressed concern that the police community connection also needs improvement. >> to this day i have never seen a cop coming door-to-door

to talk to business owners to see what's going on and really good engaged. >> the community meeting is set for 6:00 this evening, it is expected to touch on proposed changes when it comes to responding to alarm calls for service, the solano county sheriff's office could take over in vallejo if the city cannot get more officers. some delays on caltrain this afternoon after a train hit and killed a person in redwood city . it happened around 12:30, about 75 people were on board. there were no other reported injuries. they have been contacted and they set up a mutual aid bus bridge, this is the eighth fatal collision this year for caltrans. we often hear about problems in the tenderloin, things like drug dealing, violence and even killings. one longtime resident has decided to pull out cameras to record everything. he says he wants to give other people and city

leaders a further look into what's really happening there around the clock. kelsi thorud spoke with the man who is recording life in the tenderloin, he is nervous he could beat targeted by criminals . he asked us to not show his face and to distort his voice. >> john has lived in the tenderloin for more than 30 years and says he has never seen things as bad as they are right now. >> this is just normal, we see this all the time, we have become so accustomed to it, i don't even think about the fact that it's not right sometimes, it's crazy. >> just this weekend, he caught this shooting on his security camera set up outside his home, you can see a guy shooting a gun multiple times in the middle of an intersection as people and cars go by. >> there was an initial shots fired from the other direction, and it just went off, it was

madness. >> he and neighbors call the police constantly to report the violence and drug dealing that plagues their block day and night. he said the police do come to investigate but the dealers just hide out until they are gone. >> people are smart, they come back and it continues. >> that is why john decided to take things into his own hands. for a while, he has been documenting all of the drug dealing and crime on his block, posting videos on social media, he said his goal is to show people the reality of what's going on in the hopes that city officials and others will do something to stop it. >> i know it is complicated, but i know everybody has an opinion on what should be done. i don't think enabling people with doing drugs is helping. i think there's so many factors, there are people that are using the drugs , and getting

them the help they need. >> he says until these issues are solved, you will continue to post videos of what is going on online. he wants everyone, especially those who don't live in the neighborhood to witness what is happening so they can't turn a blind eye. >> we are begging for somebody just to listen to us and to be consistent with following through. >> neighbors have started to ask him to help install cameras of their own. breaking news, we are following police activity going on right now at the lake merritt art station in oakland, trains are not stopping right now. right now it is unclear exactly what is going on but police say they are searching the area for suspects. we will stay on top of this and bring you updates as they come into the newsroom. the oakland airport might get a name change, the port of oakland change claiming most

international travelers don't know where oakland is so they do not fly there. as a result, airlines do not add service. they think a name change could help raise awareness of their location and boost tourism. the port insists they will not drop the word oakland from whatever name they settle on. they also tell us the idea is just an in the research stages right now. the mega millions jackpot is up again, now at $1.58 billion. that number is amazing. we found people buying tickets at colonial donuts in oakland, that is considered a lucky spot, having sold winning tickets worth more than $800,000 in the past. and donut shops seem to be a popular spot, we asked people at royal

are under review, the s&p closed down 19 points, the dow jones fell 158 and the nasdaq dropped 110. while it has been a relatively quiet fire season so far, we are just at the beginning of the traditional peak that runs through october. a couple of sonoma county nonprofits are teaming up to help homeowners make fire safety repairs they otherwise may not be able to do on their own. some minor changes around the house could make a critical difference. >> one of the best things was they were telling being me things i had no idea about my house. >> reporter: vicki loves her new life in sonoma county, just a few years and the move from san francisco. she has learned a lot about what it takes to keep the house safe from fires out here. >> he explained it's really to keep the sparks from flying

into your house because often times the fire is removed from you, but the sparks in the wind are pushing everything through your house. >> reporter: covering openings around the house with the right kind of tool is just one change she will need to make. larger changes include replacing an all wood deck with composite it is part of the program to help homeowners who cannot make the right improvements on their own. >> i was not only not knowledgeable enough to do what needed to be done, but i needed the physical help as well as the fiscal help to make some of these things happen. p started offering assessments a few years ago but when the homeowners asked to help cover the cost, the nonprofit teamed up with habitat for humanity, they started working together on homes earlier this year. >> i'm so happy to have the opportunity to take advantage of this.

>> reporter: she knows what needs to be done and can work with the team to get all the changes covered around her property including how to make a propane tank less of a risk and removing bamboo around the house. >> anything low to the ground is going to have a way to move up to my house. >> reporter: no wildfire has come close to the property, but just before she moved in, a couple buyers said a couple fires were burning close to the region. >> i think it's really important to get the word out to others , here we are, we sit in this area that is so beautiful, and yet can be so deadly and what can we all do? >> reporter: one by one, homeowners like vicki will have more confidence that their house can survive the next major test from wildfire season. >> the county is extending the partnership that helped vicki make changes to her home by the end of the year, they help more services. speaking of fire season and getting ready for what the weather is probably going to look like in the fall , paul

heggen is here, and we have been really lucky so far this summer, but as we said, fire season is really next month into the early fall. >> if we are seeing what is normal for summer at this point in the season, which happens so frequently, that it feels kind of jarring, the heat was very brief, followed by cooler than normal temperatures, allowing the ground to absorb a little bit more moisture. the fog did retreat to the coast, there was some concern that maybe san francisco would not clear out to any great degree, but we did see the fog retreating back to the coast, it is going to come back tonight, with some drizzle possible again. we will be cool through the end of the workweek, and the cloud cover is going to increase a little bit even into monday as the remnants of the hurricane eugene sneak up to california. another warming trend will kick

in as we head into the weekend. the futurecast as we zoom in, you can see the fog surging inland by thursday morning, then by the end of the futurecast, you can see some of this cloud cover and even showers associated with what is left of eugene, making its way up into the sierra , we could see some floating clouds passing through the bay area, that is going to be about it for the weekend. it is not going to slow down the warm-up , and it's going to make itself at home, a significant chance of above normal temperatures in the 6 to 10 day timeframe, and all the way to august 22. so while the next wave of warmer weather doesn't look like it is going to bring extreme heat to the bay area, it is going to be more persistent. temperatures are comfortable right now, looking from the east from salesforce tower, temperatures in the mid 60s downtown, a mix of 70s and low 80s inland, san jose is the warmer spot at 82 degrees. temperatures in

oakland are going to drop off through this evening as the fog spreads across the bay, temperatures dropping throughout the oakland a's second game against the texas rangers. here's the fog really spreading out by early tomorrow morning, gray skies to start the day, it doesn't last too long inland , and it could take a little bit longer to clear out compared to what we saw today. temperatures tonight dropping down to the mid to upper 50s, a few spots around 60 degrees, highs tomorrow a little bit below average, temperatures around 70 in the bay, and a mix of 70s and 80s inland, but even the warmest spots in easter contra costa county, only hitting the mid 80s tomorrow, thursday and friday. temperatures are going to warm up as we head into the weekend and next week i'm a slightly above average temperatures. more noticeably

warm, even hot farther inland, opportunities for 80s, but at least you are short of 100 degrees, even along the coast you should manage to climb up a little bit farther into the 60s. we are continuing to follow breaking news from oakland, where the lake merritt bart station has reopened after some sort of police activity, they were searching the area for suspects so it is unclear who exactly they were searching for or why they were searching for them and we will bring you any updates as we get them. with less than five days until the 49ers first preseason game against the raiders, one of the biggest questions starts with brock purdy and overcoming his injury. will we get to see him take the field in vegas? here is matt lively. >> this is the volkswagen red and gold report. >> the 49ers leave for vegas on wednesday and they better pack

a bay area mom is filling a void in the toy market, real world asian representation when it comes to dolls. >> there were rows of caucasian dolls, blonde hair and blue eyes, and there were ethnic characters that looked ambiguously asian, latina , you just were not sure. >> so she started a mission to create a doll that looked like her 3-year-old daughter, jillian. she googled how to make a doll, found an asian toymaker, then researched everything. she named the doll jilly-bing, one of the accessories is a hat that flips into an egg tart. >> we want people to have fun learning about different asian foods. >> she is beautiful. >> eleanor was determined to
