good morning, and good to be with you. i'm anne-marie green. we begin with the death toll jumping overnight in the maui wildfires. at least 55 people have died now. and that number is expected to rise. a historic town has all but burned down with more than 1,000 structures destroyed. the fire is 80% contained. search and rescue efforts continue as crews try to reach remote areas of the island. officials expect that it will become the state's deadliest natural disaster in more than six decades. jessica kartalija has more from maui. >> reporter: these are the smoldering ruins of the historic hawaiian city of lahaina. >> we know that many people are suffering, the fatality numbers will climb. >> reporter: hawaii governor josh green toured the devastation yesterday. >> what we saw was likely the largest natural disaster in hawaii state history. >> reporter: local officials say no one could have predicted the massive wildfires that struck

west maui this week fanned by strong winds as hurricane dora passed just south of the islands. lahaina resident liza tobias walked back to her neighborhood days after fleeing the flames. she found her home in ruins. her father carlos is among the missing. >> i wanted to force him to come with me, but he -- he was very hard headed and didn't want to come. >> reporter: maui officials are urging residents to stay away with multiple smaller fires still burning in west maui, and many communities without power and water. >> it's still very, very hazardous in the burn areas. things are falling every minute around us. >> reporter: yesterday president biden approved a disaster declaration for hawaii, clearing the way for federal assistance. >> our prayers are with the people of hawaii. but not just our prayers, every asset we have will be available to them. >> reporter: shelters have been sets up to accommodate the thousands who are now displaced. the governor says it will take several years and billions of dollars to rebuild. jessica kartalija, cbs news,

maui. the united states has reached a rare deal with iran. tehran will free five imprisoned americans in exchange for the u.s. releasing billions of dollars in frozen funds. cbs news foreign affairs correspondent margaret brennan has details. >> reporter: as the first step of president biden's deal with iran, these five americans were transferred from tehran's notorious evan prison to house arrest. secretary of state antony blinken -- >> my belief is that this is the beginning of the end of their nightmare. >> reporter: the prisoners may be back on u.s. soil as soon as september. for years, the detainees' families have urged president biden to just bring their loved ones home. >> my dad's just a dad. like let him come home. >> reporter: businessman emad shargi was taken in 2018. so was environmentalist marad tobaz, another man imprisoned

in 2015 today called past eight years horrific. two other americans whose names are withheld will also be released. the breakthrough comes amid tension. earlier this summer the u.s. sent additional warships and marines to the gulf after iran attempted to seize two oil tankers. the white house declined to detail the deal citing negotiations as both delicate and ongoing. in exchange, iran will be able to access $6 billion in a restricted account in south korea. those funds will be transferred to qatar. once there, iran will be able to use them for purchases permitted under u.s. sanctions. the white house said this is not ransom, and no u.s. taxpayer dollars are involved. in the meantime, iran claims that the u.s. will also release and pardon five iranian prisoners. as of tonight, a u.s. official said no one in u.s. custody has been released. margaret brennan, cbs news, washington. now to the economy, and the labor department says consumer prices rose slightly last month for the first time in 13 months. for some people the summer heat is keeping costs high.

carter evans reports. i don't have to worry about paying this air conditioning bill. >> reporter: for robin, the air conditioning in her building's community room is a welcome relief. what do you keep the thermostat in your apartment? >> oh, 78. >> reporter: her july electric bill still jumped 46%, and on a fixed income she can barely cover the basics. >> i have to choose, you know, milk one week, eggs the next week, very difficult. >> reporter: the inflation numbers seem to be easing. are you feeling it at home, though? >> no. not at all. >> reporter: running air conditioning in the record heat is the expected to drive up energy costs nearly 12% this summer. it's a budget buster for some families. >> there's a lot of work that shows that poorer households do suffer a higher inflation rate. these people are feeling it somewhere around 5% to 6%. >> reporter: that's because most of a low-income family's budget goes to necessities which are

still rising, like rent, groceries, and electricity. and there's new evidence people are using credit cards to cover the bills. for the first time in the u.s., credit card debt has surpassed $1 trillion. >> we polled consumers that carry credit card balances about what was behind that, what caused it. emergency and unplanned expenses was the top answer, but even everyday expenses, one in four a sign of financial strain. >> reporter: gas prices have picked up in recent weeks, but a little too late to impact the july inflation report. if those prices keep rising, it could put inflationary pressure on next month's reading. carter evans, cbs news, los angeles. president biden is asking congress to approve $24 billion in additional aid for ukraine. it includes more than $13 billion in military assistance and more than $8 billion for humanitarian and economic aid. it's the first time the white house has asked to send more arms for ukraine since

five months ahead of the important iowa republican presidential caucus, candidates are arriving for the annual state fair. former vice president mike pence, north dakota governor doug burgum, and radio host larry elder were there on the fair's first day. others will be there over the weekend including former president donald trump who's scheduled to visit tomorrow. a not guilty plea in the deadly shooting on the set of the movie "rust," and more luxury travel reportedly gifted to supreme court justice clarence thomas. those are some of the headlines on the "morning newsstand." "propublica" reports that wealthy benefactors have treated supreme court justice clarence thomas to more luxury vacations and perks than previously known. the news organization says the gifts include at least 38 vacations at luxury destinations, 34 flights on private jets or helicopters, a dozen vip passes to sporting events, and a trip on a yacht around the bahamas. ethics experts say thomas appears to have broken the law by failing to disclose some of

those gifts. thomas did not immediately respond to a request for comment. the "associated press" says the 17-year-old suspect was indicted on a hate crime murder charge in the stabbing death of a new york city professional dancer. authorities say a confrontation began last month when 28-year-old o'shae sibley and his friends danced shirtless while pumping fuel at a gas station. prosecutors say the suspect whose name has not been released taunted the men with homophobic slurs. when the argument escalated, they say he stabbed the victim. officials say the attack was motivated by anti-black and anti-lgbtq bias. and "people" says weapons supervisor hannah gutierrez reed pleaded not guilty to charges in connection to the deadly shooting on the new mexico set of the movie "rust." the 26-year-old armorer faces charges of involuntary manslaughter and tampering with evidence. the film's cinematographer, halyna hutchins, was killed when a gun held by actor alec baldwin
