now at 11:00, a woman dragged through the street by thieves. activists say enough i enough when it comes to crime i oakland and they are putting th finger at city leaders. the tough questions they will get t ask them face-to-face. >> from kpix , this is the late news with sara donchey on cbs news bay area. >> hello, i am sara donchey. we have seen a lot of wild videos out of oakland, and tonight another one of a very violent and disturbing robbery that ended with a woman being dragge on the street, as you saw. a
1:39 am
community activist showed this to us, saying this is another example of what is all too common in oakland. that happene just a few days ago, and earlie this month security video caugh this, of a driver peeling into an intersection and a person firing a gun in the middle of the neighborhood. so betty, i know we are coming off a violen 36 hours in oakland. >> there have been four homicides in oakland since sunday. one resident said that he is fed up with the violence and wants the mayor and d.a. to do more. >> the most recent deadly shooting in oakland happened just before 5:00 p.m. monday at high street near a gas station. paramedics responded that the victim was pronounced dead a short time later. seneca scott founder of the nonprofit neighbors together oakland want
1:40 am
to raise awareness about what h calls the city public safety crisis. he shared video of this purse snatching caught on camer at 17th and international last wednesday. after knocking a woman to the ground the robber drags her across the road. earlier this month another camera captured a passenger firing a gun at a car just ahea of it. police said no one was injured but several cars were hit. >> it is very scary. we have lost rule of law. there are several cities in america that are going through a similar crisis. the common denominator in all these cities are the progressive d.a.s. >> the biggest increase in crim is been shown in oakland compared with the same time las year, and it is in robberies, burglars and car thefts. this saturday there will be a town hall with pamela price, who is facing a recall less than a yea into office.
1:41 am
>> there is a balance between justice and making sure the people are safe. >> a community safety meeting i planned for early september and sheng thao is expected to attend. >> she is absolutely ghosting her city. >> so that town hall that you saw is taking place this saturday at 1:00 p.m. and happening at cornerstone missionary baptist church in oakland. >> betty, i know that last time pamela price did one of these meetings she was in the hills i oakland and there was a long line to get in. she faced a lot of tough questions from upset people about crime concerns, an now she has this recall effort that is going against her. what does she need to do in a public-facing political sense? >> reporter: tonight we asked a political expert that very question, and he said that she
1:42 am
needs to use this opportunity t fix her messaging. this is his advice. >> i would tell her to relax, that she has a much larger audience than the crowd that is angry at her and that she neede to message and continue to remind people, i am trying to fix a broken system. what i am being credited with is more of that inherited broken system. i need time to make the changes and reforms i want to make. i think she needs to remind peopl that she did not create this situation, she inherited it. sh hasn't been in power long enoug to be responsible for most of these cases. >> again, she will be having another meeting in two weeks where she will address these issues. mayor sheng thao will b at the meeting as well as seneca. >> so we have to see how they interact, what they say and wha the public responses. becky, thank you so much. it has been quite a 24 hour when it comes to whether in our state. hillary was the first
1:43 am
tropical storm to hit southern california and 84 years and it left behind a mess. roads were washed out and flooded. rings were so bad in palm springs the people had to be rescued in a bulldozer. the mud in some places was up to six feet high. and in san bernardino county, a truck had to race off. it was trying to beat in mud flow and could have swallowed it up had it been in the right place at the right time. our wilson walker shows us the damage left behind and how waterways are pushed to their limit. >> it is very, very scary. >> reporter: arturo morelos has been here for a long time and has seen a lot of rainstorms. this was something different. a drainage creek beside his home which he says has never been a problem before suddenly erupted
1:44 am
in the heavy rains washing over the street. for a brief time it surged right over his property. >> i don't want it! it is comin through there and -- >> reporter: not high enough to get inside his house but high enough to wash away the ground beneath his stone work. >> right here, look at this! >> reporter: an hour away, louis was removing the desert that had washed over his property. more of a nuisance than a disaster was the story i most places as the floodwaters disappeared into the desert almost as fast as they arrived. >> if it is gone, it is gone. i it is going to damage your place, it will be quick. >> reporter: this is a region that knows heavy rain, but not
1:45 am
in august and in some cases not like this. >> never in my life. only in mexico. >> reporter: the city crews are being nice enough to take some of what washed away and deposit it on the property so they have help patching up the holes. thi is a good example of what i hav seen in this area of southern california. a bit of a mess but not exactly damaged. all the water channels and spillways pushed to the limit but not exactly blowing over the limit and causing serious problems. the real novelty is that this has happened in august when everyone is normally talking about extreme heat or maybe eve fire danger. this was the storm out of the ordinary for certain >> and it wasn't just californi that got hit. southern nevada saw plenty of rain, too. the storm washed out roads there an some cars got stuck.
1:46 am
obviously that storm has moved past us to the east of us i kept asking you what today. i it humid? >> is it humid outside? yeah. i was kind of sticky and especially by bay area standards. we both lived in texas and that is just a whole other world of humidity, but we don't expect anything close to it on the west coast and yeah, it kind of felt nasty! just som of that moisture from hilary. i is now a post-tropical system that has been swept up into the larger-scale movement of weathe across the northern hemisphere and north america the left quit a bit of rain behind. some of the official amounts from communities in southern california, almost five inches of rain in beverly hills and three in palm springs. that is three quarters of what they pic up in an entire year. l.a. picked up three inches of rain and two inches of rain for san diego. some of the less densely
1:47 am
populated spots had higher rainfall totals. almost a foot in the mountains around palm springs and numerous six to eight inch rainfall totals reported in death valley. we ha some hit or miss showers today. it was the moisture from hilary interacting with the remnant circulation that was tropical storm eugene a couple of weeks ago. that thing has just been hanging out and refuses to go away, but as the moisture gets pulled away from us our rain chances will go back to lower than 10% for tomorrow which is much more typical for this time of year. and sara, it should feel less humid tomorrow, even though the moisture has not completely gone away just yet. we take a look at that in the full forecast. >> all right, paul, thank you s much. if you are scared of flying this is the kind of landing of your nightmares. this happened at john wayne airport in orange county during all the rain and wind from hilary. the landing gear collapsed so the plane slammed into the ground as it
1:48 am
was landing. passengers were screaming. tonight the plane is still on the runway and badly damaged. one of its engines is sagging on the ground. >> normally this type of shaking his normal turbulence but it normally does not happen this close to the ground. >> i presume there was quite a bit of wind and rain which make it very hard in a short runway like orange county airport. >> the passengers said it was incredibly scary but thankfully everybody is okay. they were al escorted off the plane. owning a business is hard work. it was a project for one bay area man that started befor he was born, so why is he givin it away for free? so many big-box stores are closing in san francisco but on that specializes in big boxes i opening. we look inside mid-market 's newest addition and this is the last person you would expect to be talking abou a magic

we talked about a lot of bi stores closing in downtown san francisco. nordstrom is shattering, old navy, westfield a lot of people are excited to see a major retailer opening here. ikea is coming to mid-market wednesday and we get our first look inside tonight. the store will focus on furniture for smaller spaces,
1:52 am
which is, as we know, the reality for many people living in san francisco. not a lot of room in most of the apartments here. this ikea is one third o the size of the one in emeryville. it is 85,000 square feet and it has 27 furnished rooms , a cafe and a grab and g food court. a pet store in chinatown ha been around for two generations the owner says it is his life's work but now he is at the end o his leash and he is ready to give the business away for free as itay hod reports, this is a story with a twist. >> reporter: you could say that talking to reporters is not exactly john chan's favorite thing. but when it comes to animals they actually listen. and why wouldn't they? since he was little he spent every spare moment at his father's store in
1:53 am
chinatown called pet central. after his dad retired, john too over, tending to exotic pets from birds to reptiles to fish. >> you come to the store and you see these animals looking for you, dancing in front of you. that is the most important moment. >> reporter: for more than 40 years he has been working 10 hours a day, six days a week, never taking more than a couple days' vacation. but now at 58 h is looking to retire and spend more time with the family, whic is why he posted an ad on socia media looking for somebody to take over the business. the ad read, looking for somebody who loves animals. asking price? zero dollars. which brings us back to the store and the most burning question. why? >> we are not trying to make money on the pet store. we want to find good people with a good
1:54 am
heart to take care of animals. >> reporter: it is not completely free. while john say the word business is worth $300,000, he hopes to recoup th inventory, which is about half that. he says the idea is to find someone who will take care of his beloved animals and loyal customers. andrew brown, one of his regulars, says this is the end of an era. >> i can only say that it is very iconic of him. >> reporter: as for john, he is already making plans for the future. but first, quite literally, he has to give away the store. >> john says he has not yet found the right candidate but h already has a couple people

asking. paul is back to talk about the weather and there has been lot to talk about! >> it is bizarre for this time of year. we are used to fire season ramping up and instead w are talking about flooding rain with the tropical system for th first time ever in california! >> this is a weird time of year. my alexa thought i was in l.a. and was flashing tropical storm warning! >> it would be unusual if we had her this far to the north, but never say never! let's take a look at what is in store for the next few days. things trending back towards a normal august pattern. today we had scattered showers as the moisture associated with hilary got tapped into by the remnants of eugene. that was the low swirling away off the coast. so those two systems combining fo hit or miss showers. still a chance of that tomorrow but the are fewer and further between. we have seen numerous cloud to ground lightning strikes throughout the past 12 to 18 hours all across california and of course in southern californi
1:56 am
yesterday but that activity will be dying down now that the sun has been down and we should see less of it as we head through the day tomorrow. futurecast chose the fog pushin in and it backs up to the coast by midday. notice you do not see much of the activity poppin back up, even in the high sierr and the mountains of northern california. so though showers and storms should be fewer and far between tomorrow with less than a 10% chance around the ba area. the heat will build as we head towards midweek. temperatures in concord go fro the upper 80s to upper 90s but it is another brief hot spell going back to near or below average by tomorrow and the las weekend in august is looking pretty nice. as temperatures go up, here is the good news. the humidity will go down. it was quite noticeable today and it will still be noticeable to start the day tomorrow but as w head through tuesday we get bac into the not bad category. through wednesday even as temperatures climb we should be back to comfortable humidity levels which is where we are supposed to be pretty much at
1:57 am
all times. the other thing we have to monitor is the air quality. some smoke from the smith river complex in northern california drifting towards us and a lot of it will be elevated, so i think the worst of our air quality will be in the moderate category tuesday and wednesday but we will keep you updated in case we sneak into the unhealthy categories. right now looking towards downtown, not seeing the fog swallowing up downtown san francisco just yet. still holding onto 70 degrees in san jose and we are only going to mid-60s by tomorrow morning, also a reflection of that moisture in the atmosphere with a more humid air mass not going down as efficiently as a dryer air mass, so we then warm up to almost exactly normal highs by the afternoon hours on tuesday, mostly 70s around the bay with 80s down the peninsula and 60s on the coast. a mix of 80s to around 90 degrees for the warmest spots inland. the hottest day is on wednesday and will not be hot around the bay
1:58 am
but warm . mid-70s and san francisco mid-80s for oakland o wednesday but back to near normal by friday and saturday. the hottest day for the inland valleys of the north bay and th santa clara valley pushes temperatures up to or slightly above 90 degrees on wednesday and the hottest spots in the tri-valley and delta approachin 100, but only for one day, and that is not record-setting, the back to normal august heat. vern? still ahead, it is the eve of a giants prospect's dream! a nightmare for the big
