stage tonight for the first time this election season. why the party's frontrunner says he will miss the event. trump ally surrender. former president trump will turn himself in to georgia authorities tomorrow for alleged election interference, but some of his 18 co-defendants have already been booked. and miracle rescue. eight people including six children left dangling nearly 1,000 feet over a river. how a community worked feverishly to free them. good morning, and good to be with you. i'm anne-marie green. tonight the 2024 presidential race heats up with most of the top republican hopefuls taking the stage for the first gop debate. now the event in milwaukee is moderated by fox newschannel host bret baier and martha maccollum. eight candidates will be there, but the early frontrunner, former president donald trump, says he's going to skip the debate. jarred hill has more on what's the stake for this part -- for those taking part, rather, tonight.

good morning. >> reporter: good morning. you know, this could really be a fight for recognition and truly survival for some of these candidates. only one of the eight is polling in the double digits right now, and without former president trump there, some are hoping to show that they can be a solid alternative. the stage is being set in milwaukee where eight republicans will face off in their first presidential primary debate. >> you're going to have a serious policy discussion between the other candidates, and there's a lot of differences there. >> reporter: but the gop's big night will be missing the party's biggest name -- frontrunner, former president trump is opting out. he posted on truth social yesterday, quote, i will be very busy tomorrow night. enjoy. >> trump's absence from the fox news debate makes it a race for second place. >> reporter: the former president is expected to surrender to georgia authorities on thursday following his indictment over alleged efforts to overturn the state's 2020 election results. >> we can no longer pretend that this is normal.

that's where he will be booked on charges related to alleged election interference in that state. at least two of trump's 18 co-defendants have already turned themselves in. nikole killion has more. >> reporter: john eastman, one of the alleged architects of former president trump's strategy to use false electors to overturn the 2020 election, was among the first to surrender at the fulton county jail. >> i am confident that when the law is faithfully applied in this proceeding all of my co-defendants and i will be fully vindicated. >> reporter: eastman was one of two to turn themselves in in testimony to the january 6th committee last year. former white house lawyer eric herschmann said eastman called him the day after the capitol attack to discuss challenging the georgia results. this was the advice he gave him -- >> get a great f'ing criminal defense lawyer. you're going to need it. >> reporter: so far a dozen of the 19 co-defendants have secured bond agreements with district attorney fani willis including the former president who has a cash bond set at $200,000.

trump said "willis thought i was a flight risk to fly far away, maybe to russia, russia, russia, share a gold dome suite with vladimir." he also can't communicate with the other defendants except through attorneys, and he's not allowed to intimidate witnesses including on social media. the former president confirmed he will travel to atlanta thursday to be arrested. security is being ramped up outside of the jail as the sheriff warned of a hard lockdown ahead of trump's arrival. former white house chief of staff mark meadows asked for an extension to surrender, but he was rejected by the d.a. who said she would file warrants in the system for his arrest after noon friday. a record breaking heat wave is endangering roughly 150 million americans from the great plains all the way to the gulf coast. according to the national weather service, the heat index has hovered between 100 and 120 degrees in many cities. authorities in omaha, nebraska, are investigating after a 1-year-old girl was found dead outside a day care center's hot

van on monday. and some schools in chicago and milwaukee have been forced to close because of the oppressive temperatures. that heat comes after tropical storm harold slammed texas yesterday leaving thousands of homes and businesses without power. the ninth named storm of the atlantic hurricane season brought heavy rains, flash floods, and strong winds to the area south of corpus christi. people in southern california are cleaning up after tropical storm hilary buried entire neighborhoods in mud and debris. some of the desert communities impacted have not seen rain like this in nearly a century. michael spencer has more from long beach. >> reporter: this road in palm springs, california, is one of several that remain closed after tropical storm hilary pounded the desert community with nearly as much rain in one day as it normally gets in a year. nearby in cathedral city, emergency crews used bulldozers to rescue residents trapped in five feet of mud. officials say it felt more like quicksand. >> you got a wall of water mixed with sand and mud.

so it was trying to walk through it, it's different than just mud or just sand. >> reporter: with the mud knee deep, residents have now begun the long process of digging out and cleaning up. >> in a matter of three minutes my whole back -- my whole bottom floor was filled up with water to waist level. >> reporter: ronald mendiola said his family of five was stranded on their roof as debris rushed through cathedral city. >> we did make it to safety by a good samaritan coming actually, passing by and picking us up. >> reporter: here in long beach harbor, some parts of the marina suffered damage and storm debris is piling up. the storm also caused a power outage to white memorial hospital in los angeles. the generators immediately kicked in on monday but then failed early tuesday. >> so we immediately moved the critical patients to adjacent buildings, and we moved patients that we could not accommodate, critical, to outlying hospitals in the area. >> reporter: death valley national park remains closed

after the storm delivered a year's worth of rain in one day. an estimated 400 residents, visitors, and employees are sheltering in place until the roads are passable again. michael spencer, cbs news, long beach, california. new details are emerging about the efforts to track down missing people after the deadly wildfire in maui. according to the fbi, 2,500 people were initially reported missing. 1,400 have been found safe with authorities still working to locate the remaining roughly 1,100 people. the official death toll from the fire is 115 people. so far only about 30 victims have been identified. in pakistan, a cable car was left dangling nearly 1,000 feet over a river when one of the mile-long cables broke. inside were eight people including six children. ramy inocencio on how the delicate rescue operation played out. >> repororter: it was s suppose be a routitine morning t trip t school between two mountains.

a massachusetts mother, and some uber drivers are getting a raise. those are some of the headlines on the "morning newsstand." "the star tribune" reports the mayor of minneapolis vetoed a minimum wage plan for uber, lyft, and other ride-hailing drivers, but announced a pay raise for uber drivers. mayor jacob frey said that he reached a deal with uber to pay its drivers in the city $15 an hour. uber will also pay drivers at least $5 for any trip in the metro area. lyft drivers are not part of the deal. uber and lyft had threatened to leave the city if the plan was approved. "the boston globe" says dna results are expected soon in the murder investigation of a massachusetts mother, according to prosecutors. brian walshe has pleaded not guilty to murdering and dismembering his wife. she disappeared on new year's day. her body has not been found. investigators discovered clothes and jewelry that brian walshe said his wife was wearing in a dumpster at a liquor store near his mother's home. authorities found a hacksaw that
