jason moore says they barely go a day without something happening. >> we had a person come in off the street demanding contraband to do drugs with and we told hi no and he assaulted me and my bartender. >> reporter: jason said the crime, rampant drug use and homelessness in the area is unbearable. last year the drug was looted and vandalized and he said that last week somebody just came in and stole their computer while they were open. >> summary came down the steps, stole a macbook pro right off the host stand. >> reporter: it is even worse, jason says, at night, which is nightmare for a business like theirs. after all, it is a nightclub. >> i don't blame people not wanting to come down, even though we tell people to wait inside while you're over is coming. >> reporter: even with all the safety precautions, jason says they can't do it anymore. that is why they have made the decision to change their

business hours. >> we are going to start openin earlier in september just because that is what guests are asking for, for earlier times t get in. >> reporter: a matinee jazz set may not have the feel of the late night sessions they have grown used to, but he says they have no use but to try it. he just wishes the city would try too. >> nobody is getting anything done, and that is the whole problem. >> we have seen a lot of business owners like him and in this area say they want to leav because of that. that is a lot to go through. what does he say >> reporter: these guys say the don't want to do that. the tenderloin is a historic jazz neighborhood so they want to keep the music alive in the neighborhood but that is not to say they are not getting political with this. they have been keeping an eye on what has been going on with this injunction and they are all for

it. >> of course homelessness advocates have their own take o this and many of them point to one big issue, and that is whether the city has enough shelter beds for people. according to city data, about 3400 people sleep in shelters every night in san francisco an about 4400 people sleep on the streets. advocates say that is why the city should not be thinking about kicking people out of encampments. >> we have to look at what the city is doing here. it is movin the problem from block to block rather than finding the shelter and housing solutions we need. >> we talked about advocacy groups with the city and businesses but residents have lived this debate in their own neighborhoods, too. over the past year are wilson walker has been reporting on the biggest issues the tenderloin has been facing and he has talked with the residents most impacted. today wilson found that there i a lot of frustration at a syste that a lot of people say is jus

not working. >> the first thing i saw was an explosion and the flames hit my window. >> the tenants could've been burned out of the building. >> the police can do nothing to clear it because they say that the injunction prevents them from clearing the encampment. >> reporter: the camp in which the fire started had been here for months and we were on this very block in march as city crews were out offering service to people in these tents. >> there is more work than we can handle out here. i just had a lady tell me to move from one corner to another. we have to explain to people that we have rules we have to work with. >> reporter: marked with emergency management talked us through how things work. under the court order it meant that

>> the biggest thing that we struggle with are people who have somewhere to be, whether they are permanently housed, sheltered and they come back ou here and they set up tents and don't clean up after themselves and block the sidewalk. >> reporter: the frustration with all of this was on full display at the courthouse . som of those who showed up were the residents and business owners w have heard from over the past eight months. people frustrated with the stalemate that means little to nothing can be done, even in the worst of circumstances. >> people are starting to feel like, wait a second. we cannot intervene when there are fires being started right underneath our house? >> there is another hearing about the injunction set for tomorrow but it could be months until we see a final ruling. some disturbing news coming

out of southern california righ now. a mass shooting at a popular biker bar in orange county. three people and the shooter are dead and five more rushed to the hospital. michell is in two canyon where she learned that a biker is responsible. >> reporter: they were outside at cook's corner when a series of gunshots were heard. the friend said he thought he had tripped but he found out that h was one of the four who have died. officials at nearby mission hospital confirmed that they have the six patients who were injured and survived. some of them were shot and two were listed in critical condition. four are stable. my source tell me that this began as a domesti dispute. the shooter is a forme law-enforcement officer who onc worked for ventura police department. i am michelle julie in canyon. back to you.

>> the owner of cook's corner says they have experienced majo earthquakes, floods, fires and other disasters and will come out stronger after tonight. also new tonight, fitness enthusiasts who ran a gritty race in sonoma county have woke out in mysterious rashes. now the health department is lookin into it. the tough mutter race is an endurance race known for lot of mud and dirt but about 2 hours after this race multiple people broke out in pus -filled rashes. the health department says this could be anything fro swimmers it's to a staff infection, so they are telling people with these symptoms to g to the doctor or the e.r. tough mutter said they are aware that some participants had an advers medical reaction, adding that safety is the top priority. c waters used to love the san francisco bay but now they

sea otters used to live in the san francisco bay generations ago. as kenny choi reports, not everyone is on board and one group says that i will actually hurt their industry that is already struggling. >> reporter: crab fishermen fee like they cannot catch a break, with empty nets because of shortened seasons. now a plan t reintroduce sea otters in san francisco bay worry fishermen. sea otters have a ravenous appetite for dungeness crab. >> there could be impacts to th fishery. >> reporter: along with eating crab, the critters are also goo for the shrinking kelp forests.

william carswell is a sea otter biologist with the u.s. fish an wildlife service. >> sea otters tend to promote the growth of kelp and these habitats provide food for hundreds upon hundreds of species. >> reporter: the otters have established themselves off the san mateo coast. human assistance in the san francisco bay could potentially connect the southern and northern populations in the pacific northwest. >> san francisco would be a hug prize but a huge risk as well. >> reporter: these impacts are weighing on the fishermen, who are seeing the local marketplac being hit by restrictions. the have been helping state and federal regulators come up with solutions. the reintroduction o a subspecies in the bay is wher he draws the line. >> my concern is the moral issu regarding whether it is right t do and whether it is something that is going to benefit the

mid-market today. this club has everything. swedish meatballs, furniture with vague instructions and a lot of cheering employees at the opening. the store on fifth and market opened with a bang and some people camped out just to be the first to get inside. >> i wanted to come early just to check it out and be the firs to arrive. i just wanted an early glimpse of it. >> if it feels store opening is kind of a big deal i is when you consider all the ones that are closing in the same area. at least 22 businesses have closed or said they will be closing in downtow san francisco this year. that includes nordstrom, anthropolog and office depot. in the middle of the celebrating inside ikea which you did not see, granted, there was some drama, too. at one point the store had to be evacuated. we are not exactly sure why, but we saw the alarms going off inside and staff escorting customers out. firefighters showed up, but there was no indication of any

major emergency. this is pretty creepy. hayward police seized some kind of weird and scary stuff during what was supposed to be just a traffic stop. they tried to pul a guy over for an equipment violation on his car but he too off. they caught up to him, looked in the car and found all this. multiple weapons, burglar tools, weed, a chucky mask. the arrested the driver on multipl charges including possession of dangerous weapons while on probation. today was the hottest day of the year in san francisco an a lot of people were trying to find shade where they could, which is not a normal thing to say when you are in san francisco ! you don't need shade, usually. >> we are getting to the time o year when we start to get these sunny days more often. that is usually when we get our warmest days and so far the warmest day is 86 degrees. we are doing oka compared to the past three summers where we already had temperatures into the 90s. >> but you know, no ac, sweatin it out. >> the humidity was noticeable earlier today but it will get better. more on that in a few

at what is happening on this august, not october evening. we will see patchy fog tonight but it is very patchy. earlier the onshore breeze kicked in which means that it will not be as ho but still slightly above averag for thursday afternoon and back to normal for friday before a warming trend kicks in. you see the 10 day outlook for livermor with temperatures five degrees above normal tomorrow. exactly average on friday and then they climb back up with another one-day spike next wednesday before we retreat as we head into labor day weekend, believe it or not. that is right around the corner. labor day is the next holiday, not halloween. let's take a look at the humidity tracker which focuses on the next 48 hours. the mugginess is still noticeable, especially earlier in the day. that has retreated somewhat. it is going to drop more into the okay territory and then even comfortable humidity levels as the onshore breeze gets stronge by the end of the work weekend into the work weekend. hayes o

the horizon today and some of i was the humidity. some of it wa also wildfire smoke drifting down from the fires burning along the oregon border. we wil see some haze still on the horizon for the north and central bay and along the coast as well but good air quality will take over as we get freshe air blowing in. the bulk of the wildfire smoke is around the smith river complex and is blowing to the north for the next several days, but that fir is not under control whatsoever so if the winds shift and blow down the coast some of the smok will likely blow towards us eventually. at least it will no happen in the near term. right now looking outside, no fog visible at all from salesforce tower. temperatures are in the 70s across the board. even downtown san francisco still holding onto 71 degrees. we wil see some of the fog by tomorrow morning, mainly right along the coast with some of it sneaking in around the bay but it will b sparse . plenty of sunshine throughout the rest of the day

but the onshore breeze kicks in earlier and that keeps us from warming up too much. from a war start, temperatures in the 60s across the board early thursday morning. highs tomorrow still three to six degrees but back into the 70s instead of the 80s around the bay. temperatures inland are a mix of 80s and 90s with those numbers retreating a little bit more as we finish th work week on friday and then bounce back, but a nice weekend for the last weekend in august. low 70s in san francisco this weekend and mid-70s for oakland gradually warming up next week which sends us into the low 90s for the north bay valleys by monday, tuesday and wednesday. temperatures in the santa clara valley maybe not quite as warm but mid 80s by the middle of next week and the hotspots are inland and in the east bay but compare this forecast leading u to labor day weekend with what we had a year ago , when high temperatures over labor day weekend and for the inland spot were up to around 115 degrees. doesn't look like we will see anything close to that, so some good news even though temperatures will do the usual up-and-down thing. at least we are avoiding the extreme, extreme heat like we have seen so often the past few summers.

having worked in news in l.a. i can tell you there are a lot of pursuits, all day, every day. but this one was weird because it involved a very, ver expensive car. take a look at this. this was a rolls-royce phantom speeding through l.a. traffic. it costs nearly half $ million. as you can probably guess it was not the owner driving the car. someone had
