epidemic in san francisco, now police have a new tactic to cut down on crimes by tricking the thieves. they will use bait cars to try to deter the break-ins. he even mentioned a recent break-in right down the street from where today's press conference was held at the palace of fine arts. >> when people are victimized by these crimes, they see what we see right down the street here. just a pile of broken glass, no evidence, nothing to follow up on, a lot of heartache, a lot of misery, and people's lives get turned upside down. >> san francisco district attorney, brooke jenkins joined chief scott and her support. >> when the police department is investing in these resources, they are effective and they do allow more cases to be submitted to our office so that we can ensure there are consequences for those who commit these types of crime. >> and chief scott also said sf

pd will do everything in their power to lower these numbers and san francisco is still a great place to visit. the debate over homeless encampments in san francisco continues today in federal court, the issue and injunction that prevents the city from sweeping and campus. yesterday the groups agreed, if somebody is offered housing, they are no longer considered involuntary housed and therefore, the city can legally remove them. a final ruling on the injunction may not come for several months. cal fire quickly contained this three-acre brush fire in the north bay today, it burned on pepper road and petaluma. a rapid response and help from nearby departments where the key. and some of today's other top stories, former trump is expected to surrender to authorities this afternoon to face charges on efforts to undermine the last election. both supporters and a few critics have gathered.

night's republican debate. >> they are saying, you don't have any right to challenge the election, we are going to indict you and put you in jail. >> reporter: this morning, mark meadows, who fought to have the prosecution moved to federal court, surrendered and was booked on $100,000 bond. >> and here is a look outside, tight security outside the fulton county jail in atlanta this afternoon, this will prompt a hard lockdown of that area. and trump is facing charges in florida and washington and state charges in new york. in southern california, three people were killed and six others injured at a mass shooting at a popular biker bar last night, it happened southeast of los angeles. the gunman is also dead and he was a retired law enforcement officer. the bar is well known and popular with bikers and families. >> it is a very family-friendly

place. i have been there many times throughout my life, it's kind of crazy that something like this can happen in my backyard. >> police believe the shooting started as a domestic dispute, one of the people injured is the suspects ex-wife. the city of san jose is cracking down on property owners who let their properties fall into disrepair. the mayor said negligence on maintaining properties like historic landmarks will no longer be tolerated in the city. he says the current limits on fines is not enough. >> the code does not go far enough to ensure the safety of our residents. and the protection of our historic landmarks. so today we are proposing we change that. >> the city is proposing increased fines for property owners who do not follow city guidelines including fines up to half a million dollars. oakland mayor announcing

the investment of $100 million into the east oakland area, that area is home to the largest concentration of residents that live in the city. that initiative is part of the 10 year plan meant to improve schools and housing and also boost economic opportunity in that area. >> which really established this core area as an area of focus, a place where it can be an example of what we can do to remember, to reorder, to return, to resource and to rise. >> city officials hope this initiative will keep black families in oakland and lead to the return of families who were forced to leave during economic barriers. two project earth, sea otters used to live in the san francisco bay generations ago, now there is a push to bring them back. not everyone is on board and one group says it'll hurt their industry that is already struggling. fishermen feel like they

can't catch a break, only empty nets because of short seasons. now, a plan to reintroduce sea otters in san francisco bay worry the fishermen. they have a voracious appetite for dungeness crab. >> i don't feel it is our place to pick them up and relocate them, yes there potentially could be impacts to the fishery. >> the 19th century nearly wiped out the species but along with the crab, the critters are also good for the shrinking kelp forest. a sea otter biologist says sea otters tend to promote the resilience of the sea creatures, and their habitats provide habitats for hundreds of species. they established themselves off the san mateo coast, the human existence could potentially connect the southern and norman northern populations. >> san francisco is an anomaly, it would be a huge prize and

yet on the other hand, it is a huge risk as well. >> fishermen have seen a thriving marketplace decimated by growing restrictions. she has been helping state and federal regulators come up with solutions but a reintroduction of the new sub species is where he draws the line. >> my main concern is the moral issue, regarding whether it is right to do and whether it is something that is going to benefit the animal itself. >> it is a risk the crabbing industry cannot take . they believe natural range expansion is the best path. >> i have always believed that nature has its way and if they were meant to be here again, they would migrate this direction, and i think they will in time. >> for now, they can only wait for what looks like a long road ahead. >> and reintroducing sea otters may offer a big to fit. these

a dozen firefighters worked to contain a fire in a san jose home this morning, it may have started outside but they are still trying to figure out how. nobody was injured and they kept it from spreading to neighboring homes. the san francisco civic center will be busy this afternoon, starting with a four day carnival, there will be games and rides, the grand opening is at 4:00 and the carnival runs through sunday.

a south bay musician is being recognized for his work in providing musical comfort for very sick children. he hits just the right notes of compassion and care for the patients and families that he serves. >> daniel lee is a special kind of musician. as a musical therapist, his songs are more than entertaining. they are comforting and quite possibly healing for his medically fragile clients like six-year-old oden who has a rare disorder that makes him unable to speak, sit up or walk. but, daniel's voice, and the melodies seem to usher in waves of happiness for oden. >> as i start playing music, you can just see them light up, which is beautiful. he smiles and he starts cooing.

>> music has always had a positive effect on him, but he and daniel have formed a special bond, they were able to connect through a nonprofit that provides nursing therapy and palliative care for children in the comfort of their own homes. she said visits from daniel are like musical medicine for her son. >> he had a hard time communicating what he wanted sometimes, and with music, he can communicate a lot. he uses his movements and dancing and laughing and singing. to really portray how he's feeling and he really loves it so much. >> reporter: but there's another side to daniel's work, a somber side when he's called upon to play for a sick child who has reached the end of life. >> i cry, and i cry a lot, i cry when i mountain bike and

it's just a release, it is part of the process. >> reporter: one year, he lost three kids in a row, including claire who loved to sing and pretended she was on stage. daniel performed her say favorite song during her memorial service. >> he took the time to make a speech at her service and talk about her love of music and how her joy validated what he does for children with disabilities or limited options. >> it was hard, you know? i never had to deal with anything like that before, like death in a family, or a pet or anything like this. so, it was definitely a learning experience. all the things i mentioned before that, i didn't know yet. a lot of the lessons i learned was from claire and their two kids. and honestly, they made me a better person today. >> reporter: daniel said his

job is like a two-way street, he gives his gift of music and if it brightens the day for a special child and their family, he says he gets back much more in return. >> daniel was recently awarded the 2023 national courageous provider award by the courageous parents network, he is the first music therapist to ever receive that award. happy hollow park and zoo is welcoming some brand-new friends, these endangered red ruffed lemur pups , they are native to madagascar and now you have the chance to name them. the zoo posted a poll online of the names, all of them are in the national language of madagascar. the names will be announced at the end of the month, the deadline to vote is on monday so you cannot name them frank or tim or human names that we like to

name our dogs. but those are always the best though. >> like when you name your dog chester. we will see what they come up with. it is not a writing campaign. let's take a look at what is happening weather-wise, we are going to see an improvement to the overall situation on friday. still a noticeable level of humidity in the atmosphere this morning, it has decreased but the temperatures will cool back to near normal tomorrow. the moisture is near ground-level which is making things sultry. the warmer temperatures are going to gradually return. the heat dome is close enough to boost the temperatures in the weekend, you can see the roller coaster ride as we look at the temperatures for livermore over the next 10 days which takes us into labor day weekend. it is

going to be a slow warm-up, highs in the 90s, not bad for the end of august. another heat wave on wednesday with highs approaching 100 degrees and back to near or slightly below temperatures for labor day weekend. you probably noticed the hazy horizon today, the drifting smoke from northern california has resulted in that haze and humidity still hanging out. then we should be into the good category saturday, sunday and monday. forecasting exactly where the smoke decides to drift is always tricky, we will keep you updated. temperatures are cooler than yesterday but they are still warm inland, 90 in livermore, only 83 degrees in concord, and san francisco is 15 degrees cooler than yesterday, only 70 at the moment. a lot closer to where we should be this time of year. the fog is going to spread out throughout the night, a deeper marine layer means the further inland push

for the fog to begin the day on friday and the presence of the fog for the first few hours slows down the warm-up. also slowing down the warm-up, the onshore breeze that is going to be picking up midday and into the afternoon. not too strong by lunchtime but more noticeable during the afternoon. with some 20 to 25-mile-per-hour wind gusts along the coast. temperatures tonight dropping down to the upper 50s and 60s, closer to normal this time of year. high temperatures tomorrow almost exactly average for the 25th of august. 60s and 70s around the bay. let's zoom in for a closer look. mid-60s along the coast, mix of upper 70s and low 80s around the peninsula with mostly 80s in the santa clara valley. hottest spots in the delta getting up to around 90 degrees. upper 60s in the city, 70s for oakland in the east bay. low 80s for the north bay until you go further inland and even there, temperatures only approaching 90 degrees.

temperatures will steadily warm-up as we had through the next five days after tomorrow. peaking on wednesday with upper 70s in san francisco and low 80s in oakland but closer to normal by thursday and with the ten-day outlook, labor day weekend is looking pretty good. near average temperatures. it's going to be hot next wednesday with low to mid 90s for most inland locations and the hottest spots in the delta approaching 100 degrees on wednesday. keep in mind, the extraordinary heat we had last labor day weekend , that will not repeat itself for this labor day which is good news. still ahead, the niners gave up a lot to get him, now why trey lance's future with the red and gold is now in question. there's something new coming to prime time. a new way to start your night. a new way to make sense of your day. a new way to experience the news.
