plus, can carnival rides and fried food rehab the image of one of san francisco's roughest areas? americans have never seen a presidential portrait like this before. >> from kpix, this is the late news with sara donchey on cbs news bay area. i am anne makovec in for sara tonight, and we are talking about something san francisco is known for . constant car break-ins. it seems to be a constant experience for tourists and locals alike. some people have gone so far as to leave notes telling thieves they don't have anything inside. tonight police will be setting out bait cars to real thieves in. >> by design we want the people who are breaking into cars to be caught and we believe bait cars will do that.

>> police have responded to 13,000 car break-ins so far this year and on paper that is down slightly, but a lot of people don't even bother to report it anymore. while police may be changing up their strategy now, why haven't they been able to do more before? we sent wilson walker to ask them. >> we went up to the painting ladies to look at them and we are just getting back to the car and they took our passports, my computer, my ipod. >> reporter: all the way from argentina, the molina family stopped for one quick landmark only to find themselves in the midst of a more notorious san francisco postcard . having just driven up from los angeles, no, they did not see the warnings. >> we went around to all these places and it all seemed so nice and we were talking about how calm the city is and how nice. >> i was walking down there and i suddenly heard a splash and broken glass. >> reporter: on the other side

of the park, amy acklin although was shouting as thieves broke into her car. alamo square has often been in the middle of it, and the question we have is why can't they stop this? especially in a specific location like this one. that is a question that police here a lot as well. >> it is a challenge, no doubt about it. it is something we get asked about, is how to combat it. >> reporter: lieutenant scott ryan has the burglary response and he says the department has ongoing operations targeting hotspots like alamo square, but they have to be careful about how they intervene.

>> if i see a car go up in the air and he tries to run and another guy grabs him and knocks him down on the ground -- >> reporter: one example came when officers were right on top of a break-in except suspects tried to drive their way out of an arrest. ryan says police now assume that will be the reaction. >> they will go up or down the street. we really have to be tactful. >> reporter: what police tried to do is reverse engineer the case by putting pieces together like spotting crew members who are casing cars or taking possession of the stolen property after the burglary, that, police say, comes with more risk but it takes more help. now a lot of people say the license plates won't help because the license plate is stolen. >> the more information, the

in law enforcement are really picking and choosing when we interject. i would not want people themselves to interject. we have seen what can happen several times and it has potential to get violent and we just don't want to see that happen. >> we are lucky they didn't take everything, we think. >> reporter: if you have ever come across the aftermath of one of these burglaries, you know that anyone of them can be heartbreaking, and not just for the victims but for the city as a whole. >> it makes me not want to come again and that is sad because it is such a beautiful city and we were so excited to be here. >> reporter: making arrests is of course only part of this. as for what comes next, that was discussed during the announcement at the palace of fine arts. >> they have to learn that not only will the police arrest, but once the case is filed something meaningful will happen on the back end to serve as a deterrent for future behavior. >> reporter: that, she said,

will take time, but the strategy, we are told, is changing. new techniques are on the way. time will tell how effective it all is in solving a problem that has just become part of the san francisco landscape. >> a new gallup poll on city safety is painting a bleak picture of san francisco. nearly half of users say they consider san francisco unsafe. dallas got the best marks and detroit was at the bottom. san francisco's u.n. plaza is certainly not considered the safest area of town. it is not unusual to see open-air drug use and illegal vending at all hours of the day, but tonight the city is trying to change that image with spinning teacups, a ferris wheel and fried food. our kelsey thorne was at the opening night of the civic center carnival and asked people if this does anything to change their minds about the neighborhood. >> reporter: city officials say the goal of the carnival is to

help boost a neighborhood that often does not have many events like this. they are hoping that families can come out here and enjoy their neighborhood without any fear of drug use or crime. we spoke with a lot of parents who say they appreciate that. they are excited about the carnival but they also want the city to do more to help clean up this area every day of the year. jose is one of many parents who brought their children to the opening day of san francisco's civic center carnival. >> i think this is great for children and families living in the area. >> reporter: jose does not live in the area but is opening a restaurant nearby and sees how the streets can get and is happy to see the city do something to try and help. >> i think it definitely helps, because of this wasn't here we would have a completely different crowd here right now. they would be doing other things that are not necessarily appropriate or legal.

>> reporter: but even with the carnival it does not take long to see what jose is talking about. walk a few blocks in any direction and you still see dozens of people lining the sidewalks. edna butler sees it every day. >> it would be better. especially with all the drugs going on, all the crime rate going on, it could be rorter: neighborhood with her young kids and says that if it weren't for the carnival, she wouldn't be out here. kyla told me she is trying to move out of the neighborhood, but in the meantime she really does appreciate the city hosting events like this. it gives her kids a safe place to have fun outside. she just wishes there were events like this every day. >> a lot of them are community things. i don't know. maybe more things for the youth. >> reporter: city officials say

they expect between 500 to 2000 people to come out here every day. they hope this carnival brings a little joy to families this weekend. >> if you plan on heading out, you have to spend a minimum of $10 on food or rides to get into the carnival. kids under 12 are free. now to an unprecedented presidential portrait. donald trump is now the first former president to have a booking photo. this was taken inside an atlanta jail as trump turned himself in on charges that he scanned to overturn the election results. his arrest is pretty severe, especially compared to what we have seen from some code defendants. he was fingerprinted and then it was back to the airport where he spoke out on the tarmac before boarding a jet to new jersey.

coliseum and after 2024 but the new ballpark won't be ready until 2028. the nevada independent reports that the team now has a short list of options for the in between which include staying at the coliseum, moving across the bay to share oracle park or leaving for vegas early to use a aaa field just outside of town. the san jose mayor wants negligent property owners to clean up or pay up . right now the maximum fine for letting properties fall into blight and disrepair is $100,000. the mayor says that is a slap on the wrist for wealthy owners, while the neighborhood pays the price. >> our muni code does not go far enough to ensure the safety of residents, and the protection of our historic landmarks. today we propose to change that. >> the mayor wants to up the maximum fine to $500,000. at the same time, san francisco is making progress

filling vacant storefronts. they chose 17 businesses to fill the storefronts as part of the vacant to vagrant pop-up program. one of the first pop-ups will be a new location for devil's teeth making company. they are popular for their breakfast sandwiches and will open up shop at one embarcadero in the financial district. other businesses include ka lw radio station , a skating collective and an art nonprofit. word tonight at the writers guild has rejected the latest counteroffer from streaming services. that includes the highest wage increase in 35 years along with an increase in residual pay but the riders say it did not go far enough to address their concerns about a.i. and staffing. meanwhile, volunteers with teamsters and their unions put on a drive sponsored by the motion picture and television fund.

studies of pollution from sources like rush-hour traffic, wildfires and the effects of fertilizer on farmland. nasa is also getting down to earth and inviting applicants for moon tree seeds. they are actually earth trees but the seeds were flown around the moon and are now ready to be planted. only organizations like schools, museums, science centers and community groups can apply for one of these seeds. the onshore breeze kicked in a little bit faster and these two rebels off the coast are going to merge into one, resulting in a stronger onshore breeze friday afternoon and a deeper marine layer with less weight in the atmosphere overhead, resulting in an inland push of the fog. not as one again on friday but the hazy sunshine will be a factor still because air quality was not great today. moderate for most. some of the sensors trending towards unhealthy, the result of smoke drifting down towards us , but the majority

of the smoke has been blowing to the north. what we have seen overhead has largely been elevated off ground level and i don't think air-level air quality will get worse than the moderate category. the onshore breeze helps to undercut the smoke as it makes its way in. the fire is uncontained, so we have to keep an eye on the smoke for the foreseeable future. the heat risk for friday will be in the low category for the entire bay area except for some of the spots in the delta that could get to 90 degrees. the moderate heat risk does expand a little bit on saturday and more on sunday so temperatures are heading up as we head for the last weekend of august but still in about three to five degrees of what is normal for this time of year. for tomorrow morning we have reduced visibility's far into the inland valleys but in these inland valleys the fog will not last long. the fog backs up towards the coast as we head towards midday but it helps to

put the brakes on the warm-up with the onshore breeze in the afternoon. temperatures tonight are a mix of upper 50s and low 60s by early friday morning. highs are almost exactly normal for this time of year with 60s and 70s around the bay and mostly it is inland. mid-60s along the coast. the santa clara valley reaches pleasantly warm temperatures, into the 80s for the most part. the delta getting up to 90 but that is not bad for late august. 60s and 70s around the bay with 80s for the north bay and even further north and inland temperatures will stay just short of 90 degrees. if you are heading out to santa clara for the niners game against the chargers tomorrow, last preseason game, one for the tailgaters but cooling off as we head through the evening. the seven day does include a warm-up with wednesday the warmest day but upper 70s and low 80s for san francisco and oakland. temperatures inland are significantly warmer and in fact hot, especially wednesday with around 90 degrees for wednesday. the hottest spots will be inland in the east bay, close to 100 degrees next
