where an evening at the mall took a violent turn. the fight led the mall to close its doors. betty yu has eyewitness accounts. >> reporter: the call to meet up was put out on social media the mall was swarmed with young people just before 5:00 p.m. when violence broke out. a witness shared this video with me showing the dramatic moments after they were able to evacuate the amc movie theater. the police said 300 juveniles were involved in several fights on mall property. it began after about 50 people started causing trouble inside a store. one gunshot rang outside and the police said no one was injured. one juvenile was stabbed and sustained

nonlife-threatening injuries. officers said crowds disbursed by about 8:30 p.m. i spoke with witnesses who said that they were about 10 minutes into their movie showing when the lights came on and a worker told them to begin evacuating. >> when we asked people what is happening, they are like, people are going around pepper spraying people, people are throwing chairs. it was hectic. yeah. and the only way we could get out, obviously we are upstairs, we can not go downstairs. we put ourselves into that. we went through the parking lot and once we left the parking lot we heard a gunshot. it was pretty loud >> you knew, you knew it was a gunshot at that point. >> at that point, it was honestly we were expecting it. it was going to happen sooner or later. a lot of chaos going on. we just wanted to get out. >> reporter: the police said they had to call on neighboring law enforcement agencies to assist them in controlling the crowd. at this time no one has been arrested.. big changes for san francisco union square after more than 30 years in business.

the four-story nordstrom at the mall closed up shop today. empty shelfs and desserted areas are all that is left. >> down that they are closing. san francisco needs to get better. >> they have not said what will be going into the space the mayor tried to mention building a soccer stadium downtown. while they close-up shop there are a number of small businesses ready to step in. max has that story. >> reporter: sunday, marking the end of a 35 year run for nordstrom in downtown san francisco, the latest major business to close in the city. a company spokesperson attribute today to the changing dynamics of downtown. westfield is currently in the process of transferring control of the mall back to the lender. now, according to the mall's former owner since 2019 they have seen a 43% drop in foot traffic and

occupancy dropped 55%. as that chapter closes a new one is about to begin for 17 small businesses selected out of the 900 to be part of the first vacant to vibrant pop up program. these are the owners "the mellow." >> we are devoted to the city and we are not going to give up. we want to just add more of our light here and i think that is what we need more than ever. >> the pop ups will fill vacant office spaces downtown. the executive director of sf new deal the nonprofit dedicated to strept ening neighborhoods by supporting small business owners that are spearheading the program. >> it will not fix downtown. it will be a part of it. an important part because it will help us reenvision what downtown reenvision. >> reporter: we are trying to

create a lineup that will bring activity at all hours and all days of the week to downtown. >> reporter: the hope is to paint a picture of what the next iteration of downtown san francisco can look like. >> there are many people in san francisco and the bay area that want to participate in re-envisioning downtown. they show a expagz community. >> reporter: they have done business for 10 years who are grateful for this opportunity. >> everyone in san francisco should get out and check out what is going on. >> without our community we would be nothing t. means the world to us every time folks come through our doors >> the pop ups will open in september and they are set to be up and running through the end of the year. real estate firm say the numbers are not good bay wide. the vacancy rate in oakland business district is nearly 36%. in san jose it is nearly 30%. another big problem, break ins at local businesses. a

burger joint in san francisco's richmond district is trying to bounce back after it was burglarized. they had a fundraising event and they raised funds by what else, selling hamburgers. people came out to support the restaurant at the burger buy out event the owner tells us he had quite a few people buying burgers to help the business get on its feet. they have been broken into three times in the last few years, the latest one, three weeks ago. surveillance video shows the burglar rifling through the store. eventually took the entire cash register and left. the owner told us he could not notice how neatly the puring lar removed the glass door and leaned it against the side of the building intact. the owner was able to put it back on. >> i love san francisco, i love the community that i am around. especially the asian community, filipino community. we know how

to get together and support each. >> he said he avoids having cash in the register and now just taking credit cards. >> reporter: they are hoping third time is the charm when it comes to developing thousands of acres that made up the naval station. they picked a developer in new housing units t. is something twice before and twice before they have failed. they explain why it is all going at this pace. >> reporter: concord has something that most cities would die for. thousands and thousands of open land to build houses on. city leaders say they will not expect this land to be a help in this housing crisis. >> reporter: a perfect description of how the process has gone so far in choosing a master developer to convert the old concord naval weapon station into a mixed used

community. when they took a final vote it felt like deja vu all over again. >> it passes unanimously. >> reporter: the council picked new york base property to create the plan. the mayor says it will be a monumental task to turn 2300 acres of open land into tens of thousands of homes as well as schools, stores, businesses and restaurants. it is literally like creating a new city from scratch. >> we probably seen 12 proposals, i thought theirs was the strongest one. >> reporter: this is the third time they picked a developer. the first one quit and the second was dumped. brookfield was in the running before but last summer after they were not chosen they abruptly quit another project to build homes at the north b.a.r.t station, at the time the councilmember said good riddens >> it was no surprise to me

that after awhile since they did not get the naval weapon station that they would just hang out b.a.r.t and walk away that is what they did. >> reporter: this time they were the only developer to even apply for the project. so, the vote was unanimous. now they are crossing their fingers and hoping the third time will be the charm. but he warns even if all goes well it will be years before anything is built. first there is planning and permitting and creating of all infrastructure, roads, sewer, water, power lines. >> so, that is going to take another few years. you are really talking five to seven years down the road before you see any vertical construction start. >> reporter: they believe that is why many developers are not interested in the project. it exists on such a long time line they may not want to wait for the payoff at the end of it. the development will not be much help of the current housing shortage. >> housing is probably an

issue, 40 to 50 years now as it was in the '70s and the '80s with a housing crisis. we are back on the cycle again. it will help us out when we get to that point. >> reporter: with so many people living in tents right now the frustration is growing over concord's willingness to wait. the desire to get everything just right play be preventing them from doing anything at all. >> what may add years and costs is concord's requirement that the navy first cleanup the site that had been in operation since 1942. just last week we told you about a plan to bring new life to an empty neighborhood outside of the old weapon's station. the site of military housing associated with it. it has been abandoned since 2014. the state law could fast track new housing without the usual nest of red tape. the new law called builders remedy where developers can get permits within a couple of months. in all, they are looking to build about 300 homes. and still ahead here on

this sunday night, covid is on the rise across the country. we have the latest on the cases here in the bay area. a deadly shooting in florida leaves three people dead in what the police are calling a racially motivated act. we have the latest on the investigation. it is not just independence day celebration of resisting an invader. back in the bay area, a bittersweet celebration for many ukrainians as the country slowly takes back its land from russia. the first alert forecast it did not look pretty out there today. they extended the air quality advisory. there is smoke in case you have not noticed it yet. i will show you how bad it is and where it is coming from and then a warm up, we will do that coming up after the break

. welcome back? covid cases are picking up across the country. probably fueled by all of the summer travel. cdc says the steady climb of cases resulted in more hospitalizations. they are still far below the peaks of the previous covid seasons, the state's positivity rate is at 13 .2%. marin, 19%. with the cases on the rise some people say they are going to start

wearing masks. >> i go to trader joes all of time and i wear a mask. if i wear a mask the chances are less that i will get infected by this thing. >> i am not so worried about going to closing down or wearing masks or and of that, more worried about if there is a new strain or if there is something that becomes contagious that a lot of people are getting sick. >> hospitals are stepping up their protocols. kaiser reinstated mask mandates in santa rosa. they are watching transmission rates else where to see if the mandates will be expanded. in san francisco, a person had to be rescued by helicopter. airlifted near the golden gate bridge. the police assisted there by the chp. the person was taken to the hospital but is expected to be okay. look at the bay bridge tonight, air quality alert as it has been, day after day after day, extended again through monday. because of smoke blowing down from the

wildfires up near the oregon border. but darren has all of that so i leave it in your able hands >> we will look at it from another view. if you look at it at sunset, you can see it out there in the haze. a great vantage point. let's go to that view. you will watch a time lapse that will take you through daylight and you can just see the smoke that settled over much of the bay out there. we are looking at moderate levels of air quality for just about everybody bay area wide. we have not done that often. there is the first one, well, yesterday and today are the first days where just about every sensor, bay area wide, is in the moderate category. some of them are in the unhealthy for sensitive groups. looks like it will not get better tomorrow. so, they have extended the air quality advisory for one more day. there is another way to look at this. a whole network of purple air sensors. they are low-cost. when you do that you can really

spread them far and wide. you can get a big picture view of how the smoke is moving through the bay area. look at the ridge down on the peninsula. looking at air quality. the smoke is coming in low, squeezing through the golden gate. it has opinion worse air quality for the city in the immediate east bay than it has been inland. that is weird. or at least i should say that is not typical. it makes sense because there is more smoke sitting out over the ocean. when it sits there it brings it through the golden gate. usually it is reverse. good air quality in the city and not inland. the darker the shade of color on here the highest the concentration of smoke. we don't see a lot of change tomorrow. looks the same. good thing, not terrible. you don't want day after day of moderate air quality. there is tuesday. it gets better. that is from the high resolution forecast. reason to be hopeful by tuesday. better, better at smoke forecasting over the last few years t is still a new

science. we can not go to the bank on that just yet. tuesday, might be better. look at what the smoke has been doing. coming from this fire here the smith river complex. it is getting pull into an area off of the coast. you are seeing the smoke get visualized from the circulation in the atmosphere of low pressure out there. the reason why it is important is by tuesday, more of the smoke comes our way. it stays off of the coast. then, another plume comes down our way for later in the week. but that is going to be drawn in by the next area of low pressure. which, watch that one leave, here comes the next one. this is important for the next chapter of the forecast. that right there. it is going to cool us down. by the time we get to friday and saturday. we will see the temperatures really take a dip. if you look at the forecast. you are warming up. middle 80s. then, cooling down to 70 by friday. north bay valley, warming up to the 90s. look at that 77 on
