from cbs news bay area, this is the afternoon edition. developing news, police are the to getting a threat to an oakland elementary school, why the fbi are now involved. plus, it is not just the seven seas where people say pirates are targeting your stuff, here in the bay area. hurricane idalia, spinning closer to the gulf coast. i am jason allen, in crystal river, florida, where this water could rise several feet as the storm gets closer. good afternoon, i am elizabeth cook. the fbi is investigating a threat at an elementary school in oakland that police say had racial undertones. police evacuated should bow elementary just before 7:30 this morning, and alameda county sheriff's brought in canine bomb teams to scour the campus , after

police say the school 's principal received a threatening email. >> i will say that the email had racial undertones in it, and we are currently investigating that right now. >> police say other places beside the elementary school also received threats. they did not elaborate much, but they did clarify those other scenes involved residences, not schools, and they do not involve the homes of students or parents. we are continuing to monitor this story and will have the latest tonight at 5:00. also in oakland, property % just in the usual spots we hear about. robberies are up 28% year-over-year, and burglaries are up 44% . now, in addition to carjackings and business break-ins, we are hearing about crime on the water. john ramos spoke to people living on both at the port, who say they are being targeted by pirates. >> we often have a romantic

notion about pirates, but when it comes to theft in oakland, it is not even that unusual. the same things that are happening on land are also happening on the water. considering all the problems oakland is facing, now there is one more: pirates. no kidding, those who live along the estuary say there is nothing safe about living on the water. >> it is every week, every week somebody is missing something, from their boats, from their dinghies, their outboard motors, or from their cars. >> reporter: the twister that the thieves are actually coming by way of the water, operating small boats, usually at night, to steal from the larger vessels tied up at the docks. john fordham's apartment overlooks the jackson square marina. >> a couple weeks ago, i saw for the first time a high-speed chase on the water, with a police boat pulling over another boat that was speeding away. >> reporter: jamie camacho was salvaging teakwood from old ships, and says he has noticed a lot more small boats around the homeless camps at union

point park. >> you will wonder, where do they get these books? small boats are expensive, so i wonder where they are getting them. i don't know. maybe they are taking what little money they have to buy them, but i know a lot of friends who have had their small boats disappear , and their outboard motors. >> reporter: people will steal anything these days, but damon taylor, who maintains a sailboat near the jack london aquatic center, says outboard motors seem to be the real prize. >> yeah, motors are the thing. you have got to figure, even a brand-new small, 10 horsepower engine is 10 or $15,000. so on the black market, they will probably be able to get at least a couple thousand for that. >> reporter: while some are calling for more police response to the area, taylor takes a pragmatic view. >> they cannot handle what is happening on land, resource wise. there is no oakland navy, you know.

>> reporter: so taylor and his fellow captains do all they can to keep an eye on each other boats and run off any pirates who may show up , which in his view has a nice ring to it. >> i think it sounds cool , to say that we have pirates around here. with the raiders around, they have nothing to get angry about. let's go with pirates, then. >> reporter: but the problem is serious. some people call these boats home, and the idea of thieves trying to enter them in the dead of night has a lot of people living in fear. >> the oakland police department only has one full-time maritime patrol officer. one of our photojournalists just got a chance to ride along with them. we will bring you that story coming up tonight at 5:00. now to san francisco, where you're learning more about a police shooting in the tenderloin, let's go over to anne makovec with the latest. >> reporter: the police say

that the man they shot had a knife, and was threatening people. they say that left them with no choice but to open fire. this happened around 10:00 last night. officers responded to reports of a man armed with a knife on jones street, between eddie and turk streets. this is video from the citizen app, showing that scene. today, sentences go police defended their use of lethal force. >> officers made consistent attempt to de-escalate the situation and try to engage the individual in order to broker a peaceful resolution. unfortunately, that was unsuccessful. >> the man who was shot was taken to the hospital with life-threatening injuries. he is in stable condition now. police say they will hold a town hall meeting in the next 10 days with more information on this shooting, and they will release body camera video, as is now standard protocol. >> thanks so much. a lot of people in emeryville are worried about safety after the huge brawl over the weekend at the bay street mall. a witness shared this video of the moments after the melee. you can see young people running down bay

street on sunday . multiple agencies, including the chp and alameda county sheriff's office, rushed over to backup emeryville police, as they tried to control the mobs of teens. one gunshot was fired, one person was stabbed, and workers at stores like bath and body works lock themselves in the stock room. the manager told us she is disappointed the store had not received any communication regarding sunday violets. >> whether it is the law enforcement or the mall management, just any communication about what was going on would have been great. i think finding out on social media is a little -- i know social media is a big presence in everybody's life, but when you find out that it was really this crazy yesterday that way? >> bay street mall did not return our request for comment after the fight happened. the oakland unified school district, meanwhile, the superintendent did confirm that students were involved and a social media post encouraged

what happened. as a result, the district is taking action. they said there would be more adult visible on campuses district wide today. and councilmember kalimah priforce rode his bike the bay street and spent monday visiting nearly every store to ask about their experience and sense of safety there. >> a lot of stores that cannot afford private guards, they need panic buttons , a direct line to the police, so they don't have to actually pick up the phone, call the police dispatch -- >> kalimah says he will advocate for such technology, as well as license plate readers, in the city of emeryville. he says he plans to help arrange a town hall with district attorney pamela preis in light of sunday violets. and by the way, while he was at bay street mall, the councilmember himself needed to call police, when he discovered his own wallet and keys had been stolen from his bike bag. now to a top story in florida, hurricane idalia , these are live pictures from naples. the storm is turning in the gulf of mexico, headed

toward florida big bend area, north of tampa. forecasters expect it will arrive at a powerful category three storm, bringing storm surge and high winds to all of florida gulf coast. parts of florida are already evacuating, as 90-mile-per-hour winds enter the area. that includes the city of crystal river, on the state west side. reporter jason allen is there. >> reporter: hurricane idalia made his presence known in the florida keys , lashing key west last tuesday. forecasters inspect the storm will intensify quickly before making landfall in florida big bend region as a category three hurricane. >> 10 , 12 feet or more of storm surge could happen in some of those areas. the storm surge is not a battle you are going to win. >> reporter: officials ordered evacuation in low-lying areas. many are heeding the warnings, boarding up homes, and protecting businesses with sheets of plastic and sandbags.

>> it has all the possibility of flooding, big time. >> reporter: those planning to ride out the storm had cleared grocery shelves. longtime resident dave picked up essentials, and said the predicted storm surge has him worried. >> that is different, we have not seen this kind of water. 9 to 12 is something to look at. >> reporter: here in crystal river florida, north of tampa, we see a steady stream of trucks pulling trailers and boats, moving items out of low-lying areas that could end up under several feet of water. idalia already passed uber, flooding parts of the western tip. after landfall in florida, the storm will cross the peninsula and drenched southern georgia. idalia is expected to reach the carolinas by thursday. >> another view of the hurricane, there, this is high resolution imagery of the convention within idalia, as the sun rises. pretty dramatic. still ahead, the first ever price negotiations on prescription drugs , which 10 medications are on the list, and how soon people could be

the biden administration just revealed the first 10 drugs selected for price negotiations between medicare and major pharmaceutical companies. the medications range from those that treat diabetes to heart disease to

leukemia. the department of health and human services estimates at least 9 million seniors on mecare take at least one of these 10drugs, paying nearly $3.5 billion out-of-pocket last year alone. aarp says the cost is impacting senior abilities to take the medications they desperately need. >> so many of them are delaying picking up their prescriptions because they cannot afford to pay for them, or they are getting pills and cutting them in half. >> drug manufacturers have filed eight lawsuits so far to try and block the program from taking effect. they argue it is government overreach, and not a real negotiation. the negotiated prices are scheduled to take effect in 2026. it has been more than one year since the lifesaving crisis line 988 was launched, here in california. the difficult calls are often answered by local volunteers, and we introduced you to some of them last year. our kenny choi check back in with one of

those call takers, and takes a look at how effective the system has been and the improvements that can still be made. >> reporter: walking among redwood is one way jim giffin it takes a breath and break from call that can be extremely intense, as people cry out for help. >> when a fellow human being reaches out in a dark time, and they have no one, i want to be able to volunteer my time to be that someone. >> reporter: he volunteers to answer calls. federal officials say there has been a 35% surge to 988 in its first year of operation, compared to the old 10 digit line. for jim, it is personal. >> i have members of my family that struggle with addiction and continue to struggle with addiction. >> reporter: we visited buckley programs in nevada, as it lost the three digit line. it is one of 12 call centers across

california that are part of the national network. 100% of their calls this past year were considered high risk of suicide. >> we have the ability to give and help and steer them in the right direction. in many cases. >> reporter: but awareness of compassionate call takers, the service they provide, and help connected to it remain a challenge. only 18% of adults in the country are aware of 988, according to a survey released by the pew charitable trusts. >> part of the outreach we have been doing this past year, part of the nationwide outreach, is helping to reduce the stigma about reaching out for help. >> reporter: chris kuehne is ceo of buckley programs, the 50-year-old nonprofit that runs 988 for most of the north bay. >> we have been able to help people de-escalate from a crisis situation. the next step is to get them access to the right level of service in the local community. >> reporter: those services include a wide range of mental health and substance use treatment programs, including

counseling for children, teens, and adults. but getting connected to much-needed help often start with a conversation with a caring and compassionate call taker, like jim. >> they don't know me, they will never know me, and i don't know them and will never know them. but it is just two human beings , one person reaching out at another person trying to be there for them. >> reporter: he is one volunteer making 988 one of the first calls for help. >> it takes a very special person to do that job. bless him. buckley programs is still looking to hire or train volunteers. they say there is a severe lack of mental health professionals to work for their mental crisis response teams. following breaking news from contra costa county, this brush fire broke out along highway 4 just a few minutes ago. this is near coming skyway. all westbound lanes are blocked now, and one eastbound lane is also close. it is unclear now how the fire started. let's go to first alert weather, mostly clear today,

smoggy conditions could be on their way tomorrow. the air district just issued a spare the air alert for wednesday. meteorologist darren peck is a closer look. we will see a little more smoke moving into the bay area throughout wednesday, so we are looking at moderate air quality today, a deep chance of read on here, showing an increase in smoke, and we will probably be looking at more unhealthy air as a result of that. being driven along by northern winds, which in addition to transporting more smoke from wildfires to the north, this will create a little bit of a fire weather concerned, because those northerly winds coming across the north bay mountains will tend to dry out the landscape a little more. so we actually had a red flag warning in place, now, not for the bay area, but just on the outskirts of it. that is something to keep an eye on, the first of those we have had this year. it is a very fall -like pattern, which fits the theme of another fall -like pattern: cold air coming our way after that. from the gulf of alaska, this is where we see our storms

come from in the winter. here comes the first little blob of cool air, having developed in the gulf of alaska. watch it spill down our way, by the time you get to friday, that will give us a significant cooldown. as we look at today, these numbers are where we were this afternoon, but when we advance into friday, you see a very different colormap. so tuesday and wednesday are very similar, these are our two warmest days of the week, but by friday, the numbers have really plummeted, we are 20 degrees cooler, and many of us are not getting out of the 70s for daytime highs. 73 in pleasanton, 71 in san ramon . seven-day forecast percentages going oakland shows us of that trend, going to be 85 degrees in oakland on wednesday, then down to the upper 60s by friday. if we take a look at the north bay and south bay numbers, you see the same story , going from the mid-90s on wednesday tomorrow into the mid-70s by friday and saturday

. san jose, you will hit 90 wednesday, then be down to the mid-70s as well. but when we look at the in land east bay, it is the same story, only going from near 100 to 76. remember, one thing that stands out about wednesday, in addition to the warmest averages of the week? a little more smoke , so go easy on yourself outdoors, especially if you have already been noticing impact from the moderate air quality we have already been having. >> so much, darren. a hometown giant is celebrating a big win, 22-year-old lefty pitcher kyle harrison made history last night , striking out 11 of the cincinnati reds batters in his home debut at oracle park. he struck out the first five batters he faced , the most done by a giants pitcher since randy johnson in 2009. harrrris is also the fourth giants pitcher since at least 1901 with 10 or more strikeouts in one game. in his first or
