category-four hurricane could also bring tornadoes. for a check of the conditions on the ground, let's head to cristian benevides. you are in crystal river, florida. how are things looking there? good morning. >> reporter: anne-marie, good morning. we've gotten a couple of rain bands, but as you can see behind me what we're seeing is just a little bit of wind. but the major concern here and across the gulf coast continues to be the potential for life-threatening storm surge. officials are calling this a once-in-a lifetime storm for northwest florida. strong winds, torrential rain, and rough waves slammed key west. >> it's pretty scary. it's kind of crazy. >> reporter: heavy flooding in fort myers, parts of southern florida, are already feeling the effects of hurricane idalia before it makes landfall today. >> this is crunch time right now. >> reporter: a state of emergency has been declared, and evacuation orders issued for dozens of florida counties with deadly storm surges expected to reach as high as 15 feet in some

areas. >> if you do choose to stay in one of the evacuation zones, first responders will not be able to get you until after the storm has passed. >> reporter: many floridians have heeded those warnings. >> i just feel like no one should probably stay at this point. >> reporter: though others say they'll ride out the storm. >> being the caretaker of the oldest building in cedar key, i feelel kind off like i need t t here. >> repeporter: efffforts havee taken to protect the state's most vulnerable, with flood barriers installed at multiple hospitals and some patients evacuated. rescue animals have also been moved out of the impact zone. u.s. coast guard units and more than 5,000 national guard troops are prepared for search operations. thousands of electricity workers are also standing by to help restore power quickly after the hurricane passes. and at this point officials have made it clear if you're in one of those low lying areas where

you are already told that you needed to get out, emergency crews cannot come and get you. you'll have to hunker down. anne-marie? >> good reminder. cristian benevides in crystal river. thank you. the department of justice says the fbi led an international takedown of a notorious hacking network. the network, quack-bot, was responsible for infecting hundreds of thousands of computers with ransomware. jeff pegues reports. >> reporter: the fbi called it operation duck hunt, a worldwide investigation to take down the notorious quack-bot hacking network. cyber experts say that it is malware originating in russia which has infected more than 700,000 computers worldwide. >> this operation's going to protect our country and our economy immensely. >> reporter: quack-bot infected computers through booby-trapped emails containing malicious links. once infected, a victim computer became part of a vast network

used by cyber criminals to commit financial fraud or deploy ransomware. ra ransomware is booking. u.s. banks process nearly $1.2 billion in ransomware payments in 2021. recent targets included hospital chain prospect medical holdings which was forced to shut down some hospital services after it was hacked by a ransomware group that stolele p patient data andn tried to sell it on the dark web. >> this is a terrorist attack as far as i'm concerned. >> reporter: frank marcella is an emergency r room nurse at connnnecticut's waterbury hohospital. >> took a lot longer for orders to get through. took a lot longer foror nurses find out what the doctors wanted. it took a lot longer for the sending and receiving of labs and the results. >> reporter: jeff pegues, cbs news, washington. a state-controlled russian tv network showed rare new video

of american marine veteran paul whelan inside a russian penal colony. he was convicted on what the u.s. says are bogus spying charges in 2020 and sentenced to 16 years. his brother david called the video the worst sort of propaganda. a graduate student at the university of north carolina chapel hill is now charged with first-degree murder in the deadly shooting of his faculty adviser there. 34-year-old tailei qi appeared in court yesterday. the student, from china, is being held without bail and could face additional charges. police say they have no motive for monday's shooting of an associate professor. the biden administration has named ten costly prescription drugs that it has chosen for medicare p price n negotiationoh pharmaceutical companies. more than half the drugs are used for patients to treat diabetes and prevent blood clots. others trite cancer, heart trouble, and autoimmune diseases. it will be a while before those on medicare see any sort of

italy loves tourists, but maybe not these kinds. video shows a bear and her cubs making their way through a central italian village, mountain village, last weekend as people stood back. the bears strolled across the street and then scampered down the stairs. the bears have been spotted in the village before. hundreds of wildfires burned through louisiana, and there's one less republican candidate running for president. those are some of the headlines on the "morning newsstand." npr reports miami mayor francis suarez suspended his campaign for president. the 45-year-old mayor failed to qualify for last week's first republican debate. he launched his twain about two months ago hoping to become the first latino elected president. suarez is the first candidate to drop out of the crowded gop field. he did not endorse anyone else.

nbc news says new york city democratic mayor eric adams and the bangladesh are fighting over what to do about a surge. migrants. almost 60,000 asylum seekers are under the city's care. many are sleeping on the streets after hotels and shelters housing migrants reached capacity. adams has blamed the administration for not giving the city more resources. >> each time we open a new space, that's not an answer. it's not sustainable. if you're averaging 10,000 people a month and if the national plan is have new york city continue to find spaces, that is not an answer. >> new york is building new migrant shelters, but there have been protests opposing them throughout the city. and "the new york times" says hundreds of wildfires are burning across louisiana, killing at least two people. officials say the unprecedented number of fires burned about 60,000 acres fueled by record
