we will give you the latest on his condition. and mr. 300, phillies slugger bryce harper joins elite company with a milestone home run. good morning and good to be with you. i'm anne-marie green. tropical storm idalia is now moving through the carolinas after tearing across florida and part of georgia yesterday. you can see by the ocean in folly beach, south carolina, where the storm surge comes during the king tide, the highest tide of the year. cristian benavides joins us from cedar key, florida, with a firsthand look at the devastation left behind by idalia. that area got hit pretty hard, cristian. >> reporter: good morning. in fact, this small town of just about 1,000 full-time residents experienced a record storm surge of nearly 7 feet. but residents and businesses most affected are vowing to rebuild.

overnight, a weaker idalia moved over the carolinas, bringing heavy rain and storm surge flooding. >> a lot of wind. a lot of rain. nothing too crazy. nothing that we expected. >> reporter: similar in southern georgia where storm's strong winds toppled this basketball net and snapped off tree limbs. >> unbelievable. >> reporter: but in florida, wherel idalia first came ashore as a powerful category 3 storm, there is a trail of de instruction in coastal towns. >> you want to live on the water, you've got to put up with it. >> reporter: this video captures the moment the storm surge demolished a home. residents are now surveying the damage. >> what matters is what i'm holding. >> reporter: cleanup efforts underway around the state, including in cedar key. a motel used to stand here. it's been wiped out. in hernando and citrus county first responders and the national guard rescued stranded residents. >> i lose everything, including

my car. >> the response is swift and people are getting help. >> reporter: as residents come to grips with the aftermath, crews continue to work to clear debris and restore power to tens of thousands of homes. now, as the storm makes its way out into the atlantic, we know because the hurricane center says so, that georgia and south carolina could see up to 10 inches of rain before this is all over. anne-marie. >> cristian benavides in cedar key, florida, thank you so much. well, concerns are growing over the health of the top senate republican after mitch mcconnell suddenly froze again standing speechless in front of reporters. it comes just weeks after a similar incident in less than six months after the 81-year-old minority leader was hospitalized after a fall. we get more from scott macfarlane. >> reporter: taking questions from reporters in kentucky, mitch mcconnell suddenly stopped speaking. >> running for re-election in 2026? >> oh.

>> did you hear the question, senator? running for re-election in 2026. >> reporter: expressionless for several seconds, he continued to stare ahead. he gathered himself and finished the press conference. his staff said the 81-year-old republican leader experienced light-headedness and plans to see a doctor before his next event. president biden was asked about it. >> mitch is a friend, as you know. not a joke. we always, you he, people don't believe that is the case, but we have disagreements politically, but he is a good friend and so i am going to try to get in touch. >> reporter: the incident was noticeably similar to an episode in july at the capitol. a senate colleague had to intervene as mcconnell froze before returning minutes later. his staff also said that incident was the result of light-headedness. it raised questions about

mcconnell's role about republican leader. major garrett spoke to florida republican senator rick scott. >> do you believe this should contribute to deeper conversation about how long he should remain in that position? >> i expect he will to continue to be the republican leader through this term. we will have another election after the 2024 elections. >> reporter: mcconnell is the latest u.s. senator to face questions about heat. dianne feinstein missed several weeks of proceedings here while hspitalized with shingles this spring and suffered a recent fall. scott macfarlane, cbs news, the capitol. there are new developments in the wake of those catastrophic wildfires in maui. president biden pledged $95 million to help hawaii's electrical grid. now officials in maui, cincludig the mayor, face growing questions about their accountability. jonathan vigliotti reports. >> reporter: as flames ripped

through lahaina, desperation was everywhere. people posting video for all to see. >> social media showed the fire, showed people running for their lives. >> i am not going to speak to social media. i wasn't on social media. we didn't have time for that. >> reporter: yet the maui mayor wouldn't say what he was doing. it was his job to ask the state for emergency backup. but admitted he did not place a single call in the hours during or long after the fire. >> mayor bissen, you are the highest ranking official here on the island. if the buck stops with your office, how is that possible? >> yeah, i can't speak to what or who is responsible to communicate -- >> but you are the boss of this island. yes, you can speak to it. >> is that an answer? >> i can't say who was responsible for communicating with general hara. >> reporter: the director of the state's emergency management agency, said he was initially unaware of crucial details. >> i thought everyone had gotten out safely. it wasn't until probably the

next day i started hearing about fatalities. >> don't you think it was important for your agency to know about the deaths? >> i don't think i could have done anything about that. >> reporter: he did not clarify exactly where he was as the fire gained strength. we don't know how many died waiting for a response. you don't think there is anything -- >> i don't think so. >> we have been looking at the timeline -- >> i am trying to say that fire was so rapid and by the time everyone had situational awareness, it was too late, unfortunately. >> reporter: jonathan vigliotti, cbs news, lahaina. well, thousand to a frightening incident in the sky. 11 people hospitalized tuesday night after a delta flight that took off in milan, italy, hit severe turbulence on approach before arriving safely in atlanta. some passengers left the plane though on stretchers. the faa says the airbus a-350 was about 40 miles from the airport. a woman onboard says the force launched people into the air.

>> the woman in the aisle, in the middle aisle, she had gone up and hit the overhead compartment and cracked it. >> injuries due to turbulence are rare but do happen. 163 were reported on u.s. airlines between 2009 and last year. nearly 80% of those injured were airline crew members. and breaking overnight, a fire in south africa's biggest city killed at least 64 people and injured more than 40 others. it happened in johannesburg's central business district. emergency services officials say that the fire ripped through a five-story building where homeless people had been living. rescuers are now searching for people trapped inside. no word yet what caused the deadly fire. and ukraine sent waves of drones deep into western russia in what's believed to be the biggest ukrainian drone attack on russian soil since the war
