from cbs news bay area, this is the afternoon edition. >> a bay area family outraged, the police officer who killed their loved one is returning to the force. why they arare cal on the e state attorney general to take action. a new effort in the south bay to crackdown on sideshows, why one mayor is tapping into social media companies for help. good afternoon, i'm elizabeth cook, the family of sean monterrosa is calling for justice after the city of vallejo reinstated the police officer who killed him. anne makovec is here and the family is pleading for the state attorney general to take action. >> reporter: they are not backing down, the detective that killed sean monterrosa three years ago has been

fired, and his use of force was found to be justified, the attorney told us he is making his way back onto the police force and back onto the payroll. body camera footage shows jarrett tonn shooting a rifle through the windshield of the police truck hitting the 22-year-old , it happened in june of 2020, during a night of protest after the murder of george floyd. sean monterrosa was unarmed, the family's attorney said they reject jarrett tonn's reinstatement and they will be taking a page from oakland black panther history. >> i personally, as an attorney have decided to put funds aside, to hire personal security force, we will identify the location that jarrett tonn has been assigned , we are going to bring that back. >> reporter: the attorney is open to several federal civil rights lawsuits, alleging a pattern of racist violence and

misconduct. >> this city has allowed for unarmed civilians, black and brown meant to be killed inhumanely and it's not just about sean, it's about everyone getting a sense of justice. >> the investigation from the california attorney general was opened two years ago but no updates have been offered. earlier, vallejo police said jarrett tonn fired because he mistook a hammer in his sweatshirt for a gun. the attorney said sean monterrosa posed a threat, we reached out to vallejo police and have not heard back yet. in san jose, mayor matt mahan is calling on social media platforms to join the city in the fight against sideshows,s, the rarallies are ofteten promoteded on those platformrms. the mamayor invite facebobook, instagagram, tiktkt snapchat to city hall to discuss strategies with police. he said sideshows have become more common and more dangerous in san jose. at a single event

last year, police issued more than 700 citations. >> it is dangerous and illegal, and fueled by social media. they are increasingly spread, consumed and attended primarily for the purpose of generating content to get likes and build a social media following. >> the mayor said he is pleased that all platforms he reached out to agreed to have a conversation. to mark international overdose awareness day, santa clara county is promising to crackdown on drugs. health officials say they have received an $11 million grant, they will use that money to collect overdose data in an effort to establish more solutions. there have been 99 fentanyl related deaths in the county so far this year. parents of teens who have died of an overdose say the drug crisis is an ongoing battle. >> it took the death of my son

to realize there was poison on the streets. and he was poisoned, poisoned by one pill. he had enough poison to kill several people. >> we are learning new information about the tenderloin center that provided a safe space for addicts to use drugs. it operated at san francisco's u.n. plaza for most of last year. before being shut down, the center successfully reversed 100% of the 333 overdoses that took place there. that is according to a new study published in the international journal of drug policy. the center offered food, showers and laundry and utilized a combination of narcan and oxygen to revive users until it closed last december. city leaders had indicated plans to open similar community hubs at some point. meanwhile, just about anybody will be able to get their hands on narcan starting

next week, that is when the first over-the-counter version of the drug is expected to hit shelves at places like walgreens and cvs. the manufacturer said each two pack of the nasal spray should retail for about $45. social media is supposed to make us feel connected but for some, especially children and teens, it can have the opposite effect. in fact, one stanford student said it almost killed her as a kid. kelsi thorud has more on how her experience with the dark side of social media led her to fight for change. >> reporter: sophie was just 10 years old when she first downloaded instagram. >> i was somebody that grew up pretty heavily believed by my peers and i was told if i downloaded instagram, that could help me sit in and stay connected. >> reporter: but, sophie said the social media platform led her down a path to self-harm. >> it started off with images of very thin models but it slowly transitioned into content that was eating

behavior disorders. >> by the time she was 15, doctors weren't sure if she would survive. >> i was hospitalized about 13 times and during one of those, i was given two weeks to live. >> reporter: thankfully through poetry and finding community, sophie was able to recover. but, state senator, nancy skinner said many other kids are not as lucky. that is why she is sponsoring a bill to hold social media companies accountable for the harm she says there platforms can inflict on under aged users. >> you design these platforms, you have the ability to help lessen this harm, that is what we want you to do and that is what sb 680 is doing. >> reporter: it would ban social media platforms from using designs, algorithms or features they know cause harm to users under the age of 16.

including self-harm, eating disorders and social media addiction. the bill would require companies audit there platforms quarterly and correct any issues within 60 days or face up to a $250,000 fine. >> they have the ability to fix it and that is what we wanted to do, we want to stop harming our kids, here's an easy way and if you do, we will hold you harmless and if you don't, we will hold social media responsible. >> sophie is now a sophomore at stanford and a huge supporter of sb 680. so much so, she personally testified on behalf of the bill in front of lawmakers in sacramento. >> it felt like a full circle moment. my 10-year-old self would have never thought that's where i would land. she had no idea the journey she was going to go through when she downloaded the app. >> reporter: but now sophie has

a pretty good idea of where she's going. she studying the health in america and works with the national alliance of mental illness to advocate for social media regulations across the country. sophie told me she expects it will take time to get all the regulations she wants past, but she is confident her generation will be the one to get it done. >> we reached out to tiktok and meta for this bill, meta did not respond, tiktok did send us a statement saying, we work hard to support the safety and well-being of teens with parental controls, age-appropriate account settings and a dedicated team of more than 40,000 safety professionals. we will continue to keep our platform safe and welcoming by tackling industrywide challenges. four traffic alert to tell you about, caltrans is closing a

stretch of westbound interstate 80 for roadway repairs starting tonight. and that will last through labor day weekend. the closure starts at 9:00 pm through the 780 interchange in vallejo and highway 4 in hercules. caltrans plans to reopen that stretch at 5:00 am on tuesday. meanwhile, bay area airports are expecting a labor day weekend rush, oakland international estimates more than 210,000 travelers will pass through between today and tuesday, that is nearly 80% of pre-pandemic levels in 2019. and at sfo it wasn't too crowded this morning but just wait, they are projecting 590,000 passengers to go through from tomorrow through monday. that is 93% of what they saw over the same time in 2019. they believe tomorrow will be the busiest day with 160,000 passengers in and out. at san jose minetta, they are experiencing a slight

afternoon but the tail end is still dumping rain along north carolina's coast . as a hurricane, he left a 700 mile trail of destruction through four states and people in florida's big bend region are returning to find their small coastal community incomplete brilliance. in the city of perry, 125-mile-per-hour winds ripped off a gas station canopy and brought trees crashing into homes. storm surge inundated entire neighborhoods, but somehow, someway, some homes right on the water were spared. this couple returned to their home of 30 years assuming everything would be gone and we are surprised that it wasn't. >> i'm just so happy to be here, thank god for the good lord is what we keep saying. >> idalia also cut a path through georgia and weakened to a tropical storm before reaching the carolinas, powerful wind lifted his car off the ground, the two people

inside amazingly escaped with only minor injuries. here at home, the heat has been a part of the weather story lately and animal hospitals are seeing a lot more injuries because of it. lauren toms shows us what is happening to our pets and how it is straining already overcrowded shelters. >> reporter: nothing can break little leroy's happy spirit, not even the bandages covering the burns on his paws. >> he had the scabs, but they were all over this part of his legs and on this part of his legs, you can see it is healing. and his little feet back here are so much better, so it's starting to scab over, but even these, you can see they were burned. >> reporter: leroy has been under the care of at that

hospital, he requires regular bandage changing after his feet were burned on hot pavement. lisa says she sees burns like these at least twice a week during the hot months. >> there's just not enough fosters, not enough kennel space so a lot of them are running around on the streets. so with the heat we have right now, their feet are burning at 125. >> reporter: he was pulled from a euthanasia list of dogs, but shelters were overrun with difficult to adopt pets with costly healthcare needs and lisa says it could have to do with the economy. >> i think people just don't have the money to offer the medical care to their pets, they don't have the money to feed their pets, much less buy groceries for themselves. i think it's just the economy right now. >> reporter: nationwide, shelters are desperate to find fosters for animals on the euthanasia list, michelle says her team is working overtime to

place as many health compromised animals as possible. >> at the end of the day, they just don't have the resources to take care of these dogs and when there are not enough dogs leading the shelter and there are more dogs coming into the shelter every single day, that is what results in euthanasia list. >> if i could help one, then somebody else could help the next one. >> reporter: lisa cannot take leroy herself, but once the burns heal, she is hopeful he will find a good home. >> somebody loved him at some point, somebody will love him again. >> how could you not? he is so lovable. animal experts say try to walk your pets during the cooler hours or on the grass if possible. by the way, you might be wondering, leroy will be available for adoption through rescue the underdog, coming early next month. i'm sure he's going to find a wonderful home. first alert weather, hazy skies habit left quite yet,

but jessica burch says they will start to let up along with the heat. >> it was a hot day for us yesterday, widespread throughout the bay area with hazy skies, which are still in the bay today. but, taking a long-range look from the climate prediction center, we will see below normal temperatures right around the corner, just in time for labor day weekend. let's start off with current condition, widespread throughout the bay area, we are still seeing this now, poor air quality. make sure you limit your time outside today, try to stay indoors as much as possible and make sure the doors and windows are closed. this is a friendly reminder also, maybe you want to check the air filter in your car or in your homes, just make sure everything is clear because we are still dealing with that circulation offshore bringing the smoke from the north. this has been impacting us yesterday and that will continue to be the case today heading into the evening hours tonight. by friday, it is tracking further north. the

wind will get gusty into this afternoon, anywhere from 20 to 30-mile-per-hour wind around 2:00, only into the evening tonight but it gets stronger in pockets. here is what we are looking at when it comes to that area of low pressure, it is circulating from offshore but, it is bringing in good conditions, too. temperatures are a lot cooler today thanks to the system. it is moving out the heat dome and to add to that, it could bring a chance of showers as we head into the forecast tomorrow. off into the east bay, we see movies near antioch, 60s near san francisco and 80s up into novato. that is right on average for the most part. we will continue to track this temperature anomaly map, yesterday we were in the triple digits and today in the 90s. tomorrow we are sitting in the 70s and low 70s at that, so

tomorrow is going to be a very cool and cloudy day especially along the coastline with a chance of showers, potentially impacting areas like san francisco. we are going into areas like san francisco and oakland, upper 60s and lower 70s with cool temperatures heading into the labor day weekend. just a few weeks after the start of the new school year, castle mott high school in oakland is officially unveiling its new athletic field, it includes grandstands and a track. the field was finished in the spring so it has already seen some use for some sports. it will also be available for some community events. the new field was paid for with funding from the measure that was passed in 2020. >> i think this is going to be a stepping-stone and a blueprint on how we continue to develop this side of town. so for you all to just be in this position now asked students, you should take pride about that. >> the castle mount football team is hosting st. vincent tomorrow night at home.
