from cbs news bay area, this is the afternoon edition. >> tiny homes, big debate, helen effort to ease the housing crisis is creating a divide in the south bay. five fentanyl overdoses in 24 hours, and he's happened in the bay area city where police say it is practically unheard of. how a new learning center is improving access to early education for lower income families in east san jose. good afternoon, i'm elizabeth cook, it is clear the bay area needs more housing, we all know it.

but, where to build them has sparked a lot of debate. tonight the vta is taking up the issue and talking about building tiny homes in the south bay. anne makovec is joining us with details about tonight's vote and why there's some opposition coming from residence and the transit authority. >> reporter: tonight's vote is for the board of directors to approve or reject the project, this comes after the city of san jose voted unanimously to pursue this back in december. the emergency interim housing is specifically designed to help people experiencing homelessness get off the streets, and parks and into a safe environment. the plan would build up to 2200 tiny homes at the vta yard in san jose, supporters say there will always be opposition to change and the need for emergency housing outweighs people's concerns. they say it is the perfect site because it is 17 acres of currently unused land. but a staff report suggests it

isn't the right place, and the report claims it is the only site with room for growth. they hope to build a command center. they also said the tiny homes and potential inhabitants could pose a safety issue, referencing the trauma employees deal with due to the mass shooting at a vta railyard back in 2021. >> we are not against the homeless, and we keep saying that, it's just not the right location. and we are sure this is not going to make the community better. this is actually going to degrade our quality of life. >> the proposal for those 200 tiny homes in san jose is a part of the promised this year to build 2200 tiny homes throughout the state. mayor matt mahan has been a big supporter of the plan and he's going to participate in the vote as a member of the vta board. meanwhile, union city

police are investigating five separate fentanyl overdoses. they all happened within a span of 24 hours. now, two people are dead. as wilson walker reports, police are scrambling to find the source behind this sudden string of overdoses. >> we responded for a call for someone who was unresponsive. that individual was showing signs of overdose and unfortunately passed away. >> reporter: the second call came tuesday evening, only this time it was two people found unresponsive, one of them was a 17-year-old and died at the scene. >> several hours after that, we responded to another call, there was another unresponsive person in a restroom at a business. >> reporter: as first responders were rushing to save one employee in a bathroom, another was found unresponsive in a car outside. both were treated with narcan and taken to local hospitals. >> it is something that i don't think union city has

experienced before. we have sporadic cases where we would respond and we have overdoses, but nothing like the five that we experienced in the last 24 hours. >> i think the reality of the small town is we are used to things happening in the larger towns of san francisco, oakland, and san jose. so when it comes to our small town, it is shocking, because we are led to believe those kinds of things don't happen in small towns. but the reality is, it does. >> reporter: all of union city's first responders have been carrying narcan since 2018, and the past 24 hours have been a reminder of how essential that can be in any community. and as for what might have prompted the string of incidents. >> our detectives are looking into this matter and seeing if it was a bad batch. they are looking into seeing what is tying these together.

>> reporter: i spoke by phone with the ceo of the company where the two employees overdosed again, both survived and he said this has come as a complete shock, it's a place where people use heavy machinery, it is a drug-free workplace. he calls this a very sudden lesson that the drug crisis is right in the workplace and he is trying to figure out how to move ahead just how police are trying to figure out if there's some common thread between these five cases. >> the death of a 17-year-old in union city is part of a troubling national trend. according to the most recent data from the cdc, teen overdose deaths jumped 182% between 2019 and 2021. but, there are new efforts to address the problem. that includes something called melanie's law, it is named after a southern california

student who died because of fentanyl poisoning, it would require california schools to have a drug overdose safety plan. that means school staff will be trained on how to recognize the signs and how to use narcan. some bay area schools already do that. for some other top stories around the bay area, a world war ii sailor has returned home nearly 79 years after he was killed in action. his body arrived this afternoon at san jose's airport, he was killed while his crew was flying over the pacific during a mission against japanese forces back in 1944. his remains were taken to his hometown with the help of law-enforcement officials. he will be buried next week. in oakland, students at skyline high school returned to class today, two days after a shooting on campus. police arrested two people and also recovered a gun. luckily no one was hurt. san jose's raging waters as they are closing after 38 years of illness, the popular waterpark issued a statement

saying they are closed for the season and will not reopen in 2024. the company hasn't given a reason for the closure comes a year after the company y clos the sacramento location. some good news today, a bay area's preschool is empowering and supporting east san jose's youngest students and their families. shawn chitnis is showing us how the little ones were just starting their journey. >> reporter: improving access to early childhood education for low income families is the first step in a lifelong process to help underserved kids become successful. >> it is centered around building a relationship with the parent and helping them see education as a teacher and a community collaborative role. >> reporter: she is the lead teacher at the new cesar chavez

early learning center, she's also a parent and understands the concerns some families have. >> i have my son here and my daughter was here. >> reporter: the goal is to be able to be a place where families can have all the young player children in one place, from infants on the way to kindergarten. combining resources, the school district works with nonprofits to provide early childcare, a family care center and classroom instruction. >> knowing the teachers, he really does bring a sense of security for the community. >> families can go to school, families can work, that means they provide and support the economy of this community. >> reporter: by meeting the variety of needs, the early learning center believes they can strengthen east san jose beyond the school grounds. >> i myself was born in this community and i decided my mom

pixar is about to release its sequel to inside-out, and if it reminds you of san francisco, there is a reason for it. the art director has been drawing her inspiration from people right here in the bay area. ryan yamamoto introduces us to her. >> it's a game, it's a puzzle. this is how i make it fun for myself. >> reporter: on most days, you will find her finding inspiration while creating characters, characters that sometimes look a little familiar. >> i am my own muse, yes, i feel like any character i have ever designed for any animation

project, especially those at pixar have had me folded in. >> it was in 2012 when she began working at pixar. creating ducky and bunny on toy story 4, designing some of the new superheroes for incredibles 2. and her favorite featured project, the 2021 film, luca. >> i worked on almost all of the characters in that film, i was the character director for that one. >> reporter: but other films literally hit closer to home. in this short animation, she found inspiration in her own backyard by re-creating the women of san francisco's chinatown. >> which for me was an absolute delight, because chinatown is one of my favorite neighborhoods and i'm there multiple times a week every week. >> reporter: and her sketchbook came in handy. >> sometimes you will see the same character over and over

again. >> reporter: when she got the assignment for her 2015 film, inside-out, based in san francisco. her task was to design the city's background characters, something she says they are all too familiar. >> that was another assignment where i could really just hit the ground running because you know, i walked the streets every day. so really, i collected so much inspiration already. >> reporter: and when she's not taking inspiration from her city, deanna is getting the inspiration back. once a month you will find her inside the classic north beach dive bar, hosting her monthly sip and sketch, attracting artists like liz. >> i feelel like my creativity has a crush on her creativity. i really wanted to come and see the kind of people that orbit her. >> i give my time because i feel like that is what veterans should be doing. so really, this is my way of paying it forward. >> reporter: a chance to uplift

september. on the living roof of the academy of sciences in golden gate park, san francisco leaders unveiled their plan to make the city more green, literally. the reimagining san francisco urban nature alliance has bold goals, to transform 30% of the city's land area into bio diverse green space by 2030. as a part of the fight against climate change, going even further than the current plan to reach net zero emissions by 2040. >> it's not enough just to reduce emissions, we need to get bigger and bolder in terms of how we are going to heal the planet because that is at stake. >> it is unclear exactly what the green space will look like, dozens of organizations are working together on this effort. cards of martinis and champagne, that is something you can experience at a new bar

and restaurant in san francisco's financial district. we got a sneak peek of what the holbrook house has to offer. >> reporter: it is a unique space in the financial district, you walk in and there's an area for people to sit, you look up and there's an amazing view. so when the owner was thinking about the design, they had to step up to the plate. >> you walk in and you say wow. >> reporter: immediately you see the bar, it is the centerpiece of the restaurant. >> we want there to be an old school feel but a modern flare, just like our city. >> reporter: it is extravagant but there is variety on the menu. you can get caviar or you can get fries. you can get a martini or you can get modelo. one of the most intriguing parts involves a switch. >> when you sit down, we've got champagne on one side, martini on the other side and if you are sitting here and you

feel like you want a martini to your table, you can flip the switch. and when the light goes on, that signals the staff, someone get over there because it is martini time. >> san francisco has been facing a number of challenges including homelessness and ongoing crime, but he wants to give the side of the city that he grew up knowing. >> there is a little bit of fatigue about how bad everything is and when i walk in, i don't see how bad everything is, i see a lot of fun and energy. >> they are open monday through friday, 7:30 a.m. through midnight. i want that switch by my desk. in case you want to visit, you can reserve for weddings and other holiday parties and over the weekend. we are a few days away to the weekend and the allergens are in the air, widespread throughout the bay area, we are keeping a close eye on the

pollen count. we are in the medium to high category for the next couple of days. just take it slow. it is a beautiful weekend ahead of us. 80s today in the santa clara valley, 60s along the coast with partly cloudy skies. let's take a look at the rest of the bay area. we can see 70s and low 80s in the santa clara valley but in the east bay we are warming up into the upper 80s in pockets like berg and fairfield later into this afternoon, we will see 90s in the forecast in areas like brentwood. for all of the communities along the peninsula, we are sitting in the upper 60s today, and san francisco moving down just a little bit more as we head south of the city. the wind started off relatively mild this afternoon but this afternoon it will whip up 20 miles per hour wind near san francisco, we will see that same trend into the inland areas, too. we have seen small

changes in the forecast for us, but heading into the weekend, the high pressure will slowly move its way towards us and the high temperatures are going to warm up just a hair more. for events like opera in the park, it is going to be beautiful, we are talking about upper 60s all afternoon. if that is your sunday plans and you still need saturday plans, go to downtown over on castro street and mountain view, they have the art and wine festival this weekend, upper 70s and lower 80s on saturday and sunday. maybe you want to get adventurous, heading down to monterey for the grand prix, they are expecting 70s and a lot of sunshine, too. it is a stunning weekend. i love this forecast for the next seven days. then it'll cool down as we head into tuesday and wednesday. we can see that no matter where you live. the north bay, san jose, upper 80s for this weekend, san francisco warming up to the 70s by
