oakland. >> we are very worried about where oakland is. then, dozens of elevator rescues in the same san francisco building, despite millions of dollars promised from the city to fix them. the latest out of morocco tonight as the death toll continues to climb after a 6.8 magnitude earthquake hit just outside marrakesh. good evening, i am brent hallett, >> we begin tonight in oakland where five fatigue is setting in. >> one example, this 7-eleven in the diamond district, held up the owner for the third time in a month. da lin has more. >> reporter: many businesses like the 7-eleven feel alone and helpless, they say crime is out of control. they are demanding city leaders to do better. >> the robbery happened just before 12:30 saturday morning. it is the 7-eleven on macarthur boulevard in the diamond district. surveillance video shows two young men with masks are tending to buy something they pulled out two

guns and held up two cashiers. a gun man at the entrance of the customer who was outside to leave the cashier daniel burkert had both hands up. >> yes, very scared, is a matter of life. >> reporter: demanded daniel and his coworker empty two cash registers, they took some tobacco product, as well. altogether the cashier say the store lost several hundred dollars. >> they take whatever they want, the money, they asking money, open the register , and they take it that way. >> reporter: daniel started working here recently. he emigrated to oakland from africa a year ago. looking for a better life. >> now for a country like this , i come from africa. >> reporter: the store operator says it is the third incident since august. >> we are tired foreseeing this every single day. it is not here, it's everywhere in

oakland. >> reporter: twice in august, large groups of young people ran in and cleaned out their tobacco products. he says those two incidents cost them about $12,000. >> it is a humble request to the city of oakland, oakland council members, oakland city mayor, please do something. please take a strong action. >> reporter: despite being shaken up, daniel came right back to work, roughly 12 hours later. >> we must work, without food we cannot live, you know. >> if you have any information please call the oakland police. so far we are not aware of any arrest in this robbery. people did voice their frustration at a rally before a community safety meetings held by city leaders. in fact, there were two dueling public events. >> both highlighted the growing divide over public safety in oakland, outside of the community safety meeting at a church people were holding

their own rally, sharing their stories, community members spoke out on challenges their city is facing and what needs to be done. >> we are very worried about where oakland is and where scared, some of us are scared to go to the lake or just to go shopping. >> there is a lot of upset in the community and among the youths, a lot of disenfranchisement. that is not pamela price. >> reporter: at the community safety meeting, alameda county district attorney pamela price defended herself from critics wanting to recall her, and mayor chantal wanted out her efforts to increase law enforcement while rejecting costs to declare a state of emergency. >> stick calling for a state of emergency right now when we are doing everything that this would allow for us to do, too. i mean, that , let's just call it what it is, it is just political theater. and so for me, i'm about to do the action and doing the work and so this work has already been done. the investment, onto the next.

>> while all this is happening, oakland still does not have a police chief after mayor chantel fired laurent armstrong earlier this year over his handling of officer misconduct cases, there still no timetable as to when a new chief could be selected chp says they are on the lookout this weekend for potential side so activity planned across california. officials say they are monitoring social media posts talking about possible street takeovers. starting in los angeles, and ending here in the bay area. chp and local law-enforcement agencies across the state say they are going to have extra staffing on standby this weekend. now, to morocco, where the death toll from the friday night 6.8 magnitude earthquake has now topped 2000 people, that number will rise as rescue crews's world to reach remote areas. the epicenter, just 44 miles from marrakesh tourists and locals alike are sifting through the rubble and lining up to donate blood from the

victims. all the memories of the quakes fresh in their minds. >> third started shaking, backwards and forwards and everything started moving and pictures started moving and so we just grabbed some close and bags and we raced out. >> trying to see what happened next, the city is pretty much on alert right now. >> u.s., france, germany, and many other countries have offered aid to morocco. >> joins us now, and you had a great example of what this earthquake recent earthquake has compared to the earthquake we had. >> reporter: because this is such an important issue for here any time one of these happens across the world, i think the thought always comes back to our vulnerability here at home. this earthquake hit one very important thing in common with loma prieta, the last big earthquake, but also had several other things that are not similar that might be

more important. let's take a look at this. that is the earthquake from today, madden 2 to 6.8, usgs is able to plot with the magnitude of shaking was like you can see the scale down along the bottom. anything in yellow is a six, you get into orange and red and that is quite damaging. here's what loma prieta looked like period and at the same way back in 1989, a 6.9, is a little stronger on the shaking scale, it spread a little bit farther on the fault but the intensity of the shaking was very similar. that is where the similarities and we've got to look at the fault on the big pitcher. here we are at home, that is the san andreas, the red line, that is a transfer fault where one plate slides past the other. what happened in morocco , yesterday, was very different from that. we look at the world globally, you can see all the different faults, the red faults are the transfers faults like ours pick up we go back over here to morocco, there is is blue. you see the line here? that shows you where you have a conversion plate boundary right there.

africa, the african plate is moving north and colliding with the eurasian plate. that gives you a convergent boundary, that is where the plates hit like this and slide and you build mountain ranges when that happens. here are the high atlas mountains, that is where that earthquake was center. these mountains don't look all that big but they are about 14,000 feet high the deep areas of red show you where the shaking was felt, the strongest in morocco. this is very sparsely populated. marrakesh sits out here the good thing about that is it is in the yellow. still a six and still moderate, but this is where most of the buildings collapsed. even though we have our own liabilities here at home, making sure our buildings are earthquake ready and we still have work to do, we are light years ahead of places like morocco. and it was the construction there , the poor quality that led to the high numbers of fatalities and that is the difference, really. i will be back with our forecast in a few minutes. for now, andrea cut back over to you. last year san francisco pledged $10 million to repair

the elevators in single room occupancy buildings like the cadillac hotel where residents have gotten stuck between floors, kneading the fire department to come rescue them. but nothing has changed. so as our loren thomas report, they're having to take legal action against the city to try to get things moving. >> reporter: dramatic elevator rescues are part of life at the cadillac hotel in the tenderloin. >> i am furious. that anybody would willfully let it be in this condition. >> reporter: mark parsons has lived at the cadillac for over a decade. >> i lost my partner and it was just too much and i kind of walked out of my life. >> reporter: got a new start in 2009, living in supportive housing is subsidized by the sitting. the only elevator is leaving disabled tenants stranded in their units, at times, four weeks. >> a huge amount of anxiety, i have been stuck in a four times

the one time with another person. >> reporter: we met in a nearby park, he is fearful that taking a camera inside the building will lead to retaliation from building management. he has been threatened before but he continues to document the unnerving scenes. >> people rely on the elevator, just like if you live in a building where you don't need an elevator but you take it, right? it is 143 steps, round-trip. they just don't really take our safety seriously. that is the bottom line. >> reporter: today mark walks with a cane due to a stroke, usually with uses a wheelchair but he is too afraid to get stuck in the elevator. instead, he walks up and down the four flights of stairs. >> people are stuck between floors, and they're having to be dragged out, it's just horrible. it is a really dire situation. it is like a crisis 10 years in the making. >> reporter: the california department of industrial relations is responsible for elevator inspections. it only happens once a year and this year the department red tag to

the elevator for inconsistent stops. >> thank you! >> reporter: in a statement to cbs news bay area, the department said, quote, elevators are required to be properly serviced and maintained by the building owner and their certified elevator maintenance company. they explained the elevator was not landing on each floor on the day of the inspection, and elevator maintenance later fixed the issue, clearing it for use days later. rescues from this elevator are one of the most frequent calls san francisco fire response to prayer according to sf fire they've received at least 32 calls to the cadillac since the start of the year. nearly one call per week. >> every time i write and i just pray. >> reporter: the issue lies in the hands of the building owner, reality house west, which is responsible for elevator maintenance and repairs. they have not responded to our request for comment.

great and et cetera shared by the national weather service here out of san francisco earlier today, taking all the lightning strikes, you can see how close they came here through santa cruz county and they added them all up, 776 strikes and yes, there were four small lightning sparked fires. all of them were put out in a hurry but there was a red flag warning through monterey county this morning. specifically because of that, so what is going on with this? if you're going to get thunderstorms in california, you got to have special circumstance, and there is our special circumstance, that is a decaying tropical storm which is no longer a threat, it has fallen apart with the leftovers of it, the moisture, the energy, having to get pulled our way, we had quite a show of thunder and lightning in this era over the last yaris, will probably do that tomorrow again. but you notice all the energy is over massive amounts. we are not at risk from that anymore. and all we have tomorrow now is the marine layer part of this, speaking of which, here it is, morning by the time we get into the 8:00 hour, that is what we are waking up to. if you're in the

city, the east bay and probably down the peninsula, you wake up to some marine layer gray. if you're in the valleys, never even gets there. the north valleys it is there , but watch how fast it goes away. by 10:00 a.m. tomorrow, we are all looking at sunshine. so it will be another day like today, we will probably still get some pretty looking clouds in the sky and there probably won't be building with much a vertical extension time-lapse lies. but if you like watching for that kind of thing, keep your eye out towards the southeast in the distance, you might see something. daytime highs will be in the upper 80s, 90s of your inland san jose, 75 in oakland and 70, san francisco. seven-day forecast, san francisco and oakland don't change a whole lot but oakland does, and san francisco both show a little bit of a dip on tuesday and that is a theme, you're going to see it in every microclimate watch the the north bay valley , san jose, there is the tuesday dip. santa fe goes down to 79, north bay goes down to 84 and you warm back up for the last part of the weekend and those inland east bay will go from 90 tomorrow, and then you will dip down to tuesday's 82, and then back up, we are navigating

plastic pollution, that is one of the most serious issues facing the world's oceans, and ocean cleanup is a nonprofit trying to collect 90% of the floating plastic in the world's waterways. started back in 2018 with the launch of their first vessel from san francisco bay. to a distance of 1200 miles to the great pacific garbage patch. there is such a thing. and they now have a new target, rivers, as their research shows just 1% of the world's rivers are responsible for 80% of all the plastic flowing into the ocean, which really makes sense. there is currently 11 new intercept vessels across the globe, catching hundreds of thousands of pounds of plastic >> if we take all that 1% of rivers, we think we could have a tremendous impact in a relatively short amount of time.
