from cbs news bay area this is the evening edition. now at 11:00, san francisco preparing for tens of thousands of people to desend on the city for this year's dream force conference. there is a threat of them pulling out of the city all together. thieves in the east bay making bigger and bigger scores

on the water. why residents say they are left to deal with these pirates on their own. end of the era to b.a.r.t. saying good-bye to the old trains and saying hello to more frequent service. good evening. we begin in oakland where pirates have been ransacking boats in the marina. >> as thefts become more common on the water we are hearing the same from people on land and on boats they can not rely on the police for help. >> reporter: steven young outfitted his boat, the bay escape, to serve as a survival craft in case of a large earthquake or disaster. that plan was sunk recently when thieves stole the 40 foot yacht from the slip. they spotted it a few days later stuck on rocks with people still aboard so young called the police. >> i told them somebody is on the boat and they are moving

the boat as we speak. can you just go down and impound it? >> couldn't do that. we need a police report first. >> reporter: young says the police never game. it was not until days later when the insurance company called them that the boat was recovered and by then it was too late. >> what they did to the boat was just unbelievable. they, normally you expect them to take the dinghy and your liquor and stuff like that. they took the fishing polls, they took the fighting chairs, they took the bbq pits, and everything they did not take they destroyed. >> reporter: they stole gps equipment, pumps, engine parts and three handguns with ammunition. closet doors torn off and every compartment trashed. they also found a number of needles and the message "i love jesse" in bleach on the couch cushions. the insurance company says the boat is a total loss but it is not the only one. two other large boats were stolen in the

same week. >> and then a few days later someone in this marina had to defend themselves with guns against the pirates. and that is where it is right now. everybody here who, anything has a gun or a knife or a sword or a stick or something. you know, to protect themselves. michael west lives aboard his ship and says the crime coming from people living on boats anchored turned the entire area into a wild west environment especially since the city of oakland has one officer who knows how to operate the boat to protect the harbors. >> the city of oakland police department we tend to make things work with what we have. i have been training 10 other maritime officers on how to operate the vessel so the vessel is available more hours than just myself being here. >> reporter: but so far that has not happened. the people living on the waterfront feel like they are on their own. young says he has had enough. his boat could not survive the

earthquake of crime shaking oakland. once the insurance company pays for the loss he is gone. as for west? he and his neighbors know that this is not petty crime any more. they will band together to do whatever they must to protect themselves. >> we don't even bother to call the police anymore. we will handle it ourselves. >> there is plenty of crime happening all over oakland but those living on the water feel like deserted on the island left to fend for themselveses >> when the yacht was recovered it was tied up to a pier at union parkay quarter mile away. >> residents said they have heard a lot of gunfire coming from that area. in other news, a video game award presentation at the fort mason center in san francisco was canceled today after the authorities say a video game developer assaulted several park police officers. roadblocks and online video

game with tens of million of users announced they canceled the conference out of caution due to a potential security concern. the chronicle reports that after the alleged assault the police found a concead weapon and armor piercing ammunition in the suspect's car. we reached out to roblox for more details but have not heard back. as the country prepared to mark the anniversary of the september 11 attacks tomorrow, new yorkers took part in the annual 911 walk of remembrance. they took 2200 steps in the event. the number of stairs that first responders climbed in 2001 on their way up to the 110 story world trade story right after the plane struck the towers. similar scenes across the country in richmond, virginia, firefighters did their own march and climb. houston, texas 1,000 volunteers

fully booked monday through wednesday. all of its rooms, suites, event spaces reserved for what is billed as the world's largest ai event. the largest conference in the city. this attendee just checked in after a flight from the u.k. >> it is fantastic. the location of this one, the marriott, we got people staying in union square as well. so, yeah, we are bringing money into the city. >> reporter: leslie, who works for deloy, a sponsor, is one of 40,000 attendees expected this week. the conference is projected to inject $90 million into the local economy. >> we got quite a number of events set up. we got some networking events we are hosting clients around the city as well. >> reporter: salesforce ceo made news when he said he may pull the conference if dreamforce is effected by the

. this train ride will be closing out history. thank you for joining us and riding with us tonight. >> that is the final b.a.r.t legacy train leaving for the final trip through the bay area. the old train spanned from the agency's opening in 1972 up to the 1990s when b.a.r.t decided a complete renovation was needed. that is just one of several big changes coming to b.a.r.t. >> including a new schedule that rolls out tomorrow. we have the details. the goal here is to increase ridership. focusing on the workday commute

and boosting service on weekends and nights. >> reporter: no more half-hour waits for the next train starting tomorrow. b.a.r.t says no rider will wait more than 20 minutes for a scheduled train no matter what hour of the day or day of the week including a 50% increase in evening service. >> we need to grow our ridership. we have been steadily growing ridership throughout the pandemic but we want to bring back more people. so, we are inviting everybody if you have not been on b.a.r.t in a while this is a great time to come back. >> reporter: and a big upgrade for people who ride b.a.r.t's busiest weekday line, the yellow line from pittsburgh to the peninsula, trains will go from running every 15 minutes to every 10 and you may notice more passengers in each car. that is because trains system wide will be shorter, a move to keep them cleaner and to increase police presence. the vast majority will be from b.a.r.t's so-called fleet of the future. new cars with upgraded features. >> great new seats, great new

signage. very clear audio announcements. we think riders will be a lot happier. >> b.a.r.t says they will hold a proper retirement ceremony for their older fleet to celebrate its final run. likely sometime in 2024. now, darren, that is an awful lot of snow you have there in sierra. >> it was last march. >> we will talk about el nino, there is not a lot happening with our weather this week [ laughter ] >> that gives us an opportunity about what could be the bigger issue for the long-term. we will show you what brian was looking at. a high resolution of us in march. to show you what the snowpack looked like this last winter. let's talk about the coming winter. if we look at the most important tool that we have to let us know how this winter will go we look at what el nino is up to. the simple way to say this, look at

the waters off of the equator and south america. see the pool of red there, showing you where temperatures are warmer than average. that the is signature for el nino. that is still there. here is the takeaway. right now, a 95% chance that we are going to have an el nino this winter. a virtual certainty. the question is, a strong el nino? because if it is a strong el nino that does tilt the odds a little more heavily in favor of an above average winter in terms of precipitation, right now the odds on that are 66%. not bad that is where they stand now. an update on this. we get it every month. coming out in the middle of this week. stay tuned we will have the latest information. the other weird thing, look at the pool of water off of the pacific. we never had a strong el nino at the same time we had a huge persistent marine heatwave in the pacific like that. we don't know low it will effect the storm track even driven by el nino. just for fun these are

the sea surfaces, it is still cold out there in the north pacific it is just warmer than average. let's switch our focus now. we are going to and back to the near term. look at what happened today in the sierra? still had thunderstorms. this was between 4:00 and 8:00 tonight. i am showing you what it looked like out there now. thunderstorms from the sierra are coming from the leftovers of a hurricane, that has fallen apart. not even a tropical storm. that is about it. it lost its shape. the moisture and the energy sheered off of it and drawn our way. that is why we had the cool looking cloud show yesterday. if we look at future cast for the next 36 hours there will still be thunderstorms off of the crest of the sierra. none of that has an impact here. what happens here is that we lose the marine layer. saw it in the time lapse off of the top of, in the last visit, and the marine layer disappeared this afternoon. not coming back tomorrow but for the coastline which means we wake up tomorrow and it is not gray. you will be

able to see the sunrise, without the marine layer around the temperatures are not going to budge a lot downward. they are going to stay where they were. not like we have a warming trend here. if you look at tuesday, we actually cooled down a little bit. tuesday will be the coolest day in the seven-day forecast. and it will probably be sunny. maybe a little bit of marine layer in the morning. that is it. nothing major going on here. san francisco, oakland, that was your 70. no changes on t. moving passed. north bay, san jose, the same thing, northbound valley to the lower 90s to 80s. inland east bay, going from near 90 tomorrow and you will be down into the lower to middle 80s by next weekend. all right, guys, back over to you >> thank you. a town beaming with pride today as oakland celebrated their lbgtq plus community. 49ers, mayhem along the river. u.s. national champion
