francisco. take a look at this thing. this massive sinkhole has swallowed a huge chunk of intersection, almost the entire thing, blocking the road in all directions. this is that biltmore and greenstreet's in the cal hollow neighborhood. jose, what are you seeing out there now? any improvements? >> reporter: it has been quite a day. i want you to take a look because people have been coming here to take pictures and videos of this massive sinkhole, which was created this morning by a water main break that happened last night around 11:30. listen to this, this water main was installed in 1949, and they have been working on it for a while. this went all the way down to the union street shopping district, where several businesses flooded. we spent some time at one of those businesses and also spoke to the san francisco public utilities commission about what happened here.

>> it's terrible. it's a big mess. i hope tomorrow is much better, because right now, they have blocked around us, cars cannot come in, so there's no business. but hopefully, they open up tomorrow, and then hopefully it is better. >> it is from a 16 inch water main , that is probably well over 70 years old. so, this is a large pipe, it is old, puc crews worked to proactively can replace about nine miles of these sometimes century-old pipes per year, but you know, leaks still happen in the city . we don't know the exact cause, but we are investigating, and right now, water service has been restored.

>> reporter: this will take at least a week. you can see the cruise here working, they have been here since last night around 11:30. we know that the water service has been restored, but the fire department is going to continue staying here, even though the gas line has been shut . back to you. >> such a mess for the people who live in that area and of course, the business owners in the surrounding area, just crazy. jose, thanks so much. let's bring in first alert meteorologist darren peck. that was kind of crazy video . the weather had nothing to do with it, but luckily, the weather is cooperating as they make repairs. >> it was reminiscent of what we saw last winter with all the rain, we had singles forming them. so, brown water can do the damage. this time it was apparently man-made , but we'll have more on that developing story. more water to be seen in the atmosphere today, this is a live view from the santa clara valley. we have fremont here, mt. diablo is over there but i wanted you to see that. look at the time lapse on that cloud? going back

three hours, these are building cumulus clouds. from this camera we have on black mountain , on the west side, you think maybe that is happening in the tri-valley? not even close. will be high-resolution satellite, here we are. no clouds over here, we are seeing clouds building over the crest of the sierra, into some isolated thunder storms over there and first alert doppler is seeing lightning in those. that's how tall those clouds are, we can see them from the hills on the west side of the center clara valley and the rest of the diablo range as well. all that stuff is staying over there for sunny skies for us, today and again, tomorrow. today and tomorrow are going to be slightly different, in one minor detail. tomorrow it will get a little cooler. a week cold front is coming our way. if you look at where we were for today, tomorrow's numbers are about 45 degrees cooler. we are looking ahead to tuesday's daytime highs but i will show you where we are for right now,

for today's numbers and what happens for the rest of the seven day forecast in just a few minutes. we are not getting thunderstorms, but are we getting rain? that is the question. back to you. >> sounds good, thank you, darren. the 911 system in oakland has been plagued by problems from recent outages, to slow response times. but, now, city leaders have announced a $2.5 million investment to make things better. the city says the money will go toward hiring more dispatchers, upgrading computer dispatch system, to get calls to first responders faster, and upgrading its power supply equipment to protect against outages. >> the pressure , and the sheer volume of calls coming in they have to manage, and an understaffed department is something that we cannot stand anymore. the fact that these resources are coming at this critical time, when the state is saying that we have to do something different is critical. >> oaklands emergency system has faced criticism from both the grand jury and the state, who must threaten to withhold funding if it did not improve. the mayor's office says the police dispatch center takes

about 500,000 calls per year. the money from the investment is coming from the oakland alameda joint power authority. now to some of the top stories from around the bay area. b.a.r.t. is promising writers you won't have to wait as long to catch the next train. b.a.r.t. rolled out its new schedule, today. the agency includes transit service along the yellow line between sfo and antioch. there is also a 50% increase in evening service. b.a.r.t. says writers should not have to wait any longer than 20 minutes for a scheduled train. the agency is also running shorter trains , most of them from the newest fleet. a union pacific train collided with a tractor trailer in redwood city. this all happened around 10:30 this morning near the intersection of lindquist street and seaport boulevard. luckily, no one was hurt. >> ♪ ♪ today marks 22 years since the terror attacks killed

nearly 3000 people, and forever changed this country. and michael vick joins us now for a look at the remembrance taking place across the u.s. and also here in the bay area. >> hard to believe it has been 22 years. it feels like yesterday for a lot of us. but, it has been a long time, and the remembrance continues each year in new york. they marked the moments that the two towers fell, with a moment of silence . that happened at the annual ceremony that goes on in lower manhattan. in keeping with tradition, family members read aloud the names of loved ones who were killed. >> my uncle noel, i am so proud to be named after your. i love hearing stories about you , and i try to follow your example of showing kindness to everyone in need and living life to the fullest. our family misses you, and we ask you to please continue watching over us. you will never be forgotten

thomas has been following the story for months, now, and she spoke with one resident who is now taking legal action. >> reporter: dramatic elevator rescues like this are a part of life at the cadillac hotel in the tenderloin. >> i am furious that anybody would willfully let it be in this condition. >> reporter: mark parsons has lived at the cadillac for over a decade. >> i lost my partner, it was too much, and i walked out of my life. >> reporter: he got a new start in 2009, living in supportive housing subsidized by the city. but he says the buildings only elevator is leaving disabled tenants stranded in their units, at times for weeks. >> i've been stuck four times, once with another person. >> reporter: we met at a nearby park. he is fearful that taking a camera inside the building would lead to retaliation from building management. he says he has been threatened before, but he

continues to document the unnerving scenes. >> people rely on the elevator, just like if you live in a building, you don't need an elevator, but you take it, right? it is 143 steps round-trip. they just don't really take our safety seriously. that is the bottom line. >> reporter: today, mark walks with a cane after a stroke caused damage to his body. he usually uses a wheelchair, but says he is too afraid to get stuck in the elevator. instead, he walks up and down the four flights of stairs. >> people are stuck between floors and they are having to be dragged out. this is horrible. it is a really dire situation. it is a crisis 10 years in the making. >> reporter: the california department of industrial relations is responsible for elevator inspections. it only happens once per year and this year, the department red tagged the elevator for inconsistent ops. in a statement to cbs

news bay area, the department said, quote, elevators are required to be properly serviced and maintained by the building owner , and there is certified elevator maintenance company. they explained the elevator was not landing at each floor on the day of the inspection, and elevator maintenance later fixed the issue, clearing it for use, days later. rescues from this elevator are one of the most frequent calls chance sisco fire response to. that have received at least 32 calls to the cadillac since the start of the year , nearly one call per week. >> every time i ride in it, i pray i will make it to the fourth floor. >> reporter: the issue lies in the hands of the building owner. reality house west, responsible for elevator maintenance and repairs. they have not responded to a request for comment. >> mark as a lawyer and is planning to sue owners and

management alleging disability discrimination and property neglect. the $10 million allocated to repairs like this were expected to be released this summer, but the mayors housing office, responsible for directing funding, now says the money is expecting to be released by the end of the year. let's go back to the weather with a look at our forecast with meteorologist darren peck. hopefully a nice week ahead ? >> it will be. we have reached that time of year where average daytime highs are starting to fall. for the inland valley, 88 has been the average for the last six weeks. today, the average here is 87. so, we are starting to trend towards fall, now, and not only will we do 87 for concord, but we will go below that once we get back here. look at the last day, by the time we get towards monday. it is still nice to see temperatures and daytime highs in the 70s for our warmer inland valleys. it will be a while, but it is coming. let's take a look at how it feels out there now, the current number for concord is 90. we will come back into the bay, and instead of looking here for diablo let's look at

santa clara valley and downtown san jose, the number is noticeably cooler. if we look at the bay as a whole, the marine layer is holding steady along the coast. you can see the clouds out here in the 60s for half moon bay. it is in the 60s in san francisco and there are a lot of low 70s. let's skip ahead to daytime highs, those are daytime highs for today. these are the numbers for tomorrow. that is tuesday, and if we look at wednesday, all these numbers will go up a little more. watch the day take forward, wednesday gets a degree or two warmer but you may not notice that much of a difference. there is not a whole lot of change, until we get to monday of next week, where we get cooler. pardon me. the big picture shows us leftovers of what once was a tropical storm, getting streamed into california. that is what was producing the cumulus clouds we were looking at over the sierra a little while ago. there is energy to keep that going but it all stays on the east side of the

state. may be one more day where that continues to happen. way out in the distance, maybe you will see cumulus clouds building, but here at home, we are far more concerned with what the morning is like. tomorrow morning it builds back in more than today. it is not coming back full strength, but we are going to wake up tomorrow and we will see some low clouds for the east bay . the city will probably have some clouds but it's not a total gray out and it doesn't last long. by tomorrow morning it is all gone. a sunny day tomorrow, temperatures are almost identical to where you are today. oakland, you are cool, from the mid-70s to the low 70s early next week. northbay and southbay, your numbers will cool down a bit . northbay going from the mid-80s to the upper 70s by sunday and mid-70s to start next week and for the inland and east bay, we have already seen this seven day. middle and upper 80s tomorrow, but then you will cool back down to around 78 by the time we reach monday, we went see a lot of change. there is a newly discovered comet passing the earth for the first time in
