from cbs news bay area, this is the evening edition. >> a gun fight outside leads to an oakland mother being killed inside her home. >> this has got to stop. it's out of control around here. but how do you stop it? plus, a castro valley teacher in jail tonight. the warning his students gave the school board five months ago. and low riders leading an independence day celebration through san francisco's latino districts. good everything, i'm brian hackney. >> and i'm andrea nakano. we start tonight in oakland, where a stray bullet took the life of a mother sleeping on her couch. this happened just before 10:00

last night on 38th avenue in the city's laurel district. betty yu spoke with a witness who says the neighborhood is seeing a rise in crime. >> by the time i walked around the corner there, they were -- the first ambulance had come and they were covering her up. >> reporter: he was inside laurel lounge on mcarthur boulevard when shots rang out across the street near masterton street. >> earlier that day, everybody was nervous because there was a bunch of guys hanging out gathering their weapons, like in -- it was like a -- figured it was a retaliatory thing or something between factions. >> reporter: how did you know that? >> i've lived here for a while. they got a lot of guns over there. >> reporter: a stray bullet flew into this home and killed a mother of two young children, according to neighbors and witnesses. oakland police have not released the victim's identity. anthony said a group of young men gathered on this corner shortly before he heard

a hail of gunfire. >> when they start gathering, we went inside. wasn't until the shots when we came out, noticed all the cops and everything. that's when i came around the corner and i seen them covering the lady here in the street. and putting her on the gurney. >> reporter: this councilwoman, whose district includes laurel, says the neighborhood is made up of many immigrant-owned businesses. the victim was an asian woman who was sleeping when she was hit. she says she and her husband were longtime oakland residents. >> if you can't be safe in the comfort of your own home on an evening with your family and, you know, falling asleep in your own home, you know, things absolutely have to change. >> reporter: she said she will support automated license plate readers and opd will dedicate one foot patrol officer to the laurel area. >> this area's been hot lately.

lot of stuff's been going on. i know a couple elderly women that were mugged broad daylight. one lady with a walker got punched and then kicked when she was on the ground. >> behear gunshots all the time in this neighborhood. it's not unusual at all. we got sideshows, people congregating all the time. it's terrible. there's lots of children in this neighborhood. >> it's got to stop. it's out of control around here. but how do you stop it? therein lies the question. you have to put a cop on every corner. as it is, they're not safe by themselves anyway. >> crime was the main topic of conversation today as oakland leaders walked the streets, getting feedback for the mayor's town talks event. lot of people said things are actually worse under sheng thao's leadership. robbery up 30%, burglary up 42%, both those figures up over last year. there have been 90 homicides so far this year, which is on track with last year. >> it's heartbreaking. i don't even recognize oakland. i was

born and raised here. and it's just to see it deteriorate like this and these so-called politicians keep coming in year after year whenever they term doing nothing -- it's worse. >> mayor says that crime has been building long before she took office eight months ago. up in san rafael, police are investigating three violent incidents that happened after celebrations wrapped up for guatemalan independence day last night. a shooting on novato street after 10:00 sent one man to the hospital with serious injuries. then after 1:00 in the morning police learned of another hospitalized gunshot victim from a separate incident somewhere in the city also around that time a fight broke out and became a stabbing, hospitalizing a third man with nonserious injuries. tonight we're hearing from the castro valley unified school district after one of their teachers surrendered to the alameda county sheriff's

office. keita hasegawa taught music at castro valley high school. he surrendered after the d.a.'s office issued a bench warrant for multiple child sexual abuse charges. the sheriff's office said the charges stem from a relationship he allegedly had with a student. according to the sheriff's office, the abuse began when hasegawa was teaching at creekside middle school back in march. castro valley high school's principal called the sheriff's office after learning that he was alone with a student at her home. students had tried to express concern at a school board meeting back in april. >> i've never seen him where he was not alone in a car or a room with students, usually female, and he often buys food or drinks for said students. he has engaged in off putting and inappropriate conversations online with students in which there is evidence he has always seemed off. >> mr. hasegawa has been involved in unprofessional forms of communication with students, such as privately messaging on platforms such as discord and driving students in his personal vehicle. >> he's facing seven felony

counts. he's being held in jail. the district superintendent did release a statement saying in part, we will continue to cooperate with law enforcement in hopes that justice will be served. learning a colleague shattered the trust that we all seek to create and nurture makes us heartsick. we will continue to provide support for students and staff as they grapple with this tragedy. state attorney general rob banta announced a historic lawsuit his office has brought. five oil companies and the american petroleum institute. it claims they have harmful practices that are catastrophic for the environment. it says they downplayed the impact of burning fossil fuels. the attorney general's office says they have evidence suggesting the companies have known for decades the damage they have caused. the complaint says the mega corporations have committed the following violations, public nuisance for creating dangerous conditions, damage to natural resources,

products liability, false advertising, misleading environmental marketing, and unlawful, unfair, and fraudulent business practices. earlier this year the supreme court overturned affirmative action, ruling that colleges cannot consider race in admissions decisions. but john ramos reports that one east bay college is still trying to become a model for diversity. >> reporter: las positas college in livermore isn't known for its racial diversity, but with regards to african american students, the school's president says he wants to change that. and now they're taking positive steps to make that happen. >> today is black family day here atlas positas college. it's the first time we've done it. it ties into our educational master plan to be the destination campus for black students and other students of color here in the tri-valley. >> reporter: it's an ambitious goal to turn a college that is predominantly white, located in the east bay suburbs of livermore, into the school of

choice for black students. >> african american students represent about 4% of our student population here. and so our goal is really to really lift all boats and make sure that every student that attends las positas college is successful. we're going to put the time, the resources, and the energy to help those students that need it more. >> reporter: what they need more than anything else is a sense of confidence, an understanding that they're as capable as anyone else on campus. but student services vice president jeanie wilson says that can be tough when students enter college feeling like outsiders. >> and so you have this sense sometimes of imposter syndrome where you can feel like maybe i don't belong here. but you do. and so events like this help us to be able to surround students with love. >> reporter: at a roundtable discussion, students and parents evaluated the current state of education. sandra james said the approach seemed more human when she was in

school than what is happening today. >> the focus is so heavily driven on the academics and the competitive nature. so the student loses the connection with other students, even the connection with teachers. >> reporter: and there isn't a lot of black representation in the teacher ranks as well. t. gertrude jenkins, who heads up the college's african american scholars program, says that was actually an unintended consequence of school desegregation in the 1970s. >> when schools integrated, you had black students who went into integrated spaces, but nobody wanted black teachers. nobody wanted black school leaders. so what happened to those people? they lost their jobs. so what you used to be a -- the highest number of black professionals were educators at one point pre-integration, that changed afterwards. >> reporter: with few black students and even fewer teachers, it's no wonder some can end up feeling alone, but mitchell found his sense of community with his teammates on

the school's basketball team. >> and i did feel kind of isolated my first year coming here, but the basketball team, they did make me feel like i was at home. so it wasn't really a problem from day one. we was all good. we clicked. >> reporter: that's what las positas is trying to do for everyone, create camaraderie so all students will see it as a welcoming place. a place where they don't have to wonder if they belong. >> earlier this year las positas was the top ranked community college in california and it was number six in the nation. today was mexican independence day and the biggest celebration was naturally in mexico city. an extravagant military parade at the capitol. they claim to have set the world record for the biggest joint rifle salute with more than 1,500 cadets simultaneously firing. delegations from countries around the globe were present

at the parade. >> and back here in the bay, party in san francisco's mission district. fiesta delas americas celebrates the independence of various latin american countries. along the mission's 24th street corridor, everything from bands to handmade crafts and low riders. trucks were equipped with elaborate hydraulics. put on quite a show for the crowds. still ahead on cbs news bay area at 11:00. the bay is one of several homes to the broad nosed gill shark. what scientists are doing to make sure they can stay. and the ocean is glowing. we'll tell you where and if it's safe to actually be taking to the water. i'm just hoping no sharks were harmed in that previous story for that video. nobody got out of the 70s today. we were all ten degrees below average, if you were inland,

downgraded to a post tropical cyclone, lee is still battering new england and parts of canada. storm crashed ashore with maximum winds of 70 miles an hour. driver in maine was killed when a big tree limb fell on his car, and at one point more than 200,000 people there were without power. well, a rare shark species uses the san francisco bay as one of the only year round breeding grounds and nurseries in the world. scientists are studying the broadnosed sevengill shark, and they're learning about the health of the entire bay ecosystem. ph.d. candidate megan was out on the bay today pulling the sharks up and pulling all kinds of samples from them. the results of blood toxin levels will give her more details about the health of the population. >> all of these sharks are here, and there's almost nobody really looking at them. you know you have a healthy ecosystem when you see sharks. sharks are a really great sign for a healthy, sustainable ecosystem. they are what keeps

our ecosystem in check. >> she said she's grateful to be able to get so many samples today. it's possible the continued fresh water runoff from our region's extreme winter could push the sevengills out of the bay. >> if ever a shark tried to say the words what the -- it was then. something eerie is happening off the coast of southern california, not eerie if you live down there. take a look. photographer caught a video of dolphins swimming through an algaeae bloom thihis weweek. the mimicroalgae looks rust during the day, but that's what it does at night. >> they do really like warm temperatures, calm conditions, and we've had a pretty long run of that here in southern california over the last couple weeks. >> quite a sight. happens up here too. while some algae blooms can be toxic, so far oceanographers say this one looks safe both for the animals and for the surfers. all right, darren peck is

here now, and let me guess, gray skies in the morning tomorrow? >> yeah. >> okay. >> yeah, we are still in that pattern. it's kind of on overdrive. so grayer than might be typical by the middle of september. it's going to stay gray over the city maybe all day. a lot of people are getting together for the festival tomorrow. i'm going to show you what the forecast is for that specifically, but let's start off with that marine layer. here's what it's doing. it's start to be build back into the bay. by the time we wake up tomorrow morning, that's where it is. it's got the entire bay covered in gray. it'll melt back so that by the time we get towards late morning and early afternoon tomorrow, most of us are looking at sunshine, except you'll see kind of a persistent patch hang on up here through the petaluma gap. some of those north bay valleys looking at the clouds longer tomorrow than typical. and the city in the immediate east bay might stay under that ribbon of gray we're seeing in that time lapse. that might stick around a while. underneath that here's what the daytime highs will be like.

mid-70s once again. these are ten degrees below average for this time of year. should be 87 degrees over here in these inland valleys. you'll be in the mid-70s tomorrow. 77 san jose, 76 santa rosa. if you are making plans to go to the street fair or if you didn't know it was even happening, it's happening tomorrow. that'd be a cool thing to go do. but because of its location and that forecast, this will be one of the places in the bay that stays gray longer. so if you like that kind of thing, that's the place to be tomorrow. so what's going on? why are we ten degrees cooler? why is the marine layer a little more persistent right now? wouldn't see it on the regular satellite, now on the water vapor. that counterclockwise spin right there. that's a weak area of low pressure hiding out there. if you look at the water vapor you can pick it out. let's look at it another way. this is where we spotlight where the energy is in the atmosphere. the deeper the shades of red, now we can track

it. where's it going next? it's going to stay through sunday, monday. but tuesday it's down here and then goes onshore. couple of things happen because of that. when it finally goes onshore, we will warm back up and lose the marine layer. not like we've got a heat wave coming, but let's go back to tuesday which is where it's going to be parked right down there. these things spin the air counterclockwise. watch what happens right there, counterclockwise spin, that's pulling the air offshore from us. that gives us offshore winds as opposed to the onshore winds it's doing now. with that we will notice less marine layer. it's weird. it would seem inexplicable if you didn't know there was that area of low pressure sitting right out there, but now it gives us an explanation for why the next two days we have the marine layer around in the morning. on tuesday it gets wiped out a bit. you can see we also warm up a bit. north bay valleys

of a double header looking to at least get the second game of the day. it was another bullpen game for the giants, and scott alexander was the first pitcher up. he didn't even get through the first inning. gives up a double to former giant kris bryant. runners at the corners, and this time it's jakob junis with a wild pitch, one of two in the game, and the giants look like they have very little left in the tank. they also had two errors as they dropped game two 5-2. so with the two losses, the giants playoff chances take a big hit. they fall two and a half games behind cincinnati and arizona. they also trail the marlins. bob melvin and the padres, visiting his former team at the coliseum this weekend. rookie pitcher mason miller got the start, but this one didn't last long either. he gave up two runs, including this rbi single to xander bogaerts and was pulled in the first inning. it

cal opens up pac-12 play next week against the eighth ranked huskies. they're going to need to get off to a better start than they did today as the bears fall behind 17-0 to start the game. quarterback sam jackson and the cal bears hosting idaho. cal trailed early in this game but then jackson delivers. this 36-yard dime pulls the bears within three at the break. then third quarter, jackson he fakes a handoff then takes it himself. a 27-yard touchdown run through the defenders there. jackson finished with three tds on the day. cal wins 31-17, and the bears are now 2-1 and will take on eighth ranked washington on the road next week. troy taylor and stanford facing his former team, sacramento state, and it had to be bittersweet for him, because sac state had one of its best games in program history. late fourth, caden bennet somehow gets the pass to marcus, takes it 49 yards to get the go-ahead
