news with sara donchey on cbs news bay area. hello, i am juliette goodrich in for sara tonight. police and fire departments around the region say they are getting carl's asking if there is a fire. there is, but it is nowhere near here. all the smoke is blowing in from hundreds of miles away. there are wildfires burning on both sides of the oregon border as we speak. one of the largest has been burning for more than a month. paul has been telling us about this, and you have been seeing some of the worst air quality right now on earth. >> yes. san francisco has the worst air quality of any densely populated part of the planet. now we are ninth. still, by far, the worst air quality in the u.s. and still

top 10 around the world. that is how measure of how bad it has been. from earlier today we had a camera view from the top of mount diablo, and just look up hayes. this from around when the sun was going down. the orange glow. air quality today was not as bad as the air quality we had that autumn, but i got into the unhealthy category. unhealthy for everybody. it initially started by just blowing through the golden gate but then it spread out around the bay and made its way through the gaps in the terrain and into all parts of the bay area and we are likely to face significantly-deteriora ted air quality issues to start the day on wednesday, though we could see some improvement as we head deeper into the day. we will take a look at futurecast as we head through the rest of tomorrow. that is coming up in a few minutes. we also have a fire weather watch in effect at

11:00 tomorrow evening and continuing through 11:00 a.m. on thursday with humidity, gusty winds elevating the fire threat, so we have a lot to talk about. >> you learned us earlier about it and we know some schools are canceling practices, sports practices in marin county tomorrow. here in san francisco we came across a nonprofit hoping to keep the doors open. >> reporter: lisa runs this san francisco eco-charity . >> i can tell that it is getting a little bit scratchy, my voice. you can smell it in the air. >> reporter: ironically, they are having an open house this week, which showcases sustainable living and gardening solutions for urban renters. >> i said i could smell something in the air but i cannot quite figure out what it was. >> reporter: by midafternoon there was no mistaking the smell and sight of all the

smoke. >> is this a concern for you? >> i would prefer it to be a little bit clear, for sure. >> reporter: but down the street it did not stop some cyclists from setting off on a city ride. >> if it gets worse than that i guess i will lock myself in the house and close the windows. >> reporter: back in the eco-home, the doors are staying open for now. >> i think anybody will try to stay open. >> if you are looking for links on air quality we are posting several links with the story on kpix.com. to say that the city of oakland is in turmoil tonight is an understatement. there is a tug-of-war happening over who will lead the police department. the local chapter of the naacp is calling for ex-chief laronne armstrong to get his job back. based on a

new independent report, armstrong says that it clears his name after mayor sheng thao fired him. so that 57 page report has not been made public, but our katie nielsen got to see it before she sat down with the chief today. >> reporter: why is this so deeply personal to you? >> for the community to finally believe in the police department and that it was changing, i did not want to tarnish people's confidence in me. i did not want to tarnish the trust and confidence people have in the oakland police department. i believe that the truth needed to be told. i think ultimately would be the mayor's decision as to whom she selects for the next chief of police, but i thought it was an important gesture to me that they appreciate the work that i did and that they felt that i

was a good selection to be chief again. i want to serve oakland in any capacity. i will still be present in oakland as a leader. >> mayor sheng thao fired armstrong in february following an independent investigation into a misconduct case. she said she did not think he took it seriously enough and lost confidence in him. so naturally we wanted to get her response to what the chief told us today. the office declined an on camera interview, so we emailed two questions. number one, is the city open to a meeting with the former chief? and number two, what is the response to the independent report? instead, they simply reiterated that the mayor fired the chief based on his actions following that investigation, adding that she believes that it is critically important that opd leadership is held to the same standard of conduct as we expect of our officers. mr. armstrong failed to uphold that

standard. oakland's crime crisis took center stage in a packed city council meeting. kelsey thorne spoke with one longtime resident who said he has had his share of crime concerns over the years but has never been this fed up before. >> i want to take a moment to recognize -- >> reporter: tim gardner has lived in oakland for 15 years and tonight is the first time he has ever attended a city council meeting. >> i could not sit around hoping it would get better anymore. >> reporter:'s big concern is crime. he says this year alone his neighborhood has been the victim of several violent crimes. >> some women had been attacked and robbed on the street, typically older women who were at least able to defend themselves, then a baby was injured in a robbery by gun, where shrapnel had punctured her ankle. >> reporter: tim says he wants

the city to do more to protect people and prevent crime. that is why he decided to come here and address city leaders directly. >> i wanted to express my support for funding for traffic safety, dna testing and dna data access so that we can solve crimes. >> reporter: tim wasn't alone. dozens of people took to the podium to express their concern over how the city is handling the issue of crime, including sandy valencia no with urban peace movement, a local organization that works with area youth. >> it is very important to me, personally, as an oakland resident, that we generate our energy towards violence prevention solutions. i think a lot of people want , you know, what happens when the worst-case scenario takes place? i want to make sure that the worst-case scenario does not happen in the first place. >> reporter: tim told us he agrees with sandy but still believes the police need to play a role in the city crime

plan. he says the biggest problem, in his eyes, is that the city is not doing either of those things. >> between safety and violence prevention, that is not a choice. we need to start working together. we also need to use our resources to solve these problems efficiently. one of the most egregious problems in the city is a total lack of accountability. >> reporter: you saw the people on all sides of this issue agree on one thing, and that is that they are not confident in the way that city leaders are tackling this issue. they say the number one thing is that they want city leaders to take action and they want them to do it quickly. a san francisco tourist probably never expected his sightseeing excursion would end like this . he tells us why he was hanging off the side of the getaway car in this viral video. and if the bay area is just too crowded for you but you don't want to leave, there is some good news. you can buy

tonight we are waiting for word on whether people in pleasanton could soon be paying a lot more for their water. the city runs its own municipal water company and says increases are necessary to keep up with rising costs. if the city council signs off, rates would rise by 30% in november, another 20% in 2025 and another 12% in 2026. the council is still talking at this hour and we will let you know what they decide. want to get away from it all? a private island is up for sale right here in the bay area, but you won't find it anywhere near alcatraz or treasure island. it is point buckler island and that is in solano county. the asking price? $75 million. for that , you will get 50 acres of open space all to yourself, but of course there is a very expensive catch. you will also need to own a boat or helicopter to get there, and according to the real estate

company only one house can be built on the island. a benefit concert tonight in menlo park raised money for california farmworkers. it is an industry that has faced multiple hardships, including the half moon bay mass shooting and severe weather that left farms flooded. the event was hosted by nonprofit organization earth to table . all proceeds will go directly to farmworker communities and you could not make it but still want to donate, you can do so by going to the earth to tables website. she graduated from the u.s. naval academy and stanford and she flies the fa 18 hornet, but petaluma's nicole maine had even higher ambitions than that. tonight she told our betty yu what she wants to do

next and what she wants the next generation to know. >> and now we have come through. nicole mann will be the first native american woman. >> reporter: nicole mann returned to earth after spending time at the international space station. she told a crowd in her hometown of petaluma that she wants to inspire others to take the small steps that lead to giant leaps. >> i think there is a great responsibility that goes back to communicating with the younger generation, and especially young and indigenous, so women and kids, that maybe they live in an area where they don't realize that we have astronauts living in space continuously for over 23 years. >> reporter: nicole conducted hundreds of experiments,

including cardiovascular health tests and technology demonstrations alongside her crew. she is told stories of her life. >> for me it was not until later on in life. i was interested in math and science and space as a kid but i had never met an astronaut. >> reporter: there were many in the audience who did not get to meet an astronaut before. >> it was impressive that she was able to -- it gives me hope that maybe i can do something really important as well. >> reporter: nicole said she was able to overcome self-doubt or barriers along the way with the support of her family that lives in the petaluma area. nicole's father was in attendance. >> just being there and supporting her. just being a

sounding board. >> did you think this is what your daughter would become? >> it is funny, her mother told her, when she was pretty young, she said one day you are going to be famous. i don't know. >> reporter: nicole lives in houston, where she trains. she said she would love to return to the international space station in a few years, or even the moon. if you are curious about what she missed the most while she was in space? >> you cannot smell the ocean, you cannot smell the breeze, you cannot smell the food. you can if you put it close to your nose. so i missed that smell and i miss the wind, feeling the wind on your face. >> october 5th will mark the anniversary of her historic launch. 2023 also marks 50 years of women flying in the navy. i paused on that one. that's pretty awesome. congratulations. and it was interesting! she missed a smell. i did not realize that

was one of the things left out of the equation when you are in space. >> yeah, because it is a very sterile environment. but i don't think she would miss the smell of what we have in the bay area now! >> it must be a fire or something like that, well, it is smoke from fires up north! yeah, way up north. it has been tracking towards us throughout the day and the past couple of days. let's look at the big picture perspective here. we have the satellite loop from later this afternoon when it was still developing in far northern california and southwestern oregon. it has been tracking down the coast and the onshore breeze grabbed the smoke and sent it through the golden gate. so we have futurecast and the fact that there is plenty of smoke in place right now. let's wind the clock forward. it is going to thin out as we head through the day tomorrow, but still, more than we want to see. there is

a better chance of the smoke spreads out on thursday when we might see more moderate air quality readings. we will likely not get rid of the smoke until we head into the weekend. it is unhealthy for sensitive groups but i think the most likely scenario is for the northern half of the bay area with more moderate readings to the south. we also have to watch for the moderate spread through the north bay mountains which will escalate tomorrow night. 11:00 p.m. is when the air quality advisory goes into effect. the onshore breeze will pivot and turn into northerly wind, but really just for the north bay. elsewhere we don't have to deal with gusty offshore winds. you see the communities don't have any really strong wind gusts. it is in the hills above these communities where we have 30 to 40 mile per hour gusts combined with humidity levels. further down the line we actually have our first rain chance of ottoman the forecast for the first few days. it will be monday night into tuesday of next week. there is a chance for shower activity as we head

to the weekend and into early next week. right now the fog is mixed with the wildfire smoke. that is a good combination of temperatures. upper 50s and low 60s. there is a combination of fog and wildfire smoke and the combination like we had a few years ago makes the fog stubborn to burn off so it will take a while for it to dissipate. you should see better visibility as we head towards late morning. at least it will not be hot and smoky. temperatures tonight fall down to the 50s across the whole region and highs tomorrow still run a few degrees below average. upper 60s and low 70s around the bay with a mix of 70s and 80s further inland. the seven-day forecast, very few changes to our temperatures. just running in the upper 60s in san francisco in mostly low 70s for oakland in the east bay. the seventh day of the seven-day forecast is next tuesday and that is the chance for the showers, especially around the bay and the coast.

the santa clara valley in inland, i think you will miss out on this one. temperatures might get cooler as the system works its way in but no real significant departures from where we have been . so just kind of spinning our wheels in terms of temperatures, but that is a good thing. we don't want the heat to go along with the poor air quality so we don't have to deal with that. it is just the smoke that will be with us tomorrow, so make sure you are aware of that. it is maddening for parents to find that their kids charge their credit cards while using video games, but now the maker of one popular video game has been ordered to pay up. vern? straight ahead in sports, the giants, a game they had to have! two more errors and ran into some good pitching. speaking of pitching, this happens tonight in the desert. alex cobb injuring his

happened. he was in a group of tourists traveling from overseas and they were in san francisco for one day to sightsee last wednesday when two thieves broke into the van in fort mason. they snatched bags with passports and laptops inside and threw them into a getaway car. when two of the tourists confronted them to get their bags back, one of them ended up hanging onto the side of their cars the thieves sped off. >> i was like i don't know if he will keep accelerating. >> i am still shocked about this. i could not believe it. it is going to happen during the daytime. it is the most attractive place, right?

>> as for the guy who tumbled from the side of the car, he said he was banged up but he was grateful the injuries weren't worse. we reach out to park police for more details they may have but we have not heard back yet. there is another image that will make your heart stop. this teen is lucky to be alive after a dangerous stunt went sideways. the sheriff's office saying the teen and a friend walked out on the catwalk with a rope and a harness to create some sort of swing. he was left swinging 700 feet up. here is an idea of just how dangerous that spot is. it took professional rescuers two hours to harness up and get down, or get him down there safely. >> as a parent, imagine getting that call! >> that is one of those stories where i tell my 16-year-old, hey bud, don't make a swing off a bridge! he looks at me like a mom, what are you talking about? >> because in a few weeks, you
