good morning and good to be with you. i'm anne-marie green. we start with possible progress in ending the hollywood writers strike. writers and studio executives held talks yesterday. afterward they issued a rare joint statement saying both sides will meet again today. a source for "reuters" says the meeting was attended by the heads of disney, netflix, nbc universal, and warner bros. discovery. people in the room reportedly described the session as, quote, encouraging. cnbc cites sources that say an agreement to end the strike is near and may come as early as today. the writers strike has gone on now for nearly five months. some experts put the economic impact of the writers and actors strike at more than $5 billion. and now to immigration. the biden administration says it's granting temporary legal status to hundreds of thousands of venezuelans here in the u.s., making them eligible to work. the move comes as officials near the southern border say conditions are at a crisis level with tens of thousands of illegal border crossings.

jarred hill is in new york with the latest. >> reporter: good morning. for a while now mayors and governors in places like here in new york have been pressing the white house to figure out a way to speed up the work permit process for migrants so they can support themselves. officials acknowledge this does not fix a much larger problem. overnight the biden administration said it will grant nearly half a million venezuelan migrants temporary protected status. this will give them the ability to live and work in the u.s. legally for 18 months. it applies to those who arrived by the end of july. >> we can't spike the ball, but we have to acknowledge that voices were heard. >> reporter: mayor eric adams and other new york democrats praised the move as cities like his struggle to house the tens of thousands of asylum seekers who have been bussed there. >> it's not immediate. there's a process of filing for it. >> reporter: it comes as the daily number of illegal crossings soared to just over 8,000 this week.

that's according to internal border patrol data obtained by cbs news. that's up from a daily average of 4,300 migrant apprehensions in july. >> yes, we have reached to the point of crisis. >> reporter: john martin says the el paso homeless shelter he runs receives dozens of new migrants every day. >> we work with our partners to see if they have space to be able to defer people to. we simply don't want to say no. >> reporter: border officials closed this entry point at eagle pass, texas, after it was slammed with asylum seekers while at least one mexican rail company halted operations after some migrants were seriously injured or killed after jumping onto trains. the biden administration says it's also sending an additional 800 active duty service members to help with logistics at the border and taking steps to increase deportations. now the white house is also expediting work permit reviews for migrants from a number of other countries including cuba and haiti with

various sets of restrictions for each of those as well as other criteria. and anne-marie, the july 31st cutoff at venezuelans is aimed at discouraging others to enter the u.s. in hopes of the same protected status. >> makes sense. thank you. house republicans grilled attorney general merrick garland for hours on capitol hill yesterday accusing him of weaponizing the justice department. the prosecutions of donald trump and hunter biden were the main tonics of questioning from the judiciary committee. catherine herridge reports from washington. >> reporter: from the outset, the republican-led committee took a combative approach. >> the fix is in. >> reporter: accusing the justice department special counsel investigations of targeting a former president and going easy on the current president and his son. >> there's one investigation protecting president biden. there's another one attacking president trump. >> reporter: in forceful testimony spanning more than five hours, attorney general merrick garland pushed back.

to find evidence for an absurd impeachment. >> reporter: while most of the hearing centered on the special counsel investigation of hunter biden, garland offered no insight into weiss' decision to seek special counsel status more than four years into the case. >> mr. weiss will have an opportunity to explain -- >> reporter: the attorney general made clear that david weiss has the answers to republican questions. the house judiciary committee has been negotiating with the justice department for weeks and wants testimony from weiss october 18th, but a government shutdown could frustrate their efforts to get the special counsel under oath and on the record. catherine herridge, cbs news, washington. air force general c.q. brown will be the next chairman of the joint chiefs of staff. he was confirmed by the senate yesterday in an 83-11 vote. brown will succeed general mark milley when he retires at the end of the month. this confirmation comes as democrats try to maneuver around holds placed on hundreds of nominees by alabama republican senator tommy tuberville over

the pentagon's abortion policy. lawmakers on both sides of the aisle say the holds are causing a national security problem that includes delays in retirements and promotions. and president biden is set to host ukrainian president volodymer zelenskyy at the white house today. his visit comes as russia launched a major attack on kyiv, and at least five other ukrainian cities overnight killing two and injuring nearly two dozen others. the mayor of kyiv says several residential and commercial buildings were damaged. and turning now to the economy. the federal reserve left its key interest rate unchanged after months of hikes meant to bring down inflation. the average rate on a 30-year mortgage remains more than double what it was just two years ago. it has some buyers turning to a surprising source for savings. nancy chen reports. >> reporter: business has still been pretty steady. >> yeah. it has. it's been a pleasant surprise. >> reporter: northern virginia home developer david tracy has been busy despite one of the most challenging markets in

nearby gas station. yesterday's fire started when a piece of construction equipment hit a gas line. flames engulfed a car and a diesel fuel pump. a road was shut down, and nearby businesses including a day care center were evacuated. it took about two hours to put the fire out, and no one was hurt. art stolen by the nazis decades ago is returned to the family of a man killed in the holocaust. and two officers stand trial in the death of a colorado man. those are some of the headlines on the "morning newsstand." "the denver post" reports on the start of the trial of two colorado police officers in the death of elijah mcclain. the 23-year-old unarmed black man was walking home from a store in 2019 wearing a ski mask when someone called 911 to report a sketchy person. officers tackled mcclain and put him in a choke hold. prosecutors say they ignored his

pleas, and he could not breathe, and he was injected with a sedative. he suffered cardiac arrest and died several days later. the officers who have pleaded not guilty are charged with criminally negligent homicide, manslaughter, and assault. "the hill" says ray epps, the focus of january 6th conspiracy theories, pleaded guilty to a capitol riot charge. in a deal with federal prosecutors, the onetime donald trump supporter pleaded guilty yesterday to a charge of disorderly conduct on restricted grounds. he faces up to a year in prison. epps became the focus of a right-wing conspiracy theory that he was a secret government agent who incited the attack to tarnish other rioters. "the new york times" says seven works of art were returned to the heirs of an australian -- austrian man killed by the nazis during the holocaust. the pieces were plundered by the nazis more than 80 years ago from cabaret performer fritz grunbaum. his family has been seeking the return of more than 400 works of art for decades. the seven pieces were returned
