from cbs news bay area there is afternoon addition. rain is making its way to parts of the bay area. timing it out along with high surf, also headed here. slowing it down for safety. the new plans for some streets in oakland. it is a race against the clock to find common ground. i'm skyler henry on capitol hill, detailing a looming government shutdown and the infighting slowing it down. we start with the first alert weather. it changes as we get into fall. the storm or a storm is to our north and may bring rain our way. we are expecting big waves, a high surf advisory comes tomorrow. with waves as high as 16 feet we found surfers taking advantage of the calmer conditions, at least for now. >> it could potentially be dangerous. such a tourist spot. one of the reasons we have the lifeguard tower here to watch

out for people. if the surf comes up and people don't know you could be in a bad place. >> we found early morning surfers today as we check in with our first alert meteorologist, i look at the changes ahead and hey, the rain is almost here. >> we are going to track the approach of that, ryan, two ways, using the virtual set. i will go straight to the source, look at first alert doppler. the rain showing up there on the coast. more sunshine than anything else throughout the day. with that, the temperatures were able to climb. lower 80s today for the south bay. upper 70s. a beautiful fall day. if we come out for the wide view and take a look at the bay as a whole i am going to remove the numbers. in addition to first alert doppler reading the rain off of the coast we can use the satellite technology, oftentimes we will use it for fog. able to read the cloud deck, over taking the north bay. for the south bay, tri-valley you are looking at clear skies, that line of

clouds is heading for everybody. just to get a look at this, let's go to the traditional monitor here and we are going to track the arrival of rain by late tonight. so, if that is what it looks like on first alert doppler, you see the extent of the storm. most of it coming to the north. come back at home and watch the line of rain over the next few hours it is not until we gotten to like the 6:00, 7:00 hour, you see the time stamp up there, that we are seeing some of the leading edge showers making it into the north bay. i know it did not look impressive. most of it will fall apart. this is a significant storm from the west coast to the north. it will put an end to fire season. we do have to talk about timing for the northbound tonight. we will do that coming up in the forecast in just a few minutes, for now, back to you. >> all right, thank you. get ready to take your foot off of gas in certain parts of oakland. today, the mayor announced they will lower speed limits in business districts.

we have more on the citywide efforts and why they are issuing, why the issue is a tough one to tackle. >> every week two people are severely injured or killed and black people in lower income number neighborhoods are more likely. the city says majority of serious accidents happen on just 6% of oakland streets. it now has a new speed limit of 20 miles an hour or a few blocks on either side of international. that is one of 11 business corridors getting new speed limits this week. it will take more than new rules to save lives. >> i also want to remind and urge drivers to please obey the speed limit. to yield to pedestrians in the crosswalk and to yield to bicyclists when you see them on our streets. they are our brothers, our sisters, our neighbors, we must

share the road. >> reporter: the city installed high visibility traffic signs and enhanced cross walks there in the fruit vail neighborhood. in the next two years oakland plans to slow down over 50 business corridors. >> thank you. we hear about cars being stole nen cities everywhere. the number in oakland, well, that really caught our attention. the police say between january and september 17th more than 10,000 vehicles had been stolen. we spoke to people hit hard by that crime. >> reporter: this car owner is in tears, she just filed a police report. someone stole her 2001 chevy suburban in front of her apartment on sunday morning. >> the car, i buy it with -- collecting bottles from the street. >> reporter: she collected bottles and cans for a year to save up $3,000 to buy the suv.

now, she feels like the world around her is collapsing. >> my kids, i have to drive every day to take them to school, they are not going to school because we have to figure out what is going to be next. >> she and her kids moved to oakland about five months ago. they were at one point homeless after she lost her job. >> we are close to being homeless. >> oakland police reports from january 1st through the 17th, recording 10,547 stolen vehicles. that comes out to about 40 stolen cars a day. officers say that is a 51% increase compared to the same period last year. >> it is astounding. it is, it is, it is really hard to believe. >> that is insane. i did, i did not realize it was that bad. >> while the number is pretty staggering, i wish i could say that i was truly surprised. or amtruly surprised for that matter because of the lack of

leadership in oakland city government. and the lack of accountability. >> reporter: officers say there are more stolen vehicles than reported car break ins. 10,335. officers admit most people do not report break ins any more. we found several families on sunday checking out their recovered cars at a lot that contracts with the police department. >> my car was parked at coliseum park. i took my son to a baseball game last sunday. and i came back and the car was gone. >> the families tell me their recovered cars were totaled. >> all four of my tires stolen. they were all brand-new, all of the windows broken. >> everything was burnt to a crisp. no steering, no seat, down to the wire. the back trunk was broken and gutted, everything. >> the city is planning to install 300 cameras throughout oakland by early next year. the police chief believes that will help track down some of the stolen cars >> we do see stolen vehicles used in other crimes, being

used for parted out for money. >> she is trying to stay strong and positive for her family. >> i know everything is going to be fine. i know that. >> most of the people that he interviewed say they have a hyundai. they are easy to hot wire. they will offer upgrades to better secure some of their vehicles. in comparison so far this year in san francisco, 4,900 cars have been stolen. lower than oakland's 10,000 but it is still an 11% increase in the city compared to last year. happening tomorrow, oakland's naacp in the chinatown community leaders are saying several businesses will stage a 1-day strike. they want to bring attention to how crime is hurting their bottom lines. more than 200 businesses are expected to pardissipate. meanwhile, hollywood writers may have a deal to end there nearly five month long strike. the writers guild of america reached an agreement with

hollywood studios. a new three-year contract raising pay rates and pams for streaming shows. it will impose new rules on the artificial intelligence, union members still have to vote on that deal. the federal government is still set to run out of money and shutdown at midnight on saturday. unless they come up to pass a spending bill. finding it among house republicans makes it look more and more likely that at least a partial shutdown will happen. skyler henry reports from capitol hill. >> reporter: house speaker mccarthy sounded frustrated with some of his colleagues who are pushing towards a government shutdown. >> why would they want to stop paying the troops or the border agents or the coast guard? i don't understand how that makes you stronger? i don't understand what point they are trying to make. >> reporter: hard line conservative says they will not vote for and spending bill, long-term or short term without massive spending cuts >> folks that want to keep their word we are the bad guys,

we just want a responsible government, ma'am, you can not keep send 7 trillion when you are only taking in $5 trillion. >> the house will move four of the spending bills to keep the government running. >> former president trump is campaigning in south carolina. he is advising republicans unless you get everything, shut it down. >> funding the government is one of the most basic fundamental responsibilities of congress. if the republicans in the house do not start doing their job we should stop electing them. >> reporter: politics could harm millions of americans that will be impacted by a government shutdown. >> the white house added republicans agreed to a budget deal in the spring but now house republicans are trying to renegotiate that deal. president biden will visit

billion. winning ticket here in california down in los angeles county. on a serious note we want to tell you there are scams to watch out for. the federal trade commission says people usually get a call, email or letter saying that they won a sweepstakes or a prize. sometimes the scams can ask you to pay money to collect the winnings. powerball says you will never be contacted by email or social media to tell you about winning a prize unless it is a special promotion or contest. so, again, we said there are some lucky stores throughout the bay area, go to the california state lottery, enter your zip code, your city, select the lucky store options to see the list. you will likely find a few that are less than a mile away from where you are living. tonight's drawing, just before 8:00 p.m. our time. this friday, netflix will stop their dvd mail order rental service. netflix says they will send some subscribers

time highs for contra costa county. these are not the official highs yet. we will get those in the next hour. that is where the numbers are so far. in addition to putting the numbers on. we have been using it to detail where the fog is. it can be used to depict the cloud cover. there is a pattern. the clouds, they started moving in for the north bay. down here, these bay shores, south bay. looking at clear skies, have not seen anything yet. those clouds are coming. we have seen that line over the next two to three hours filling in most of the bay t. is the rain behind it that matters the most. let's check in on the status of that. we will say good-bye to the high-resolution satellite and switch over to the doppler, shown as the band of rain. it is still stalled out on the far northwest corner of the state. the larger system behind it, it will start pushing it in. by the time we gotten to later tonight we are seeing the leading edge of the showers get to the north bay. look at the time stamp up there. look ahead to 7:00 this evening. at that

point, you can see the leading edge of the rain just about to work its way into the northwest part of sonoma county frvment that point, 8:00 through like midnight. that is when sonoma county, napa, marine. you will get the most notable aspect from this. 1:00 a.m., kind of holding together a bit as it moves down the heart of the bay. it falls apart as it does so. by the time it gets to the south bay. no rain left over. it is going to stall out, i don't have rain in the forecast from the southbound. the best way to see this, looking at the accumulated totals. 15/100th of an inch of rain. barely anything that will be measurable for locations south of there. one other item to go along with there system. take a look at there forecast. we will see the wave heights, those could be visualized the brighter the color, the higher the wave heights, once we get to tomorrow, we got right into the center of what some of the

most energy that the pacific will be throwing our way. as a result, high surf advisory of the season. we are not get agi lot of rain from this. you will feel the energy from this system. be careful and mindful if you are going to be near the beaches. breezy today. it will be a little windier tomorrow. once the system passed and we feel the northerly winds kick up. no wind advisories not that kind of a system. it does get breezy tomorrow. does not have a impact on day time highs, taking a tour here. starting out in the north bay. your numbers are eye den cat to where you are today. not getting a strong cold front. we are not seeing the numbers plum net any significant way. everyone's day time highs are almost eye death penalty cal to the numbers we were looking at. just checked in on the numbers today. you might be a few degrees below that. we will say good-bye to that and i want to bring in the seven-day forecast. inland parts of the bay. the numbers will cool down
