from cbs news bay area , this is the afternoon edition. getting people to help and care they need when it comes to mental health. san francisco is about to take action but it is not without controversy. we are getting new details on san francisco's upcoming launch of c.a.r.e. court, a program with people struggling for serious mental health issues. anne makovec joins me now to explain all this. >> this could be a way to help some of the most vulnerable homeless people on the streets. it is possible to compel people to get help. it is a new civil

court process that provides behavioral health services to people who are living with untreated schizophrenia and other psychotic disorders. san francisco was among the first seven counties that will open up c.a.r.e. court. the law was passed last year and it goes into effect starting october 1. this allows family members, first responders and others to ask judges to order those with severe mental illness into treatment. the theory is that many people who would benefit from help might not recognize that they need it. if the court deems the person eligible, it will oversee the development of an individual plan like treatment and housing. from there, it is voluntary but if it does not work, the case could escalate to something more restrictive like a conservatorship. some family members of the mentally ill say this could be the only way for them to survive . patricia

fontana's son grew up a smart, motivated kid. he was a student at u.s. berkeley when he began to feel something happening to his mind. within two years, he was sleeping on the heating grates outside of his former classrooms. for more than a decade, he has been living on the streets. >> was there anything i could have done? how could i have done it differently? anger that you cannot get help. they don't see it as something wrong with themselves. my son would tell me, you are the one that is crazy. i am not crazy. >> while this could be the answer to the problems, disability rights programs say it is a violation of civil liberty. some say could do more harm than good because studies show forest treatment lessens the likelihood of people seeking voluntary treatment in the future. in the meantime, there is another bill on the governor's desk that could take things a step further appease signs it. people deemed to have a severe substance use disorder could be compelled into a grave disability conservatorship. a homeless crisis is now so contentious that two people who are not even running for public office just went head to head over it on the debate stage. betty yu was there is a local business owner and a prominent

advocate squared off. >> we are not going to [ booing ] . we are not going to clap. >> deli board owner alan mesic who runs mac better selma says he became a expert through his personal experience. >> i had found two dead bodies, one in 2023, one in 2019, both walking my dog outside of my home. if you have seen the conditions on seventh and mission and you can look at me and honestly tell me that that is humane, then i will give up. >> adam approached executive director on the coalition of homelessness for a public debate. the group is suing the city, arguing it had violated the law and clearing homeless encampments without offering shelter. there is a temporary

limit on sweeps of homeless people. >> what we have to do to have a functioning homeless system, we have to prevent people from becoming homeless in the first place. last year, in san francisco, for every one person that we had off, we had five more people becoming homeless. >> the city needs a tougher, more aggressive approach to handling open-air drug use, mental illness and homelessness. >> we need medical professionals to screen these people and figure out what their real needs are. how do you ask a fentanyl addict, who is in a tent, if they want services? you have to give these people time to decompress a little bit, give them an opportunity to take a shower. >> what does that look like? >> the owner gave jennifer an opportunity to respond to why she called adam, who often posts grim street scenes, talks

as. >> i think the quote was, he is well-intentioned but his messaging is often toxic. the reason that i said that -- you accused me of murder and have done a lot of other stuff on social media. >> you can respond to her. let her finish. >> that aside, i think what is happening in a lot of the debate is that we are dehumanizing folks. >> the city needs to do more to make san francisco less attractive. >> it is crazy. i saw a kid yesterday. i asked him how long he has been here. he said three days. he came from new hampshire. people come here because it is the cheapest fentanyl on the planet. it is the easiest place to sustain on the bottom with zero consequences. >> the city needs to appropriately match people with the right services. >> pushing people from block to block -- that is what we have been doing. they are back in the same situation. they are worse off.

>> they differ on how to best uphold it, both agreed the dignity of the people on the street are important. >> let's give them a round of applause, both of them. >> as we first reported yesterday, san francisco mayor london breed is proposing mandatory drug testing and treatment for people seeking cash assistance from the county. this would apply to homeless and formerly homeless adults. without defendants who receive cash, the plan would need approval from the board of supervisors. if they don't sign off, the mayor could opt to put the proposal on the ballot. president joe biden is in the bay area right now and today, he met with his tech counsel in san francisco. the group is made up of professors, scientists and tech experts one topic brought up president biden was artificial intelligence. the president plans to take executive action to manage the potential risks posed by ai. >> i have a keen interest in

ai and we will have key experts on how to harness the power for good. >> president biden says 15 american tech companies are already working to make ai safe and secure. biden will be in the bay area for two more campaign receptions before leaving to phoenix later on this evening. on the republican side, seven presidential candidates will take part in a debate tonight in southern california. again, the front runner for the gop nomination, former president donald trump is sitting out this one. danya bacchus reports from simi valley. >> anticipation is building at the ronald reagan presidential library for the second republican presidential debate . florida governor ron desantis, entrepreneur vivek ramaswamy, former vice president mike pence, former u.n. ambassador nikki haley, south carolina senator tim scott, former new jersey governor chris christie and north dakota governor doug program will all try to connect with republican voters on the

issues. >> they are concerned about the economy and they would like to hear specific plans for combating inflation. >> failing to make the cut, former arkansas governor asa hutchinson who spent the day campaigning in michigan. >> as president, i will lead the effort to bring manufacturing jobs back to the united states. >> republican front runner, former president donald trump, won't be there tonight. on monday, he called debates stupid. >> it is a job interview. the debates are a job interview. so far, i am not too interested. >> he will be in the battleground state of michigan where autoworkers are on strike. >> the candidates who take the state will have their work cut out for them, trying to chip away at trump's lead without alienating gop voters. >> what we have seen when we ask people what we want to hear from candidates other than donald trump is that they overwhelmingly say they would like to see those candidates make the case for themselves, rather than attack or criticize donald trump. >> the latest poll shows trump leads the gop field in iowa by

30 points. republicans in new hampshire support him by an even larger margin. there are less than four months to go before the iowa caucuses which kickoff the nomination process. now to capitol hill where there are dueling strategies in the republican controlled house and democrat-controlled senate as lawmakers try to avoid a potential federal government shutdown by october 1. house republicans yesterday voted to move four spending bills one step further in the race to avoid a shutdown but time is running out with government funding set to dry up by the end of the week. the four gop bills which fund the department of defense, homeland security and state department and the department of agriculture contained deep spending cuts that republicans have been pushing for but they are not expected to get past a democrat-controlled senate. >> i want to keep the government open. >> this shows we can work

together. >> the senate also overwhelmingly voted to bring up its own partisan short-term spending bill known as a continuing resolution. that measure would keep government funded through mid-november and includes billions of dollars towards disaster relief and ukraine funding, which is a nonstarter for hard right house conservatives. it is a common driving rule but find out why a san francisco leader wants to ban right turns on red lights. a latino owned business is celebrating success after decades of hard work. the community resource that provided a much-needed boost. what a gorgeous day this is turning out to be. we will use the virtual reality set after we watch a beautiful time-lapse today to talk about not only the daytime highs but an interesting chance of rain

this hispanic heritage month, we are checking in on the help of latino owned businesses in the bay area. latino entrepreneurs continue to start businesses faster than any other group, growing by 44% in the past decade according to a report from stanford but they still face a lot of challenges. shawn chitnis looks at how the community can make a difference when small businesses need it most. >> alecia villanueva has never forgotten about the journey she went on to get to this kitchen. originally from mexico, she came to the us in 2000, eager for the opportunities it presented her. >> we come to this country as an immigrant because we are looking for a better life and a good education for our kids. >> working two jobs with the

family, she started making tamales at home, selling them on the street and by knocking on doors. she knew she had something special but needed help to make it a success. >> everybody has a dream. work hard and find the resources and it is going to come through, for sure. >> the opportunity fund gave alecia a crucial first loan so she could start deliveries while coaching her along the way. >> frequently she was shut out of the traditional financial system and she was not able to act with the capital she needed in order to grow her business. >> alecia says passion and perseverance carried her to new milestones. >> they have plenty of determination and grace to work hard and deliver and all they need is a little bit of help from those of us who are here to help them. >> order after order confirms her approach is working, which includes the most important ingredient of all, lots of

search happppy birthday, confet will come down across the screen. the mountain view-based company has created a special google doodle for its birthday. time now for our first alert weather. mild and clear on this fall afternoon here in the bay area. it is kind of gorgeous. meteorologist darren peck tracking our forecast from our state-of-the-art virtual view studio. >> today is working out to be right on the marks for average for daytime highs. just to give you a peek at that, these numbers are low 80s. this is right on the mark for where we should be this time of year. the interesting part of this forecast comes when we take a look ahead to saturday. we are going to leave the beautiful virtual map and i want to pull up the monitor behind me here, which is going to give me the ability to track this chance for rain on saturday. this system coming in

on saturday looks a little more impressive than it did yesterday. that is not saying a lot but the fact that it looks more impressive means that we have this small opportunity for rain. you can see what it looks like with the green blobs coming in right over much of the state. a better way to do this -- we are looking at a little uncertainty in the forecast models. we will remove the actual visualization of the timing and then use the ensemble members to color in the map for how much rain we might get that would be measurable on saturday. when we do that, we start seeing totals that show up around a 10th of an inch or so. with that much already showing up, there is a good bet that we should be looking at a reasonable chance that saturday will have some rain on it. with that in mind, let's get into the forecast . just for today, daytime highs

-- the nice thing about this -- we were looking at this a moment ago. these are your daytime highs. right on the mark for average for this time of year. that story is the same across the heart of the bay. san jose, you know your average daytime high is? everyone is doing it. when we go to the inland valleys for the east bay, it is a similar story. let's look ahead to when things get more interesting, potentially for that saturday chance of rain. we still don't have rain in the forecast on here for saturday, even though we know there is a 10% chance of a 10th of an inch of rain. a little too early but we may be adjusting the forecast over the next few hours. keep your outdoor plants. this does not look like a significant rain out but the possibility for some light rain is still to be factored in. that was the 7-day forecast for our microclimates for the inland valleys. the story is the same. the temperatures are going to cool down by the time we get to
