interruption. soccer players in mexico get a surprise when man's best friend decides to join the game. good morning, and good to be with you. i'm anne-marie green. we start this morning with lawmakers who are expected to spend the weekend in washington to try and avoid the pending government shutdown. it's all scheduled to happen at 12:00 a.m. sunday if congress doesn't act fast. the senate is expected to vote on a bipartisan short-term spending measure to keep the government open through november. cbs news' jarred hill has latest from new york. good morning. >> reporter: good morning. it's getting tight right now. today the house is hoping to get the government funded in the short therm. the republican majority could face roadblocks within its own party. even if it passes, there's no guarantee that what we'll see in the senate helps the situation. with the possible government shutdown now less than 48 hours away, house speaker kevin mccarthy with a last-minute effort to bring his party

together and keep the bills paid. >> i don't think the country is better -- >> reporter: he's planning to vote as soon as today on a continuing resolution to keep the government funded for now. tacking on border security to appeal to hard-liners within his own party. meanwhile, the senate is working on its own cr to keep the government open through mid-november. it includes $6 billion in aid to ukraine, though, a non-starter for hard right house conservatives. mccarthy said he won't bring up the current senate bill for a vote. >> kevin mccarthy is playing a losing game here, and he's doing it with the american economy. >> reporter: federal agencies have already sounded the alarm on what would happen in a potential shutdown. the department of homeland security says more than 70% of its work force would have to work without pay. that includes border patrol agents and members of the u.s. coast guard. >> we're not people that have millions of dollars sitting in our bank account. we're normal people who really, really need paid. and it's not fair. >> reporter: tens of thousands

of federal workers face furloughs if there's a shutdown. but members of congress would still get their paychecks. so despite the weekend wrk on capitol hill, there's still a very real concern that a shutdown at this point in the game is inevitable. so a big question right now is not if one happens but how long would it last and how badly would it hurt everyday americans. >> exactly because you know it affects pretty much all aspects of life. so we're all going to feel it pretty quickly. jarred hill in new york, thanks a lot. and as that possible shutdown looms, some house republicans are instead focused on impeaching president biden. they held their first impeachment inquiry hearing yesterday. skyler henry reports. the committee on oversight and accountability will come to order. >> reporter: as the house impeachment hearing got under way the oversight committee's republican said lawmakers have a trove of evidence to make their case against president biden. >> the house oversight and accountability committee has uncovered a mountain of evidence

revealing how joe biden abused his public office for his family's financial gain. for years, president biden has lied to the american people about his knowledge of and participation in his family's corrupt business schemes. >> reporter: the house panel is hoping to show what they say are links that tie president biden to his son hunter and his family's business dealings, but key witnesses testifying thursday said they do not yet see hard evidence of impeachable offenses. >> and you have the statements of hunter biden, that's what makes this a credible inquiry. and the question is, did the president know, did he encourage this type of corruption? i do not believe that the current evidence would support articles of impeachment. >> i am not here today to even suggest that there was corruption, fraud, or any wrongdoing. >> reporter: oversight chairman james comer was issued subpoenas for additional banking records from hunter biden and the president's brother, james biden. >> on line everyone's making fun

of this "seinfeld" impeachment, an impeachment hearing about nothing apparently. two days before the government is about to shut down. >> reporter: throughout the more than six-hour hearing, the white house issued statements saying nothing can distract from the republicans' inability to govern as the shutdown loomed. skyler henry, cbs news, washington. in new york, an appeals court rejected former president donald trump's effort to delay monday's start of his civil fraud trial. new york's attorney general filed a $250 million lawsuit accusing trump, his family, and his businesses of inflating the value of their properties to obtain favorable loan terms and tax benefits. earlier this year, a judge ruled trump committed fraud for years and stripped him of control over his new york properties. trump has denied any wrongdoing. the united auto workers strike against ford, gm, and chrysler's parent company stellantis is expected to expand today. earlier this week the union said it would strike at more

facilities if negotiators failed to make substantial progress on new contracts. uaw workers walked off the job two weeks ago at three vehicle assembly plants. the strike expanded last week. the uaw says that it made a new counterproposal yesterday to stellantis, the union president is set to make an announcement on the strike later on this morning. and the man suspected in the murder of a 26-year-old tech ceo in baltimore is now under arrest. authorities captured jason billingsley, a convicted felon and registered sex offender, after a sprawling manhunt. as nicole sganga reports, billingsley is also linked to another violent crime from just last week. >> reporter: 32-year-old suspect jason billingsley was arrested at a train station about 30 miles outside of baltimore. >> billingsley was taken into custody at approximately 11:00 last night. >> reporter: he's now facing 30 charges including the first-degree murder of pava lapere. police say the 26-year-old tech

ceo was killed on friday at this luxury building where she lived in downtown baltimore. authorities found her body days later with signs of blunt force trauma. police calling it a random act. >> we do know that there was no forced entry into the apartment building. >> reporter: this case raises questions about maryland's sentencing laws. billingsley pleaded guilty in 2015 to sexual assault. he was sentenced to 30 years, but 16 were ultimately suspended. the suspect was released last october after earning good behavior credits. >> rapists shouldn't be let out early period. >> reporter: the suspect also charged with rape, arson, and attempted murder in west baltimore days before the murder and just a mile from her apartment. >> why was this dangerous criminal on the streets in the first place? >> when he did a little less than two-thirds of his sentence, and that's what the law allows. it was more or less the systematic failure in terms of what happened.

into the u.s. in recent days there's been a sharp rise in illegal border crossings, overwhelming towns like eagle pass and el paso. a suspect is in custody after allegedly shooting and wounding a man during a protest in new mexico. authorities say 23-year-old ryan martinez pulled out a gun after a scuffle during a demonstration over the planned installation of a controversial statue. it happened yesterday outside local government offices in espanola, about 90 miles north of albuquerque. the man who was shot was taken to a hospital in stable condition. investigators say a motive for the shooting is still unclear. and police in arlington, texas, responded to reports of shots fired at a car dealership. police say when they arrived at the scene last night, they encountered an armed man. officers say the suspect was shot by officers and then taken into custody. he is expected to survive, though. an employee told a local tv station the gunman was a former worker who was recently fired.

"the tampa bay times" reports on a deadly shooting at a florida auto shop. police in largo say 78-year-old disgruntled customer eugene becker shot the owner of the business, jodie stout, on wednesday. stout fired back. both men died. investigators say becker was unhappy about work done on his car two years ago. his family told police that he was in a recent car crash that left him depressed. cbs new york says a man is accused of hauling more than 30 pounds of fentanyl through the new york city subway. police say 42-year-old juan
