from cbs news bay area, this is the afternoon edition. kevin mccarthy ousted as speaker of the house . the historic vote and what comes next. california has a new senator. laphonza butler just shattered a glass ceiling in congress. the special tribute to senator dianne feinstein as the bay area marks fleet week. good afternoon. i'm elizabeth cook. we start in washington with that breaking news. an unprecedented moment in congress today. representative kevin mccarthy

ousted as house speaker. the move saw farright headline conservatives and together with house democrats. skyler henry has more on the historic vote and what comes next. >> house speaker kevin mccarthy has been stripped of his power. >> the office of speaker of the house of the united states house of representatives is hereby declared vacant. >> florida congressmen matt gaetz filed a motion to remove mccarthy after the speaker turned to democrats to help pass a short-term spending bill to keep the government open. >> the one thing that the white house, house democrats, and many of us on the conservative side of the republican caucus would argue is that the thing we have in common, kevin mccarthy said something to all of us at one point or another that he did not mean and never intended to live up to. >> then it was matt gaetz who needed democrats to remove mccarthy. >> kevin mccarthy is not trustworthy. just lurched from crisis to crisis with him as speaker. the decision to vacate

the chair means the house will now plunge into a battle to elect the next speaker of the house. though, mccarthy, likely can and will run again. >> be a roaming majority of my parties supports the speaker that we elected. >> house republicans, comes as congress is grappling with crucial issues. >> we have a government that will shutdown in 40 days. we have a ukraine war that needs to be funded in the next 15 days. >> the house cannot proceed on any other issue until a new speaker is elected. >> representative patrick henry of north carolina, who is a top mccarthy ally, has been appointed speaker pro tem after the ouster. he will serve as the house until a new speaker is chosen. elsewhere at the u.s. capitol, dianne feinstein's successor, laphonza butler, has officially been sworn into congress.

>> do you solemnly swear to defend and support the constitution of the united states? >> vice president kamala harris swore in butler this afternoon. butler will now serve the rest of feinstein's term which expires in 2024. >> she is going to be a great, great senator. i am excited, happy, thrilled that she is here. >> earlier, senator butler met with senate majority leader chuck schumer. butler is a former union leader and democratic strategist who worked on harris' residential campaign and the former head of emily's list, which raises money for female candidates who support abortion rights. she is now the third black email u.s. senator in history behind by senator kamala harris and the first openly lesbian one. preparations underway to memorialize the late senator dianne feinstein. her body will lie in state at the rotunda of city hall tomorrow. on thursday, a funeral service will be held on the front steps of city hall starting at 1:00. that is now open to the public.

a non-defined science day as national and city leaders held the kickoff ceremony per fleet week here in san francisco. anne makovec has more. >> they dedicated this week's activities to dianne feinstein. she was the driving force behind san francisco's fleet week . >> she gave us opportunities to celebrate our city and to salute our men and women in uniform. >> this is a part of her legacy, part of provision for san francisco, to be a showcase for the rest of the world, but more importantly, to remember that public service is an honorable profession. >> feinstein started the annual event in 1981 back when she was mayor . the idea was to attract more navy business to our shipyards. ever since, it has drawn huge crowds of visitors to the city each october. in honor of senator dianne feinstein, the patriots jet team will fly over san francisco at 12:50 7 pm this saturday and sunday. the blue

angels will fly in a missing person formation. businesses along the embarcadero are getting ready to make the most of the crowds expected for fleet week. owners are thankful fleet week has not been canceled because of the pending government shutdown. >> it is super important. like i said, san francisco has been hit hard with a lot of challenges. we need to bring people back into the city to show off our lovely town. >> the owner you just heard from is giving service members a discount . >> lieutenant commander amanda lee is flying jet number three. she is the first female member of the blue angels

demonstration team. >> this year marks 50 years of women playing in the navy but there are plenty of civilian pilots in the air at shows as well. we spoke with a bay area woman finally seeing her dream of becoming a commercial pilot take off. >> clear for takeoff. >> just above the rolling vineyards of northern california, sarah ward's dream is taking flight. >> it is calm and nice out. you can't believe that this is what you get to do every day. >> after earning her private license, she is one step closer to becoming a commercial pilot. >> have you rehearsed your pilot announcement? >> welcome aboard, this is your captain speaking. >> this was not always the plan. in fact, you could say that becoming a pilot was not even on her radar. >> i did not grow up in an aviation family. i just never was exposed to it. i never

thought to be a pilot. >> then, she got a job as a flight attendant and that was a ticket to a whole new world. >> i got an all access pass to what it is to be a pilot. the first time it entered my brain i was like, i could do this. this is awesome. >> when it comes to the aviation industry, women have remained largely grounded as airlines face unprecedented staffing shortages, there has been a push to recruit more female pilots. >> it has been a male dominated industry for so long. >> sue royce is a pilot and a chair of the local chapter of the 99, an organization founded by aviation pioneer amelia earhart. >> how many women are there in aviation? >> currently, it is only 6% of all licensed pilots are women. >> it is very few.

>> we are trying to change that. >> the aviation industry has traditionally discourage women from pursuing careers as pilots. >> why is it important to have women in aviation? >> why not? guys can fly. if a woman wants to fly, why shouldn't she be able to? >> things seem to be moving in the right direction. mike smith owns an aviation school in napa and says more and more female students are now taking lessons and not only are they as good as men, in many cases, they are better. >> many men typically think they know how to do it and they are not so open to learning. >> for sarah, it is about inspiring other women to follow her lead. that, and sticking the landing. >> you feel good after a good landing. >> now that she can do that, the sky is no longer the limit. >> she makes it look so easy.

california has one of the highest percentages of hispanic residents in the country but one of the lowest hispanic homeownership rates. while that rate is growing nationwide, it is not the case in the bay area. we have a realtor who hopes to change that. >> on this sunny day, liz

hopes to help alejandra and his family find their next home. they currently own but are looking for a bigger place. in their case, the way to do that meant looking to where they could get more bang for their buck. >> much more affordable. >> alejandro says leaving the bay area was not an option. >> it is not in our plans. >> there are plenty of clients looking to buy homes and the majority of them latino, that are doing so outside of the bay area. >> a lot of them decide to go a little further. >> the main reason, lack of affordability. >> when you say some of your clients are moving out of the bay area, what markets i moving toward? >> they are going to solano county.

>> nationally, the hispanic homeowner rate is expanding but in the bay area, it is shrinking. according to an analysis of data from california forward, the latino homeownership rate in the bay area was 5% lower in 2020 than it was in 2010. in 2022, the three least affordable markets for latinos were the san francisco, san mateo, redwood city market and the oakland, berkeley, livermore market. we have seen the phenomenon unfold in recent years. >> a lot of friends and family are looking for better prices so they move out to another state where houses are more affordable than california. >> affordability is the biggest barrier but often times, perceived in affordability is a major hurdle. many people see prices and immediately think they can't afford to buy your when there are often many ways they can. >> you don't need 20% down any more to buy a house . it is

embedded in our brain from early on that if you do not have 20%, you cannot buy. >> we all need to get together and collaborate as all latinos , especially the latino realtors, to help our community. >> doing that for her community is something she takes pride in. >> it is very empowering. a lot of these clients, you give them their keys and they cry because they think they would never achieve this. >> homeownership is a big deal. while this is an intimidating market, she hopes to show people that buying a home here is often more possible than they think. >> it is possible to buy. there are so many programs out there. don't give up. keep on working and connect with the right people, the right people that will help you achieve that american dream. >> it might just take some

extra creativity. >> you can find more about hispanic heritage stories all month long on our website, www.kpix.com. let's get to our weather. nice and mild across the bay area right now. just gorgeous outside. take a look at that golden gate bridge but it is about to feel more like summer. meteorologist darren peck is joining us from our virtual new studio. if you are going to go see the blue angels, i don't think you will need a jacket. >> that is why we do fleet week. this week will be a perfect example. it might even be an extreme example of how nice, sunny, and warm the weather can get. we are looking at time-lapse year. we are watching the last few hours as the cargo ship comes in. look at what the marine layer is trying to do. as it gets to the bridge, it is getting squashed and eliminated. there is just enough of this weak offshore influence. the wind is coming from inland and blowing

offshore and drying out the marine layer as it approaches. that is the first sign we are entering a warm pattern. lots of storm track out here. look at what the weather has to do. all that rain has got to go up and around the long way and run underneath that, we have this big ridge of high pressure. we started visualizing this while showing you what the pressure fields look like but here is a more important way to look at it. what is the wind doing that is causing the storms to go up and over? you can see the strong winds bringing the storm track but what happens around this edge? over the next few days, the center of the high will wobble a bit and now we have this northeasterly wind coming over us. that is why the next few days will be warm and sunny. this will not be one of those intense heat waves where we find ourselves under the center of that. we are on the edge. the warm-up we are about to experience, on thursday and

friday, is more the result of those offshore winds coming from inland, blowing offshore. you can see they pick up more speed over the northbay mountains. this is the ideal situation because the wind is not strong enough for any kind of fire weather concerns. there are no red flag warnings being issued. if we look at the forecast in detail, you can see the northwinds pickup. that is tomorrow morning. you have a 20 miles per hour wind going over the mountains. it is really barely noticeable for the rest of us except, look at the way the wind is going. it is blowing offshore. that is putting a big nope on the marine layer. it is great news as we look ahead to fleet week because last year, the marine layer was kind of a bad thing for the show. this year it does not look like that will happen. if we take a look at how the temperatures are responding, the colors show you how much warmer we are about to get. look at the bay. another way to

look at that is the tool the national weather service started using a few years ago to communicate with a higher degree of heat related health risks might come. we are only getting into the moderate category but you definitely see a pattern showing up for the inland valleys. let's put it in the 7-day forecast and show you what it will look like. what we are going to start with is the microclimate that will fuel the warm-up the most, our inland locations. this is where we will be sitting in the mid to upper 90s. by saturday, it gets a little better. by sunday, we are done. there is a whole different story next week. there is even a 20% chance of a few light showers by the time we got there. all eyes are on fleet week and what looks to be picture-perfect weather for it. >> 87, 84 in the san francisco. that will feel really good.

49ers quarterback property was already one of the standouts in their win on sunday against the cardinals but as vern glenn reports, he is striving for perfection. >> in sunday win over the cardinals, christian mccaffrey scored three more touchdowns than brock purdy had incompletions. purdy improved to 9-0 in the regular season and san francisco's starter with 20 of 21 passing. his 91.25 completion percentage set a single game franchise record. after the game, he was bothered by his one. >> they told me i had one in completion at the end of the game. i was so mad about the when i missed two christian. he broke out. he was open. i should have hit him. he would have been in field-goal range. that is something i need to learn from. >> one in completion he through to me. >> with the red and gold report, i'm vern glenn.

as we continue our coverage of fleet week, the u.s. navy's woodwind quintet and brought us some beautiful music on our morning edition today. some bay area kids with the boys and girls club got to hoop it up with sailors and marines in a special basketball battle. her jocelyn moran was in the middle of the action at hoops with the troops. >> it feels great to be here. >> king williams came with the boys and girls club ready to play basketball. one of the first things he noticed -- suspect the ship was really big. i could see it when i was walking over here. >> he was showing up his skills to sailors, marines, and the academy of art university men's and women's basketball team. kendrick says he grew up growing to the boys and girls clubs so being a part of this was important for him.

>> sometimes they may look at the ship and it is larger than life. anytime we get to bring it down to their level and say we came from what you came from, it may get one or two of the kids a new perspective on things. >> how old are you? >> i am 22. >> for the basketball players, it was the same feeling. >> it feels good because i grew up around all the basketball players . i am trying to be like they are one day. i am glad i can be out here and motivate the kids. >> from the layups to the drills, it was all smiles on the court. >> the fact that i can just come out here, lift a couple of kids up and show them what it feels like to dunc makes me happy. >> the kids appreciate it. >> i have the opportunity to play basketball with all of these marines and sailors.
