lawmakers, and even mexico's president. when asked, president biden said he does not think border walls are effective but says his hands are tied. hundreds of migrants ran to the u.s. border with mexico tuesday night. it's one visual demonstration of the problem that's becoming overwhelming. more than 200,000 migrants crossed into the u.s. last month, the highest level this year. new york city mayor eric adams was warmly welcomed in mexico where he's calling for changes in u.s. immigration policy. he says more than 100,000 migrants have arrived in new york since april, 2022, leading to an estimated $12 billion in extra spending over three years. >> we want to give a real picture of what's happening in new york city. >> reporter: some change is coming in the form of 18-foot-high steel panels that will be installed along a 20-mile stretch in the rio grande valley.

that requires the waiving of over two dozen federal laws and regulations, breaking president biden's campaign promise. >> there will not be another foot of wall constructed in my administration. >> reporter: the president says a law congress passed in 2019 gives him no choice. >> they have to use the money for what's appropriate. i can't stop that. >> reporter: homeland security secretary alejandro mayorkas issued a notice in the federal register that says, quote, there is presently an acute and immediate need to construct physical barriers in order to prevent unlawful entries into the united states. he says that does not indicate a change in the administration's approach. >> we are opposed to the construction of the wall. >> reporter: the administration also announced it will resume the deportation of migrants from venezuela. u.s. officials say the deportations of those venezuelan migrants are expected to begin shortly. venezuelans accounted for nearly a quarter of all illegal border crossings in september.

before the announcement this week, the white house had mainly used border barrier money to fill gaps in the wall. so a big change here coming. >> certainly. naomi ruchim in new york. thank you very much. donald trump is temporarily dropping his $500 million lawsuit against his former lawyer and fixer michael cohen. it comes days before trump was scheduled to give a deposition in the case. trump's presidential campaign says his current court cases and the campaign are taking up too much time to pursue the lawsuit. the former president accused cohen of spreading malicious falsehood for talking about alleged hush-money payments made to women during the 2016 presidential campaign. cohen is a likely witness in trump's civil fraud trial in new york. the late california senator dianne feinstein was remembered as a woman who broke barriers during a private memorial service outside san francisco's city hall. vice president kamala harris, senate majority leader chuck

schumer, and former house speaker nancy pelosi were among the mourners yesterday paying tribute to feinstein. the longest serving woman in the u.s. senate died last week at the age of 90. overseas now, russia launched one of the deadliest attacks against civilians in ukraine since the war began. at least 51 people were killed when a missile hit a village store and cafe in the eastern part of the country. ramy inocencio has more from ukraine. >> reporter: in a playground-turned-mortuary, the grieving looked for their loved ones, many barely recognizable. before this horror, the village near kharkiv's eastern front line had just over 300 people. now it's believed one of every six is dead, including a 6-year-old boy with several more wounded. many had gathered for a wake to remember a neighbor's life, then their own were suddenly cut short. senseless tragedy, needless loss.

just two days ago, ukraine's presidident, volodymymyr zelens made a trip to this region to raise soldier morale. today he condemned the attack as no blind strike and brutal. so brutal it's one of the bloodiest since the first two months of russia's invasion when missile strikes killed hundreds in a theater in mariupol and more than 60 at a rail station i in kramatorsksk. this new strike comes as a new poll shows american support for more military aid to ukraine falling, down 5% since the summer. how worried are you about defense spending for ukraine? >> 100% worried. >> reporter: oleksandra ustinova is a ukrainian congresswoman overseeing weapons from overseas. >> most needed types of weapons right now for us is the air defense missiles. if we don't have any more of those coming, we would have hundreds and thousands of civilians dead this winter. >> reporter: for the village of proza, any missiles that would come to defend are too late.

and the congresswoman told us the himars that the u.s. gave ukraine are idle 90% of the time. that's because missiles just aren't available. ramy inocencio, cbs news, lviv, ukraine. the co-founder of ftc told a new york jury that he and fellow co-founder sam bankman-fried committed criminal crimes and lied to the public. gary wang, who has pleaded guilty, is the first of three top tech executives to testify. bankman-fried has pleaded not guilty to charges of defrauding investors and customers out of billions of dollars. now to tropical storm philippe expected to deliver another wet and miserable weekend for folks in the northeast. the storm is picking up speed as it passes bermuda and heads toward new england. residents from new york to maine should expect heavy rain and possible flooding, plus strong winds starting tomorrow. the national hurricane center

"we do see a slight pullback in overall basket, less units, slightly less calories." does it surprise you that walmart's looking at that sort of data? >> i think every large retailer is looking at this data. they have the data through their loyalty programs. >> reporter: leo feler is a chief economist at a company that analyzes shopping receipts for millions of people. >> we use that data to help inform retailers, to help inform food manufacturers. >> reporter: health care providers wrote more than nine million prescriptions for drugs used for weight loss in the last three months of 2022, and morgan stanley estimates 7% of the u.s. population will be taking these medications by 2035. >> over the course of the next ten years, this will likely change the way that consumers

wisconsin's capitol. those are some of the headlines on the "morning newsstand." the "wisconsin state journal" reports an armed man was arrested twice after demanding to see the governor at the state capitol. police say the 43-year-old man had a holstered handgun and was not wearing a shirt when he approached the office of governor tony evers yesterday. the governor was not there at the time. after posting bail, police say the man came back to the capitol after it closed with a loaded assault-style rifle. he again demanded to see the governor and was taken into custody. "the new york times" says the former campaign treasurer for new york congressman george santos pleaded guilty to conspiring to defraud the u.s. government. nancy marks admitted to helping santos report a fake $500,000 loan to his campaign to trick republican party leaders into giving him their support. she also said that she gave the government a fake list of donors. santos has pleaded not guilty to charges including fraud, money laundering, and lying to congress.
