san francisco's famous winding and steep streets have been a unique testing ground for driverless cruise cars. no shortage of video showing why they can be kind of controversial. the cars have been known to glitch out in challenging situations, cause backups, one even crashed into a fire truck with a passenger inside had. just a week after they were allowed to operate 24/7 across the city. opponents have been putting cones on the car's hoods to disable them to prove a point about their decision making skills. today though the robo taxis returned to the mothership, headquarters at least, after the dmv pulled the plugs on the fully robo taxi permits. it's because the dmv said the company obscured the full story about this crash that left a pedestrian pretty badly hurt. as our jocelyn moran reports, some people who

come to rely on the robo taxis are worried about what happens next. >> there is no question there has been a lot of skepticism around driverless cars since the beginning. >> reporter: one woman has come to depend on them especially at night for her own peace of mind. >> honestly i'm really sad. i kind of like, you know, that was our thing. like we're going to do cruise tonight. >> reporter: she spends a lot of time in san francisco because many of her friends live here. she's been in driverless cars operated by cruise about nine different times, including nights with her friends and other nights where she would be in the car by herself. >> as a woman you feel completely safe. and you don't have to worry about where is this car going to take me? will i be followed after? and is someone going to call me after? or any kind of information that a possible driver could have.

>> reporter: she says the rates are a bit higher than uber or lyft, but she hunt did mind it because she doesn't have to tip. an operator usually check hads in with her while she's in the car. on tuesday the company's car presents an unreasonable risk to public safety and cruise misrepresented safety information. one of the latest incidents happened downtown near market and fifth earlier this month. a person driving a regular car hit a woman walking, sending her into the path of the robo taxi. cruise in a statement said in part, "the av broke immediately before impact. when had they tried to pull it over, it continued to come to a fully stop, pulling the pedestrian forward. the dmv and order of suspension said it traveled approximately 20 feet to reach a speed of 7 miles per hour before coming to a subsequent and final stop. the pedestrian remained under the car. they say representatives met with

chp and cruise representatives adding footage of the subsequent movement of the av to perform a pullover maneuver was not shown to the department and cruise did not disclose that any additional movement of the vehicle had occur f at the initial stop of the vehicle. the department requested cruise provide the additional footage, which they received october 13. we asked fabiola if she ever experienced unsafe while riding in a cruise car without a driver. >> there was not a time when i felt like i was going to crash into someone. maybe one time that it just stopped really hard, but we were wearing seat belts, and immediately the operator called in, so i was like okay, this is cool. this is great. >> reporter: the dmv said it gave cruise steps to apply for reinstatements, but no timeline for that suspension. >> so cruise is still allowed to test its robo taxis as long as there is a driver inside. and waymo still has the green light to test their driverless cars and in los angeles. a packed house at richmond

city council meeting tonight as the city waited deep into the debate over the israel-hamas war. dozens showed up to speak for and against a city resolution, expressing solidarity with the palestinians if gaza, accusing israel of ethnic cleansing and war crimes. >> but the people of the united states whose government and tax dollars directly support israel's military have an immediate moral obligation to condemn israel's acts or collective punishment in a par tide state. >> and so that message from the mayor drew a mix of cheers and boos, followed by a screaming match in the crowd. after a brief recess, the council read off some amendments to the resolution including the call for the immediate release of israeli hostages taken by hamas, opposition to all existing future military aid to israel, and a mention of death tolls on both sides of the conflict, which been previously missing. >> i do feel for the palestinian people both in gaza and the west bank. i wish they

in gaza over the past day. in response to increasing hamas rocket attacks on israel. today an 85-year-old israeli woman released by hamas described going through hell for more than two weeks as a hostage in gaza. her husband is believed to be among the more than 200 people still being held. >> my mom is saying that she was taken on the back of the motorbike. she was hit by sticks until they reached the tunnels. >> he also said the captors treated her well at many points. the defense forces dropped leaflets in gaza, offering cash rewards to palestinians who have any information about the hostages many of whom they have not heard from at all. at the same time the parents of the berkeley native who was hurt and kidnapped from a music festival in israel have finally seen some new video of what happened to him that day. two weeks ago, during an interview

the cockpit. he had not slept in 40 hours, battling depression, and had taken psychedelic mushrooms two days earlier. about half an hour into the flight, the pilots told investigators he threw off his headset and pulled red fire handles like these to cut off fuel to the engines. one of the pilots wrestled emerson away from the controls and told them to get out of the cockpit, but he did it because he thought he was dreaming. >> and fear went through our bodies. >> reporter: paul stevens was one of the 84 passengers on board. >> i have flown a lot in my life. i've been scared once before and yesterday was the second time. >> reporter: while in the back of the plane, emerson asked to be handcuffed, but then tried to it open an emergency exit door. some aviation experts credit the crew for acting quickly. >> the crew that was operating this flight did an excellent job being able to challenge him, get him away from the controls and to be able to get

him to the back of the aircraft. >> he plead not guilty to all charges, but will stay behind bars for now. he showed no signs of visible impairment before boarding the flight on sunday. he had also passed all the faa medical tests during his 20-year career as a pilot including regular mental health screenings. okay, we are going to send things over to paul here to talk about our weather and the taste of fall here on the way. and i saw something tonight on the radar that you pointed out to me that looked pretty menacing. a major hurricane? >> yeah, there is a hurricane in the process of slamming into the coast of mexico. we will start the forecast with the weather that's happening hundreds of miles away from us with the track of hurricane otis. this is a well organized,

dangerous category 5 hurricane with 165 miles an hour winds, slamming right into the coast of mexico and right into acapulco. this is going to bring catastrophic storm surge and coastal flooding and as it tracks inland and loses hurricane strength. this is going to be a very dangerous situation that is unfolding right now and continues over the next 24 plus hours. we're in for some changes as it is diving into the pacific northwest. also kicked in stronger onshore winds and will be reinforced by another cold air that will stick around into october. they are going to squeeze that atmosphere to some extent it. our rain chances tomorrow, 20% if you stretch the numbers. and not much to

get excited about there. the extent of what we're looking at tomorrow will be a few sprinkles in the north bay. and it is going to kick in a stronger breeze especially midday into the afternoon where we are likely to see the 20, 25 miles an hour gusts, and that breeze will make cooler temperatures feel that much cooler and we'll be off to a cool start as well. these numbers are close to normal, but will end up below normal for tomorrow's highs. take a look at the forecast highs. good 5 degrees below average in san jose, topping out around 70 degrees in the santa clara valley, just short of 70 at los gatos. temperatures should reach the upper 60s to around 70 inland in the east bay. and think back it was just five days ago that those temperatures were well into the

90s. mid-60s for fremont, redwood city, only topping out in the upper 60s. low 60s for half moon bay. mid to upper 60s san francisco. that's just a few degrees below normal. coolest inlet spots in the north bay where the clouds will get there a little earlier. a better chance of those clouds using a couple of showers and your highs are only going to hit the upper half of the 60s as well. the cooler air will stick around. let's take a look at the seven-day forecast with the temperatures remaining below average. we won't bottom out until friday and saturday when temperatures inland, they are only going to be in the mid to upper 60s on the widespread basis. a slow return to near normal temperatures throughout much of next week including for halloween on tuesday. and yes, the trick or treat forecast, it does look dry. no, everybody is looking ahead to that weather and just to hand out candy or taking the munchins around as well. and it will be a cool several days ahead of us in the coastal temperatures. only reaching the upper 50s on friday. then back to the mid-60s on sunday, monday, tuesday with more of a mix of
